However, the fall of the Soviet Union left the second vessel in its class, the Varyag, only two-thirds complete in Ukraine, lacking its armament and electrical systems. Construction ceased in 1992, and the cash-strapped Ukrainian government did its best to pawn off the fifty-five thousand tons of inoperable metal rusting in its Mykolaiv shipyard. Russia, India and China all passed.
A two-part series in the South China Morning Post in 2015 revealed the machinations behind how the carrier ended up in Chinese service anyway, two decades later. It turns out the PLA Navy did want the Varyag—the team sent to inspect it recommended purchasing it! But the government in Beijing was worried that acquiring a carrier might increase tensions at a time when it was seeking to further open itself to Western investors.
Instead, in 1996 a group of PLA officers including intelligence chief Gen. Ji Shengde approached Xu Zengping, a former PLA basketball star who had become a successful businessman arranging international events. The cabal’s proposal: to have Xu purchase the carrier as a private citizen, ostensibly to serve as a casino so as to avoid undesirable scrutiny. Then the PLAN could collect it for its own use once the political winds were more favorable.
This cover story is not as ridiculous as it sounds. Remember those Kiev-class carriers mentioned earlier? Two of them are now moored in China, serving as amusement parks. The Minsk was actually purchased by a consortium of video-game arcade owners in Shenzhen for $4.4 million, and has since been moved to Nantong, north of Shanghai. And the original Kiev? Now a floating hotel in Tianjin. However, the more modern Kuznetsov-class Varyag was undoubtedly of much greater practical interest for the PLAN than either of those ships.
Xu was down with the scheme and borrowed the equivalent of $30 million in Hong Kong dollars from a friend to help fund the venture—the first expense of which was to create a $6 million shell company in Macau called Agência Turística e Diversões Chong Lot Limitada, in order to maintain the fiction. (Macau was still in its last years as a Portuguese colony at the time.)
In January 1998, Xu arrived in Ukraine and met with the shipyard owners. After four days of negotiations, in which enormous bribes were offered and fifty bottles of 124-proof baijiu liquor were consumed, he reached an agreement to purchase the carrier for $20 million—well below the cost of a single jet fighter today. He wasn’t able to make the payment until a year later, with a $10 million extra late fee tacked on.
Some international observers smelled something fishy in the arrangement—Xu’s company did not actually have a gambling permit in Macau, nor a listed phone number or address. Ironically, however, a Jane’s analyst interviewed by the Washington Post at the time stated it was “farfetched” that the PLA Navy would try to operate the Varyag due to its decrepit and incomplete condition.
By June 2000, everything was ready to go. The carrier’s four engines were packed in grease seals (they had yet to be installed), several tons of blueprints were sent overland to China by truck, and a Dutch towing company was ready to tug the 306-meter-long vessel all the way back to China. What could go wrong?
Ever been stunned by the towing fee after your car breaks down far from home? Imagine that, but around five hundred times worse. Why five hundred? Because that equals the roughly five hundred days the Liaoning was stuck being towed in circles off Istanbul, after the Turkish government denied it passage to the Mediterranean via the Bosporus Straits.
The Turkish maritime minister argued that should there be a mishap towing the 306-meter-long carrier—which could not maneuver or move on its own power—it might spin around and block the Bosporus straits to all shipping, or run into one of the bridges connecting the two halves of Istanbul. The straits are only seven hundred meters wide at their narrowest point and require at least six major course corrections to navigate. Hundreds of ships had suffered accidents there in the past. Curiously, the Chinese appear to have perceived the Turkish refusal to be in retaliation for China’s opposition to the NATO air campaign in Yugoslavia the previous year.
The Liaoning spent sixteen months racking up $8,500 a day in towing fees. Finally, Beijing had a change of heart on the matter, and stepped in on August 2001, promising major concessions on tourism to persuade the Turks to let the Varyag pass.
Finally on November 1, in an operation involving more than two dozens tug and emergency vessels, the Varyag was towed through the Bosporus without incident, and traversed the Dardanelles the next day. The hard part was over.
Except for the sea storm with sixty-mile-per-hour winds that struck the rudderless vessel off the island of Skyros two days later, causing it to snap its tow lines. It took two more days to recover the runaway carrier. Tragically, a Portuguese sailor fell to his death while helping reconnect it to its tugs.
Once under power, a normal vessel could have taken the shortcut through the Suez Canal and straight on back to China via the Indian Ocean. But the canal would not accept powerless vessels such as the Varyag, so it had to cruise all the way around Africa, Vasco de Gama–style, chugging along at a brisk jog of seven miles per hour.
In March 2002, the carrier finally arrived at the port of Dalian in Liaoning province, which would lend the carrier its name in Chinese service. Three years later, it was put into a dry dock to allow for an extensive refit process, including sandblasting away all the rust and restoring and installing the engines in 2011.
The PLAN intended to operate the vessel as a pure carrier, rather than as a cruiser-carrier hybrid, so the shipbuilders didn’t bother with the enormous antiship missile systems. They instead confined its armament to a trio of short-range HQ-10 air-defense missile launchers and a few close-defense guns. The vessel’s primary weapon, of course, would be its complement of twenty-four J-15 Flying Shark fighters. The Flying Sharks are domestic copies of the Russian Su-33 fighter, a prototype of which was also acquired from Ukraine in 2001. The Liaoning also flies six Z-12F antisubmarine helicopters, four airborne early-warning variants and two Z-9 rescue choppers.
The Liaoning was commissioned on September 25, 2012, and the first J-15 landed on it a month later. A home-built carrier based upon the Liaoning will soon put to sea this year; those blueprints must have proved useful.
The Liaoning is hardly equal to a U.S. supercarrier—in addition to its smaller air wing and lack of a nuclear power plant, its steam turbines are prone to breaking down and the ski-jump deck limits the fuel and weapons load its fighters can carry. However, it afforded China a leap forward in its naval construction program—which now includes five more carriers in the coming decade of increasing planned capability. According to Xu Zengping, a naval officer told him that the Varyag saved China fifteen years of research and development.
So was Xu richly rewarded for his initiative? He was rewarded with bills: $120 million in all in Xu’s estimation, forcing him to sell his decadent home in Hong Kong and spend all of the intervening years paying his lenders back. You see, General Ji was jailed in 2001 for his involvement in a massive smuggling ring in the city of Xiamen—so the cabal of officers that set Xu up for the task was no longer around to see that he was compensated.
Beijing did pay for the $20 million value of the carrier—but argued that it couldn’t cover other costs because he lacked receipts. Apparently, invoices—or fapiao in Mandarin—don’t come standard with bribes paid to Ukrainian businessmen. And, as one quickly learns in China, you always need the official fapiao.
So if there’s a moral to the story of the Varyag, it’s not to expect too much gratitude for your good deeds . . . and always keep the receipt.

Plot: Payton Hobart, a student from Santa Barbara, has known since age seven that he's going to be President of the United States. But first he'll have to navigate the most treacherous political landscape of all: Saint Sebastian High School.
What we have ourselves here is a black campy comedy with some heavy psychological scenes that bring us to the political reality of the United States through an insight into teens. With Pitch Perfect’s Ben Platt bringing us a political figure that we are used to seeing infront of the audience, but not what’s behind the smile so to speak, showrunner Ryan Murphy wants to show us how the phrase ‘don’t judge a book by its cover’ is key in our modern political reality. Again, this is not new news, we all know that political campaigns are full of lies and fake promises, however this show’s cheesy comedic nature, a Wes Anderson-esque vibe and over-the-top somewhat caricature characters elevate this series to be quite the enjoyable, if uneven, watch. 
The thing is this show is fun to watch with its quirky nature, however the series as a whole is a mess. It feels like the writers tried to cram around 4 seasons worth of TV into one season that by the end the whole thing comes off way too farfetched and ridiculous. The point of Payton's story comes to the idea that he’s drowned by his own ambition. Feels like the writers should have taken note. That being said, as a whole this thing is enjoyable to watch, and though the plot is a bit all over the place, the dialogue is fairly well written with the cast all being very game with Platt’s energetic fast-paced turn especially a stand-out and even Gwyneth Paltrow who is not always a guaranteed win has a very interesting role to play. And the Wes Anderson colourful aesthetic comes as an interesting accompaniment. Also, any piece of media that uses music from the likes of Sufjan Stevens and Tame Impala automatically gains additional points from me. So though no masterpiece, I’d recommend this new Netflix series nonetheless. In all fairness, I did binge this season in basically one or two sittings which proves it to be engaging enough.

Many U.S. and foreign scientists criticized WHO’s report saying more search was needed to rule out a laboratory leak.  Since the labs at the Wuhan Institute of Virology were studying coronaviruses, it’s reasonable to assume that the leak could have occurred at one of the many labs.  Shortly after the coronavirus outbreak, Chinese President Xi Jinping addressed the nation Feb. 14, 2020, telling the Chinese people that he ordered the Ministry of Science and technology to tighten up biosecurity at China’s microbiology labs.  Xi obviously thought that a leak happened in Wuhan.   
          China’s Foreign Ministry Spokesman Zhao Lijian said March 13, only two days after WHO declared a global pandemic, that the U.S. military planted the virus in Wuhan.  Now Zhao’s back at it again spreading more disinformation about the origin of the virus.  “The U.S. bio-military activities are not transparent, safe or justified.  In Ukraine, alone, the U.S. has set up 16 bio-labs.  Why does the U.S. need so many labs all over the world?  What activities are carried out in those labs, including the one in Fort Dietrick,” said Lijian.  Raising U.S. bioweapons labs gives China the perfect smokescreen to deny that the leak happened in Wuhan.  Wuhan’s Institute of Virology was studying coronaviruses before the outbreak.  If China were so open about its coronavirus research, why did Wuhan officials seal off the lab from foreign scientists, only recently hosting inspectors after the labs were thoroughly scrubbed.    
         All the efforts by China and now Russia to obscure the origin of the deadly novel coronavirus exposes for all to see that extreme forms of disinformation practiced by totalitarian states.  While disinformation happens in all governments, when it comes to the origin of the coronavirus, it blows like an Arabian sandstorm.  Xi doesn’t want the world to see that China’s experiments on coronaviruses blew up in his face, spreading to the Wuhan population, then the world.  Unlike China that locked down the entire country until they had control over the outbreak, the U.S. kept business-as-usual, inadvertently spreading the virus, in the worst outbreak of any country on the planet. Fortunately for the U.S., a robust biotech industry produced vaccines in record time, now getting a handle on the epidemic.  China and Russia are spewing disinformation and propaganda about the coronavirus at a record pace.

During a period of heightened awareness for equality and inclusiveness, Christian Louboutin will this week be expanding its flesh-colored Nudes collection into new digital corners, namely the Drest fashion game app.

“When Lucy came to me about Drest, they were about to launch a range of new avatars from all skin colors and all body types,” Louboutin told WWD. “It completely resonated with the way I see the world, the DNA of my company and the Nudes collection I had launched back in 2013. At that time there wasn’t really any kind of ‘mediatized’ discussions on this topic, which completely changed since then, and it’s for the best.”
In February, Drest rolled out avatars to address representation for women of color, as well as of different sizes, going from the initial eight characters in October 2019 to 12. The company hopes to cover more age ranges in the future as well, in addition to someday developing a “selfie” avatar, something Yeomans believes would be “a game changer.”

In addition to having Christian Louboutin product to play with, complete with those iconic red soles, Drest players will also be able to indulge in related brand challenges and multiple opportunities to acquire in-game credits.

“Our users will be presented in-game with two dedicated Christian Louboutin styling challenges — one photo shoot and one mood board,” Yeomans explained. “They will be encouraged to interact with the brand virtually across eight touch points within the Drest platform, including being shown the Nudes campaign video in our home feed. Users who watch it in full are rewarded with 5,000 Drest Dollars.”
Another challenge has Louboutin himself judging user creations and selecting 10 of his favorites to receive 2,500 Drest Dollars. The credits will be applicable to unlocking in-app features, though not actual product purchases. Shopping transactions are handled either directly by the brands or the Farfetch marketplace.
Drest features several designer brands, most of which come through its partnership with Farfetch, though it has also managed to strike direct partnerships with the likes of Puma, Gucci and most recently Oscar de la Renta.
So it may surprise some that the game is technically still in a soft rollout or “early access” phase, thanks to the coronavirus pandemic scuttling plans for an official rollout in March. Software in this stage is usually considered in development, so more testing, refinements and other changes could come to the app before it fully launches.
One of the more intriguing changes on the way are plans to bring top models into Drest, along with other figures from the entertainment world, this fall.
“They are key figureheads and advocates for philanthropic causes and important movements,” said Yeomans. “There is a fundamental shift happening and a clear need for change to create a better world. We have pledged to match 50 percent of revenue earned by the ‘Supers’ in-game and donate this to their respective causes.”
The company also pledges to donate 5 percent of in-app revenues beyond break-even to charities supporting diversity and inclusion, female empowerment, mental health, positive body image, sustainability and digital responsibility.
As for Louboutin, he’s well aware of how COVID-19 has changed the landscape and accelerated fashion’s digital adoption.
“I really have the feeling with the confinement that we started the year 2020 to wake up into 2025,” he said. “There is definitely an acceleration toward technology due to the fact that it was almost the only way not only to consume but also to communicate.”
This feeling could translate to the brand moving more into gaming. When asked if the world could expect more initiatives like this from the company, Louboutin remarked, “I hope so. I’m very curious how gaming can democratize the access to fashion to a wider range of people, in a very different way.
“It sounds like it’s an infinite field of possibilities,” he continued, “with many different levels to involve a target of consumers we don’t reach through classical channels, that’s endless.”

The Nigerian Police have long been perceived as one of the most corrupt public institutions in Nigeria if not the most corrupt.
Battling poor funding, indiscipline, and over-stretched workforce, it has grossly under-performed in its statutory responsibility for decades now.
Currently, Nigeria is under-policed as a result of inadequate and inefficient manpower in the force. And many of its citizens have become perennial victims of the unprofessional attitudes of police rank and file.
As we speak, a lot of allegations have been leveled against many of its officers and men. They include extra-judicial killings, slow response to distress calls, bribery, unlawful detention of innocents, and criminals alike beyond the stipulated timeline, blowing the lead on their informants, illegal roadblock, and outright extortion of law-abiding members of the public.
In fact, police stations across the length and breadth of the country, just as the late Afro-beat musician Fela Anikulapo rightly predicted have become something akin to banking halls because a lot of their routine professional activities have been transactionalized and commercialized.
Bail you are told is free, even with a sticker to that effect on the walls of the police post, but the contrary is what obtained at every visit by family and friends of the detained who are forced to part with tens of thousands of naira to secure the release of their loved ones.
It is commonplace that the police sometimes demand mobilization fees from the complainants to activate their responsibility of carrying out the arrest of persons alleged to have acted in breach of relevant laws of the land.
And because of these monies are not receipted, they can only end up in the bank accounts of officers and men connected with the case for which money has been paid.
The police authority, on the other hand, has often not helped matters. It has been criticized for its lack of willpower to draw up a roadmap to put an end to these sharp practices that have completely eroded the trust people have in the police.
With this attitude, it becomes so convenient to conclude that the top echelons of the police are a direct beneficiary of these illicit funds. And that cannot be far from the truth.
It then came as no surprise to both security experts, and members of the public, who especially have long been at the receiving end of their unethical practices when Socio-Economic Rights and Accountability Project (SERAP) listed it as number one in its latest ranking of the corrupt public institutions in Nigeria.  
However, with the coming of the new IGP, Adamu Muhammed, there has been some new response to these and other mounting security challenges presently facing the nation.
The new IGP immediately on assumption of duty has thrown up a couple of innovative ideas on how to effectively combat the rising spate of insecurity in the country and also to check cases of unprofessional conducts of police personnel, and units of which the notorious Special Anti-Robbery Squad (SARS) readily come to mind.
The SARS un-abating notorieties have continued to generate resenting conversations among Nigerians. Even to this end, the end SARS campaign on social media is still very fresh in our minds.
The I.G, has indeed hit the ground running. It is little wonder, therefore, that the Mr. President had recently joked that the I.G is lean which is as a result of his high work rate since assuming office.
One of the measures that have been suggested by the IGP is the Constabulary Force which if I’m not mistaken was widely used with great successes during the colonial era. I remembered reading in my history textbook that it was deployed during the Oba Overamwen Nogbaisi incident of 1897.
While the IGP has been commended for being proactive and thoroughgoing, the presidential Human Right Commission that has looked into allegations of abuses leveled against the Nigerian Police personnel and other security-related issues submitted its report to the president.
And the report contained a lot of recommendations. According to the various news sources, it recommended in part state and local government policing which is what many people have been clamoring for, and the president appears in the interim to align with.
The commission also recommended for dismissal 37 officers of the force and additional 24 for prosecution for various forms of professional misconducts. It recommends also that the IGP should fish out 22 other officers accused of violating the rights of citizens.
Just as we were chewing those, the Nigerian Police also simultaneously hinted on the plan to launch a security App, tagged VGS security App. According to the force information outlet, the App will among others assist the force in the effective discharge of its security functions. 
The App, when finally launched the police claimed will enable it to respond swiftly to security emergencies which members of the public must have put through on the App.     
   A section of the public has been so impressed by the news that they excitedly went online looking to download the app. They were, however, disappointed because no app meets the description given by the police could be found on Google play store.
Others can only be amused because it amounted to playing to the gallery or embarking on a wild goose chase. And I’m one of them.
While I concurred that the Nigerian Police are in dire need of an urgent search of excellence in its modus operandi; the launch of a security App is clearly a step that smacks of a misplaced priority.
Though, I’m not unaware of the fact that artificial intelligence is increasingly playing strategic roles in the operations of private and public institutions around the world and Nigeria cannot afford to be left behind; it is, however, the least and the last the Nigerian Police needed at this point in time.
Ordinarily, it would’ve led to an enhanced capacity for the Nigerian Police, but I doubt this would be the case because the Nigerian Police has not been able to cover itself in glory looking back at how poorly it has often managed the information regularly and directly provided it by members of the various communities where they have an outpost.
If officers and men of the Nigerian Police can excuse themselves from their statutory responsibility when people alert them of incidents of crime on various flimsy grounds, what then do you think will happen if an App is all they will rely on to professionally discharged their official duty?   
I think more than ever before, the Nigerian Police must work hard to, first of all, regain the lost confidence and trust of the people and focus more on effectively interfacing with the people and their various communities to whom they owed the task of effective policing.   
After that, the tech option can then come on stream for complementary purposes. Anything outside of this, for now, is diversionary and will be counterproductive.
At best, all I see the App does for the people is perhaps eliminate some of the risks involved in providing the police with timely and reliable information necessary for the professional discharge of their duty.
But for App to significantly alter the process of social security is Nigeria when fully operational is incomprehensible and farfetched.
The first thing I want the Police Authorities to do is either ensure that bail is truly free, if not, the process should be receipted and documented to help the federal government in shoring up its dwindling revenue.
If the people won’t stop committing crimes then the government shouldn’t wait to widen the process of cashing in on it.
Secondly, SARS and indeed the entire police force should be reformed for efficiency and professionalism with immediate effect as recommended by the Human Right Commission..

Trump Confronted Daily with Fake News
LOS ANGELES (OnlineColumnist.com), April 23, 2020.--Kicking around various ideas for dealing coronavirus AKA SARS CoV-2 or Covid-19, Trump let Homeland Security official William Bryan present research on what happens to the virus under sunlight. Bryan said the solar light had a powerful effect killing the virus, also talking about various disinfectants killing the virus.  While Bryan is not a doctor, holding a master of science degree in strategic intelligence form the Joint Military Intelligence College in Washington, D.C., he talked in general terms of what happens to the virus outside the human body exposes to light and disinfectants. From there Trump started to brainstorm, asking questions of whether ultraviolet light or other disinfectants could be used to get rid of the virus inside the human body.  Trump suggested that maybe Bryan’s findings could be applied to treating the virus, something remaining farfetched to medical experts.
            After kicking the idea around after Bryan’s presentation, the press had enough, got antsy and started to ask questions. “Supposing  we hit the body with a tremendous ultra violet light or just very powerful light,” Trump asked Bryan and State Department immunologist Dr. Deborah Birx.  “And I think you said that hasn’t been checked out but you are going to test it,” Trump said.  Trump’s problem is that he gets too excited about new ideas, finding everything tried so far to eradicate the coronavirus not working well enough.  Instead of putting Trump’s musings aside, Washington Post reporter Phil Rucker put Trump on the spot.  “Respectfully sir, you’re the president, and people tuning   into the briefings, the want to get information and guidance and want to know what to do, they’re not looking for rumor,” Phil said, prompting Trump to go after him as part of the “fake news” establishment.
            Trump loses his patience during daily coronavirus briefings, answering skeptical questions about more testing or, opening up the country too soon.  Trump’s been shooting for May 1 to begin opening up the country, while some governors, like Georgia’s Brian Kemp decided to starting opening up his state this week. Trump went off on Rucker, calling his paper out for fake news.  “Hey Phil. I’m the president, and you’re fake news. And know what I will say to you? I will say it to you very nicely. I see what he writes.  He is a total faker,” Trump said to Rucker. Trump refers to numerous stories written by Rucker and the Washington Post over the past three-year tying Trump to Russia to win the 2016 presidential election.  No one from the Post apologized when 75-year-old former Special Counsel Robert Mueller declared March 23, 2019 that Trump or his campaign did not collude with Russia.
            Trump carries that chip on his shoulder at every coronavirus briefing as the press asks questions to establish that Trump has done a substandard job managing the  coronvirus crisis that’s infected 866,709 U.S. citizens, killing 50,243. Trump lectured Rucker from the podium. “Are you ready?  It is just a suggestion, from a brilliant lab by a very, very smart, perhaps brilliant man,” Trump said.  “[Bryan] is talking about sun. he’s talking about heat, and you see the numbers.  I’m just here to present talent.  I am here to present ideas, because we want ideas to get rid of this thing.  So if heat is good, if sunlight is good, that is great thing as far as I am concerned,” Trump said, silencing Rucker.  Much of the press got after Trump for suggesting that seasonal changes, like warmer weather, could affect the coronavirus, something the press dismissed as pure ignorance, not worthy of discussion.
            Yet Bryan clear said the lab experiments show that the coronvirus vaporizes with sunlight and heat.  Instead of the media playing “gotcha” games with Trump, they should see his genuine sincerity to conquer the coronavirus and get the U.S. economy on track. When you consider that 26.5 million workers filed for unemployment in the last three weeks, it’s a devastating blow to an otherwise healthy economy.  Now Trump faces the unenviable task of explaining to voters he should be given another term to turn the economy around.  Recent reports from the U.S. intel community paint a disturbing picture of the U.S. press influenced by Chinese, Russian and Iranian propaganda suggesting the reopening the U.S. economy could cause more loss of life. America’s enemies have decided the best way to harm America is to advocate “shelter in place,” not letting the U.S. economy come back.
            Trump finds himself preaching to a choir that seeks get rid of him at the earliest possible time.  Reporters like Rucker want to make Trump look as bad as possible to American voters.  Spending considerable time going after the press at the daily coronavirus briefings makes Trump look like he’s constantly defensive, always overreacting to press questions.  Trump hopes that warmer weather, and yes, more sunshine, reduces the incidence of the virus over the spring and summer months.  Whether SARS CoV-2 comes back in the fall or winter is anyone’s guess.  Trump’s medical advisers, like 80-year-old National Institute of Health’s [NIH] Anthnony Fauci, think it’s possible. There’s little Trump can point to that doesn’t draw skepticism from the press, not satisfied with promises of more testing or, more recently, deciding to gradually open up the U.S. economy.
