«Πεταμένα λεφτά» θεωρούν πολλές κυβερνήσεις την επένδυση στη μείωση του κινδύνου των καταστροφών με το σκεπτικό ότι μπορεί και να μην συμβούν, την ώρα που μόνο για το 2022 κάηκαν από πυρκαγιές τέσσερις φορές περισσότερες εκτάσεις στην περιοχή της Μεσογείου από το μέσο όρο των τελευταίων 15 ετών.

Αυτό προκύπτει από τη συνέντευξη που παραχώρησε στο Αθηναϊκό-Μακεδονικό Πρακτορείο Ειδήσεων η Ειδική Εκπρόσωπος του γενικού γραμματέα των Ηνωμένων Εθνών για τη Μείωση του Κινδύνου των Καταστροφών, Μάμι Μουζιτόρι, στο πλαίσιο επίσκεψής της στην Ελλάδα για τις εργασίες του Διαλόγου για τον Οδικό Χάρτη Μείωσης Κινδύνου Καταστροφών που πραγματοποιήθηκε πριν λίγες μέρες.

«Πολλές κυβερνήσεις δεν θέτουν αρκετά σε προτεραιότητα την μείωση του κινδύνου των καταστροφών επειδή τις βλέπουν σαν ένα κόστος για κάτι που ίσως πο��έ δεν συμβεί. Μέχρι σήμερα η πλειοψηφία των χρηματοδοτήσεων των κυβερνήσεων πηγαίνει στην απόκριση των καταστροφών παρά στην πρόληψη», επισήμανε στο ΑΠΕ-ΜΠΕ η κ. Μιζουτόρι.

Στον αντίποδα, όπως δήλωσε η κ. Μιζουτόρι, η Ελλάδα παίζει ηγετικό ρόλο στην αντιμετώπιση των προκλήσεων που θέτει η κλιματική αλλαγή μέσω της σύστασης του ειδικού υπουργείου Κλιματικής Κρίσης και Πολιτικής Προστασίας, του πιλοτικού προγράμματος προεγκατάστασης ευρωπαίων πυροσβεστών στη χώρα το καλοκαίρι, του προγράμματος ANTINERO καθώς και με τη διεξαγωγή του Διαλόγου για τον Οδικό Χάρτη Μείωσης Κινδύνου Καταστροφών.

Ακόμη, η κ. Μιζουτόρι στην συνέντευξή της υπογραμμίζει τη σημασία της ανάπτυξης έγκαιρων συστημάτων προειδοποίησης καθώς όπως τονίζει, «οι χώρες με ισχυρά συστήματα έγκαιρης προειδοποίησης έχουν κατά μέσο όρο 8 φορές χαμηλότερο ποσοστό θνησιμότητας από καταστροφές από τις χώρες που δεν διαθέτουν συστήματα» και προσθέτει ότι η έγκαιρη προειδοποίηση μπορεί να λιγοστεύει και τις οικονομικές απώλειες από τους κινδύνους που προκαλούν καταστροφές κατά 30%. Τέλος, σχετικά με την επικείμενη Διάσκεψη για την Κλιματική Αλλαγή που θα διεξαχθεί στην Αίγυπτο στις 6 Νοεμβρίου (COP27), δηλώνει ότι οι τρέχουσες δεσμεύσεις και πολιτικές δεν φτάνουν τον στόχο της αύξησης της θερμοκρασίας της Γης έως 1,5°C και επισημαίνει ότι η ανάγκη για επείγουσα δράση για το κλίμα δεν μπορεί να υποτιμηθεί.

ΕΡ. Κυρία Μιζουτόρι, οι φυσικές καταστροφές έχουν άμεσες επιπτώσεις στις ζωές μας τα τελευταία χρόνια, προκαλώντας κάποιες φορές και την απώλεια ανθρώπινων ζωών. Τι μέτρα πρέπει να λάβουν οι χώρες για την μείωση των κινδύνων των καταστροφών; Τι στρατηγικές θα έπρεπε να ακολουθήσουν;

ΑΠ. Πρώτα απ' όλα είναι σημαντικό να σημειώσουμε ότι δεν υπάρχουν φυσικές καταστροφές αλλά μόνο φυσικοί κίνδυνοι. Οι καταστροφές είναι κακά διαχειρίσιμοι κίνδυνοι και αυτό μπορεί να αποφευχθεί ή να μειωθεί μέσω της προληπτικής διαχείρισης των κινδύνων.

Η ανθρώπινη δραστηριότητα έχει αυξήσει τον αριθμό και την ένταση των καταστροφών. Μέσα στα τελευταία 20 χρόνια ο αριθμός των καταστροφών έχει σχεδόν διπλασιαστεί κάτι που οφείλεται στην κλιματική αλλαγή. Αν αυτές οι τάσεις συνεχιστούν μέχρι το 2030 ο κόσμος προβλέπεται να αντιμετωπίσει 560 μεσαίας με μεγάλης κλίμακας καταστροφές το χρόνο ή 1,5 την ημέρα.

Προς το παρόν, πολλές κυβερνήσεις δεν θέτουν αρκετά σε προτεραιότητα την μείωση του κινδύνου των καταστροφών επειδή τις βλέπουν σαν ένα κόστος για κάτι που ίσως ποτέ δεν συμβεί. Μέχρι σήμερα η πλειοψηφία των χρηματοδοτήσεων των κυβερνήσεων πηγαίνει στην απόκριση των καταστροφών παρά στην πρόληψη, παρά το γεγονός ότι τα στοιχεία δείχνουν ότι οι μεγαλύτερες επενδύσεις στην μείωση του κινδύνου των καταστροφών όχι μόνο σώζουν ζωές και περιουσίες αλλά μπορούν να εξοικονομήσουν τεράστια ποσά όσον αφορά τις αποφευχθείσες απώλειες και το κόστος ανακατασκευής.

Στόχος του πλαισίου δράσης Σεντάι 2015-2030 για την μείωση του κινδύνου των καταστροφών είναι να οδηγήσει τις χώρες σε καλύτερους τρόπους μείωσης των κινδύνων, να προλάβει μελλοντικούς και συνεπώς να μειώσει τις απώλειες των καταστροφών. Η πλήρης εφαρμογή του πλαισίου, συμπεριλαμβανομένων των επτά στόχων του, είναι το καλύτερο μέτρο που μπορούν να πάρουν οι χώρες ώστε να μειώσουν την επιβάρυνση των καταστροφών στους ανθρώπους και στις οικονομίες. Το Γραφείο των Ηνωμένων Εθνών για τη μείωση των κινδύνων καταστροφών μαζί με άλλες επιτροπές των Ηνωμένων Εθνών προσφέρουν τεχνική υποστήριξη σε ορισμένες χώρες ώστε να τις βοηθήσουν να το εφαρμόσουν και να παρακολουθήσουν την πρόοδο τους στο πλαίσιο δράσης Σεντάι. Αυτό περιλαμβάνει την υποστήριξη των κρατών- μελών στην υιοθέτηση και την εφαρμογή εθνικών και τοπικών στρατηγικών για την μείωση του κινδύνου των καταστροφών ακολουθώντας μια ολοκληρωμένη προσέγγιση στη διαχείριση κινδύνων.

Χρειάζεται μία συνολική και συλλογική προσπάθεια από την κοινωνία με την συμπερίληψη πολλών φορέων και ομάδων.

Η βάση για ένα επιτυχημένο σχέδιο μείωσης κινδύνων καταστροφών είναι η κατανόηση του κινδύνου. Αυτή η γνώση πρέπει στη συνέχεια να ενσωματωθεί σε όλα τα αναπτυξιακά και ανθρωπιστικά σχέδια για να διασφαλιστεί ότι οι αποφάσεις και οι επενδύσεις είναι ενημερωμένες σχετικά με τον κίνδυνο και θα συμβάλλουν στο χτίσιμο της ανθεκτικότητας. Χρειάζεται μία προσέγγιση στραμμένη στην ανθεκτικότητα.

Let me share with you my experience last February 12, 2019 we visited Shelter of Hope at Paco Manila. This is a temporary shelter for young children with cancer. I am thankful to be part of this CSR project.

I am amazed to see these young warriors, despite of the hardship they been through, I can see hope in their eyes and in their smiles. They are truly the soldiers of God who fought the toughest battle in life (Cancer). “God gives his toughest battles to his strongest warriors." I can’t really explain how I feel, mixed emotions, happy at the same time emotional. I am happy to see smile on their faces. The smile that brings hope for everyone that every day is a new beginning, that tomorrow will bring better future for them. I just wish I could give each of them a hug. 😭😭😭

Imagine the life they had in sickness but God loves them so much. 2 Corinthians 9:12 “My grace is sufficient for you, for my power is made perfect in weakness.” God loves them so much that he sent people like Pastor Junie Antinero, a selfless man behind “Shelter of Hope” who extends help for this young children and continuously sending people to help.

The moment I was in the shelter, I realize, my problem aren’t so big at all. I realize how blessed I am having no illness. Who am I to complaint? Who would have thought that these children who at the very young age fought life really hard. Behind those smile are hundreds of pain stories but they still manage to show people how grateful they are despite of all. God’s love really works in mysterious ways. As time goes by, they remain faithful because God is also faithful to what he promised. They remain still knowing God is with them. God loves them so much. ❤️

I want to thank these young brave warriors for teaching me to see the beauty in life no matter what circumstances you may have. I hope and pray that one day, no more pain for them, no more sickness just happiness and love they all deserves.

“LOVE ABOVE ALL ELSE”

Family is where life begins and love never ends. It is the source of strength, as depicted in the story of Dante Antinero, 43.

Dante grew up in a farming family in Bago City. Now a father of three, he works extra as a rice sack hauler, janitor, driver and at times, a security personnel of the N&A Rice Company located at Tindalo Avenue Capitol Shopping Barangay Villamonte Bacolod City.

He finished sixth grade but had to stop schooling. They are six in the family, which meant more hands are needed in the field for there were just as many mouths to feed. While he understands why he had to quit school, he does not wish the same for his children.

Poverty has been the root of it all. He mentioned that his wife left him after failing to provide sufficient support but soon regretted the decision and came back. He reluctantly accepted her back for the sake of their children.

Despite his efforts, his eldest child failed to finish college and is currently in search for a new job. His two other children are still in school.

Dante doesn’t ask much. Perhaps, one more shot in life. He wishes to lift his family out of poverty. But when asked of his options, he became still. “Waay ko katapus eskwela, waay ko may na bal-an kag ga tigulang na ako (I haven’t finished studying, I’m uneducated and getting old),” he said.
