Moscow-Goa Flight Makes Emergency Landing in Jamnagar Due to Bomb Scare
An Azur Moscow-Goa flight carrying 244 people was diverted to Jamnagar, Gujarat following a bomb threat on Monday. After the emergency landing, the flight was searched extensively by the NSG (National Security Guard). They also looked through the luggage but nothing suspicious or harmful was found. All the passengers received assistance and were taken care of. The flight is set to depart from Jamnagar to Goa safely after all the preventive checks.
The Jamnagar Airport Director had said that the NSG checked the cabin baggage thoroughly and the flight is expected to depart between 10.30 am and 11 am to Goa. The flight was earlier supposed to land directly at Dabolim airport, Goa at 9:49 pm, Monday. However, a threat email was sent to the airlines, which was then shared with the Russian authorities. The details reached the airlines once the flight was over Turkmenistan.
It was then that the alert was directed to the Goa airport and the plane had to make an emergency landing in Jamnagar where the air force base was prepared to deal with the situation. Ashok Kumar Yadav, the Inspector General of Police (Rajkot and Jamnagar Range) revealed that 8 crew members and 239 passengers were safely evacuated from the plane. The Bomb Detection and Disposal Squad then checked the plane for threats.
The Russian Embassy in a statement said that the Indian authorities had alerted them about the bomb scare on the Azur Air Flight from Moscow to Goa. Everyone on board is now safe and local authorities took measures to ensure their security. In the wake, security was forced to shut off the Jamnagar airport for 9 hours and carry out the necessary inspections. Investigations are ongoing as to the origin of the bomb scare email and the responsible entity behind the alleged activity.

'Regrettable and un-Islamic': AIMPLB condemns Udaipur tailor murder

Lucknow (Uttar Pradesh) , June 29 (Always First): The All India Muslim Personal Law Board (AIMPLB) condemned the cold-blooded murder of a tailor in Udaipur saying that "taking law into your own hands is highly condemnable, regrettable and un-Islamic".
In a media statement, Hazrat Maulana Khalid Saifullah Rahmani, General Secretary of AIMPLB said, "It is a grave crime to defame and slander any religious personality. The derogatory words spoken by (former) BJP spokesperson, Nupur Sharma against Prophet Muhammad are very painful for the Muslim community. The inaction of the government against this crime is nothing but rubbing salts on our wounds. But in spite of this, nobody can be allowed to take the law into their hands and declaring someone a criminal and then murdering them is a highly condemnable act."
He further stated, "Neither the law nor the Islamic Sharia allow it. The All India Muslim Personal Law Board strongly condemns the incident of brutal killing in Udaipur."
The board also appealed to the Muslim community to act patiently and to not take law into their own hands and not indulge in any such action that might disturb the communal harmony and social cohesion of the country.
"In this matter, the Board has not only been consistently appealing to the Muslim community to be patient and take recourse to only legal avenues but has also been appealing to the government that this issue is very sentimental for Muslims and therefore the government must enact a law against blasphemy for the religious personalities of all religions," the AIMPLB statement read.
Jamiat Ulama-i-Hind had on Tuesday condemned the Udaipur killing incident and called it against Islam and the law of the land.
"Maulana Halceemuddin Qasmi, General Secretary of the Jamiat Ulama-i-Hind, has condemned the incident of brutal killing in Udaipur apparently on the pretext of the insult to the Prophet (PBUH) and called it against the law of land and against the religion of Islam," reads the Jamiat Ulama-i-Hind statement.
"Has said whoever has perpetrated this incident cannot be justified in any way, it is against the law of the land and our religion. In our country, there is a system of law, no one has the right to take the law into his own hands. Maulana Hakeemuddin Qasmi appealed to all the citizens of the country to restrain their emotions and maintain peace in the country," it added.
After the horrific murder of a tailor in Udaipur sparked outrage in the entire state, the Rajasthan government on Tuesday announced the imposition of section 144 of CrPC in all the districts for the next one month.
The state government constituted a Special Investigation Team (SIT) to probe the matter. The SIT includes the Additional Director General of Police (ADG), Special Operation Group Ashok Kumar Rathore, Inspector General of Police (IG), Anti Terror Squad (ATS), Prafulla Kumar and a Superintendant of Police (SP) rank officer and an Additional SP rank officer.
Internet services were suspended in the entire state on Tuesday.
Udaipur Divisional Commissioner Rajendra Bhatt appealed to the people to maintain peace.
"We appeal to the people of Udaipur to maintain peace. The (victim Kanhaiya Lal's) dependents have been assured of recruitment through placement service in UIT, and the family will be given compensation of Rs 5 lakh," said Bhatt.
Police are on high alert in every district of Rajasthan.
"In view of the prevailing situation, Section 144 has been imposed in the entire district as well as the state. Shanti March has been cancelled by the organizers. We appeal to the people to maintain peace. Leaves of police personnel have been cancelled and they have been asked to report back. They are being deployed in law and order duty. We will ensure peace is maintained and take strict action against those attempting to disrupt it," Ajmer SP Vikas Sharma told ANI.
As per government sources, an NIA team is likely to file a case under provisions of the Unlawful Activities (Prevention) Act after visiting the spot of the crime.
The incident took place in Udaipur's Maldas area. Soon after committing the crime, two accused posted a video on social media boasting about the beheading and threatened Prime Minister Narendra Modi's life as well, police said. The two accused were arrested within hours of the incident.
One of the assailants, who was identified as Riyaz Akhtar, attacked Kanhaiya Lal with a sharp-edged weapon while the other, Ghos Mohammad, recorded the crime on his mobile phone, police said.
The victim, a tailor, reportedly had recently shared a social media post in support of Nupur Sharma-- former BJP spokesperson who had made controversial remarks against Prophet Mohammad.
Following the murder, local markets in the area were shut as the traders demanded justice for the victim.
"Both the accused have been detained and the law and order situation is under control. Some people were attempting to come out of the bylanes but were controlled. Curfew imposed in the nearby areas," Manoj Kumar, SP, Udaipur said.
A statewide alert has also been issued to all Superintendents of Police and Inspector Generals to increase the mobility of forces and to maintain officers on the ground. (Always First)

आईपीएस वीक में छा गये एसएसपी अशोक कुमार, डीजीपी ने किये सम्मानित बदायूं के वरिष्ठ पुलिस अधीक्षक अशोक कुमार की कार्यप्रणाली प्रदेश भर में उदाहरण बन गई है। सराहना करते हुए पुलिस महानिदेशक ओपी सिंह ने लखनऊ में आयोजित किये गये पुलिस वीक में एसएसपी अशोक कुमार को सम्मानित किया। उल्लेखनीय है कि वरिष्ठ पुलिस अधीक्षक अशोक कुमार ने पदभार संभालते ही महसूस कर लिया कि जनपद में अधिकतर अभियोग पेशबंदी के तहत लिखाये जाते है। अभियोगों में गलत नामजद होने पर कई बार व्यक्तियों में बदले की भावना जागृत हो जाती थी और हत्या तक वारदातें घटित हो जाती थीं। अभियोगों में गलत रूप से नामजद बेगुनाह व्���क्तियों को विवेचना के परिणाम की जानकारी ना हो पाने के कारण विभिन्न स्तरों पर उनका आर्थिक तथा मानसिक शोषण हो रहा था। एसएसपी द्वारा अभियोगों में झूठे फंसाये गये व्यक्तियों को न्याय दिलाने व मुकदमों में कमी लाने हेतु एक विस्तृत कार्ययोजना बनायी गयी तथा अपर पुलिस अधीक्षक (नगर एवं ग्रामीण) तथा समस्त क्षेत्राधिकारी व थाना प्रभारियों को स्पष्ट आदेश दिये गये कि किसी भी झूठे अभियोग में किसी भी निर्दोष को जेल न भेजा जाये बल्कि, जो व्यक्ति झूठा अभियोग पंजीकृत कराये, उसके विरूद्ध कार्यवाही की जानी चाहिये। एसएसपी के आदेश के परिपेक्ष्य में जनपद के सभी थानों पर व्यापक रूप से अभियान चलाया गया, जिसके परिणाम स्वरूप जनपद में माह अप्रैल, 2018 से दिसम्बर 2018 तक 1425 व्यक्तियों की नामजदगी झूठी पायी गयी,सभी को जेल जाने से बचाया गया। अभियोगों में नामजदगी झूठी पायी जाने पर अभियोगों से निकाले गये नामों को संबंधित थानों व पुलिस कार्यालय के नोटिस बोर्ड पर चस्पा किया गया, जिससे निर्दोष व्यक्ति अपना नाम थाने, क्षेत्राधिकारी कार्यालय व पुलिस कार्यालय के नोटिस बोर्ड पर देख सके और आर्थिक व मानसिक शोषण से बच सके। उपरोक्त कार्ययोजना प्रारम्भ करने के उपरान्त जनपद में झूठे अभियोग लिखवाने की प्रवृत्ति में काफी कमी आयी है, अप्रैल 2018 में 431, मई 2018 में 209, जून में 208, जुलाई में 188, अगस्त में 139, सितम्बर में 114, अक्टूबर में 53, नवम्बर में 47 तथा दिसम्बर में 47 व्यक्तियों की नामजदगी झूठी पायी गयी, अप्रैल से दिसम्बर तक झूठी नामजदगी लिखवाने वाले अभियोगों में भारी कमी आयी। एसएसपी द्वारा विवेचक को 7 दिवस में नामजदगी की सत्यता का निर्धारण कर झूठे फंसाये गये व्यक्तियों का नाम विवेचना से हटाने का निर्देश दिया गया था तथा यह सूची प्रत्येक सोमवार को अध्यावधिक की जाती थी, जिन व्यक्तियों द्वारा जान-बूझकर किसी को झूठे अभियोग में फंसाने के उद्देश्य से अभियोग पंजीकृत कराया जाता है। धारा 194, 195 आईपीसी में झूठा अभियोग पंजीकृत करा के दण्डित कराने का प्रयास करने वाले व्यक्ति को वही सजा देने का प्रावधान है, जिन धाराओं के अंतर्गत मूल अभियोग पंजीकृत कराया गया था। एसएसपी की कार्ययोजना से जनता में पुलिस की निष्पक्ष कार्य प्रणाली के प्रति विश्वास बढ़ा है तथा फर्जी अभियोग पंजीकरण पर अंकुश लगा है, जिससे विगत वर्ष की तुलना में 2018 में हत्या के अभियोगों में 31.76 प्रतिशत, बलात्कार के अभियोगों में 15 प्रतिशत तथा शीलभंग के अभियोगों में 23.14 प्रतिशत, डकैती में 25 प्रतिशत, लूट में 27 प्रतिशत, चोरी में 28.66 प्रतिशत, वाहन चोरी में 37.98 प्रतिशत तथा गृहभेदन में 30.68 प्रतिशत की कमी आयी है। एसएसपी की सक्रियता से यूपी- 100 के रिस्पांस टाईम सबसे कम होने के कारण बरेली जोन में जनपद प्रथम पायदान पर बना हुआ है, इन सभी कार्ययोजनाओं व सक्रियता से संपूर्ण उत्तर प्रदेश में जनपद का कुल लम्बित विवेचनाओं में प्रथम स्थान, कुल लम्बित विवेचना जघन्य अपराध में दूसरे स्थान, कुल गिरफ्तारी गैंगस्टर में तीसरा स्थान, कुल गिरफ्तारी/आत्म समर्पण में 11वां स्थान व जघन्य अपराध की गिरफ्तारी में 19वां स्थान है। एसएसपी द्वारा जारी की गयी कार्ययोजना का पुलिस महानिदेशक ओपी सिंह व मुख्यमंत्री कार्यालय द्वारा संज्ञान लिया गया तथा इस कार्ययोजना की प्रस्तुतिकरण हेतु आईपीएस वीक लखनऊ में आमंत्रित किया गया था। लखनऊ में इस कार्ययोजना को देखने के उपरान्त डीजीपी व अन्य उच्चाधिकारीगणों द्वारा इसकी बहुत सराहना की गयी। पुलिस महानिदेशक ओपी सिंह द्वारा एसएसपी अशोक कुमार को आईपीएस वीक में स्मृति चिन्ह देकर सम्मानित किया गया, इस योजना को प्रदेश के सभी जनपदों में लागू करने हेतु विचार किया जा रहा है। (गौतम संदेश की खबरों से अपडेट रहने के लिए एंड्राइड एप अपने मोबाईल में इन्स्टॉल कर सकते हैं एवं गौतम संदेश को फेसबुक और ट्वीटर पर भी फ़ॉलो कर सकते हैं, साथ ही वीडियो देखने के लिए गौतम संदेश चैनल को सबस्क्राइब कर सकते हैं)

Six days after an 18-year-old girl was set ablaze allegedly by a stalker in Pauri district, the victim who suffered 80% burn injuries breathed her last at Safdarjung Hospital in New Delhi on Sunday morning.
Confirming her death, additional director general of police (law and order), Ashok Kumar, said, “The girl was in an extremely critical condition. She passed away during treatment on Sunday morning.”
Kumar added that section 320 (murder) would be added against the accused who was earlier booked under 307 (attempt to murder) of the Indian Penal Code (IPC).
The man, who is already married, had been stalking her and pursuing her for a relationship. Frustrated with her rejection, he doused her with petrol and set her on fire. He was arrested on December 16, the day he allegedly committed the crime.
The girl was taken to Pauri district hospital from where she was referred to Srinagar medical college on the same day.
She was then shifted to AIIMS Rishikesh. The girl was later airlifted to Delhi for treatment on the directions of chief minister Trivendra Singh Rawat who had visited her at AIIMS Rishikesh on December 18.
The incident had led to outburst in Pauri district where people had taken to streets demanding capital punishment for the culprit.

Haridwar hate speech
A day after Uttarakhand police recorded an FIR in connection with a religious event in Haridwar where calls for violence against Muslims were made, Director General of State Police (DGP) Ashok Kumar said the videos of hate were removed from Facebook.
He said that Waseem Rizvi, alias Jitendra Narayan Tyagi, has been named defendant, as it was based on a complaint filed by a local resident, which only mentioned "Wasim Rizvi and others". The program ran from December 17 to 19.
The police registered a case under section 153A of the IPC (which promotes enmity between different groups on the grounds of religion), which carries a maximum sentence of five years.
Kumar denied that the case was registered in minor sections. He told The Hindu that sections of the Unlawful Activity (Prevention) Act of 1967 (UAPA) were not invoked as there was no murder on the spot.

Dehradun : Uttarakhand director general of police ( DGP ) Ashok Kumar on Sunday gave a three-day ultimatum to the police units of US Nagar, Dehradun, and Haridwar districts to solve three recent cases which have ” put a question mark on the state’s law and order “. The DGP issued the directions on chief minister Pushkar Singh Dhami’s orders to improve law and order, citing the three cases.
