Prime Minister Narendra Modi on Wednesday inaugurated projects and laid the foundation stones for new initiatives, totally worth over Rs 17,000 crore and castigated the UPA regime for not 'bothering' about Tamil Nadu's progress.
Laying the foundation stones and inaugurating projects, Modi said the state is writing a 'new chapter of progress,' and due to the Centre's efforts, modern connectivity in Tamil Nadu is 'on a new high.'
In a veiled reference to the ruling DMK, he alleged that though newspapers and TV channels wanted to highlight Centre's such efforts "the regime here won't allow them to do so,"
"But we won't desist from development work," Modi asserted.
Flagging off India's first indigenous green hydrogen waterway vessel in Tamil Nadu's Thoothukudi, he said increasing connectivity due to the consistent efforts of the Central Government has enhanced 'ease of living' in Tamil Nadu. |The new projects are an important part of the roadmap for a developed India.
"Whatever I am saying belongs neither to any political ideology nor to my own ideology, it only belongs to development."
Apparently targeting the DMK-Congress and pointing to a slew of development projects launched, he said: "I need to tell a truth to people of Tamil Nadu and the rest of the nation. Truth is bitter but it needs to be told...All these projects I have brought, they were demands of locals for decades."
In an indirect reference to the DMK, he said the Tamil Nadu's ruling party shared power at the Centre during the UPA regime.
However, they were not 'bothered about your progress.'
All the development initiatives have been delivered by the 'sevak,' he said in a reference to himself.
The Prime Minister laid the foundation stone for a new launch complex of ISRO at Kulasekarapattinam near here, which is worth about Rs 986 crore and the facility is set to accomodate 24 launches per year.
The new complex includes 35 facilities, and features mobile launch structure (MLS) with checkout computers marking a significant stride in enhancing space exploration capabilities.

Small rocket maker Agnikul Cosmos Private Ltd is looking at overseas rocket ports to launch its rocket with small satellites apart from the Indian rocket launch centers, said a top company official.
“Our first preference is to use Indian rocket ports at Sriharikota or the upcoming one at Kulasekarapattinam in Tamil Nadu (both belonging to the Indian Space Research Organisation). If the customer prefers the launch to happen from some other country, we will ship the rocket and launch from there,” Srinath Ravichandran, co-founder and CEO Agnikul Cosmos Pvt Ltd, told IANS.
In July 2020, Agnikul signed a Memorandum of Understanding (MoU) with Italian company Leaf Space for ground station services.
Ravichandran said the company has signed up with a launch port in South Australia and is exploring four to five launch ports across the world.
The company is hopeful of signing a satellite launch contract in 2021 and the debut launch of its rocket ‘Agnibaan’ is planned for 2022.
Towards roping in customers Agnikul has recently signed up with Germany based HOSTmi – a matchmaking platform between satellite owners and satellite launch companies.
“HOSTmi is supported by the European Space Agency to make it easy for European customers to have on-demand access to space,” Ravichandran said.
According to Ravichandran, Agnikul has already signed MoUs with several European customers – Deployables Cube, Alen Space, Innovative Solutions in Space, Nanoavionics A-A to launch their small satellite systems.
Speaking about the status of the Agnibaan rocket, he said the upper stage engine has been realized and work is on for realizing the first stage engine, which is bigger in size to give the necessary thrust during the initial stages of the rocket’s flight.
All the engines will be fired by semi-cryogenic fuel or simply put pure kerosene.
The rocket height will be 18 meters and it would weigh about 14 tons at liftoff and has a carrying capacity of 100 kg to low earth orbit (LEO).
“We will be integrating the rocket stages in a horizontal manner. Horizontal integration is not new for the industry. Our workshop is in IIT Madras Research Park. We will be needing additional space,” Ravichandran said.
While there is no certifying agency for satellite launchers, Ravichandran said the company has asked ISRO to review its engine.
“Having now completed multiple engine firings and igniter hot-fire tests, we are now gearing up to a full-blown semi-cryogenic engine hot-fire test in the coming months,” he remarked.
Agnikul will buy commercially available navigation systems and modify them to its needs.
According to Ravichandran, the global micro, nano and small satellite (satellites weighing 1kg to 150kg) launch market is estimated to be about $2-$3 billion per year.
About 500 satellites are being launched across the world and the carrying rate is about $40,000 per kg for low earth orbit.
Presently, small satellites are carried as piggyback luggage by bigger rockets. Thus, the waiting time for small satellite makers to put their satellites into orbit is very long.
While small rocket players may face competition from agencies having bigger rockets in terms of pricing, Ravichandran said the satellite players will have to look at the opportunity cost of waiting for space in a bigger rocket whereas it may not be so with players like Agnikul.
He said Agnikul has raised $4 million in two rounds of funding to date.

Indian Space Research Organisation (Isro) said that In-SPACe (Indian National Space Promotion and Authorisation Centre), the new national nodal agency, which was approved by the Cabinet in the middle of the week, would take 6 months to start functioning and had seen interest from startups, while larger players were yet to come out with their proposals.
"Isro's projects including Chandrayaan 3 are in progress, but have been delayed due to the coronavirus (Covid-19) pandemic," said K Sivan, chairman of Isro.
Speaking to reporters, Sivan said, "We have not received proposals from big players, but have seen interest from the start ups for projects ranging from satellite making to service providing. We hope that the big players will also come forward so that we can expand our presence in the global space market."
Private firms are allowed activities in launch vehicles, satellites, space faring services and in ground operations for system readiness. The startups have shown interest in all the four areas. The private players may have to develop launch pads if they are going for satellite launches, though Isro will support them in their activities. They can also join in developing specific technologies for human spaceflight programmes and other missions.

IN-SPACe will be headed by a technology expert as the body may have to deal with various technology related aspects in the space sector. Earlier, the Department of Space said that IN-SPACe would act as a national nodal agency to hand-hold and promote private endeavours in the space sector and for this, ISRO would share its technical expertise as well as facilities. IN-SPACe will have its own independent directorates for technical, legal, safety & security, monitoring as well as activities promotion for assessing the private industry requirements and further coordinating the activities. When asked about its structure, Sivan said IN-SPACe would have a board and representatives from industry, academia and the government.
Commenting on the delay in projects due to Covid-19, he said that while work was in progress for future projects, including Chandrayaan 3, it was not clear how much it would be delayed due to the pandemic situation.
He said that work for second spaceport in Kulasekarapattinam, in Thoothukudi, in the southern Tamil Nadu, was in progress and would help in polar launches towards the south. The existing launchpad in Sriharikota, Andhra Pradesh is favourable for launches towards the north. In the current scenario, more fuel is needed to launch vehicles in the southern direction, which cuold be addressed with the new launchpad.
The land acquisition process for the second launchpad is in progress.
