Trump Rewrites H-1B Program to Help American White-Collar Workers
President Donald Trump’s deputies have launched a fundamental reform of the H-1B visa system to protect American graduates from outsourcing — despite furious opposition from donors and leaders from Silicon Valley, Fortune 500 companies, and coastal investors.
The reform will end the annual award of 85,000 H-1B visas by lottery, which has been gamed by companies to import foreign workers at wages far below the salaries needed by American professionals. Instead, the visas will be offered to the companies that compete to offer the highest salaries, preventing employers from undercutting American graduates.
“The Trump administration is continuing to deliver on its promise to protect the American worker while strengthening the economy,” said Acting DHS Deputy Secretary Ken Cuccinelli. “The current use of random selection to allocate H-1B visas … hurts American workers by bringing in relatively lower-paid foreign labor at the expense of the American workforce.”
“We have seen more progress in the last few weeks than we’ve seen in the last 30 years,” said Kevin Lynn, founder of U.S. Tech Workers, which opposes the H-1B and other visa worker programs. He continued:
If you look at it on the whole, Trump is side with working Americans. Look at the beginning of his administration when he canceled the Trans-Pacific Partnership. All the elites wanted that — he said no. He allowed labor into [negotiations about] NAFTA II — the USMCA — and they made a better deal for working man and women. On August 3, for the Tennessee Valley Authority, he used the authority he had to protect those white-collar jobs [from H-1B outsourcing]. So he’s clearly made a choice between the elites and working men and women.
Trump has pushed forward with popular and dramatic reforms of the visa worker programs since June, with additional actions taken in August and early October.
The actions may be helping his poll ratings among vital white-collar graduates in two critical states: North Carolina and Pennsylvania.
For example, Monmouth University’s early October poll showed Trump getting 38 percent among white college graduates, while Biden had 57 percent. That is down slightly from a September 2 poll that showed Trump was getting 40 percent but is above Monmouth’s July poll that showed Trump getting only 34 percent of white college voters.
On October 13, Monmouth showed Trump was getting 48 percent of white college graduates in North Carolina, up from 42 percent on September 3.
Both states have been hit hard by H-1B outsourcing, giving Trump a chance to champion the very popular economic self-interest of college graduates.
“There are many financial institutions in North Carolina that are abusing cheap labor and H-1Bs,” Jay Palmer, a civil rights activist who works with abused visa workers, told Breitbart News. He continued:
Charlotte, N.C., is the hotbed of visa fraud. They’re laying off American workers left and right because there is so much cheap [foreign] labor in North Carolina … 
They’re hiring anybody through third-party consulting companies, and they are paying them on 1099s [as gig workers]  to work at the financial institutions. 
They’re replacing American workers such as risk managers and actuaries — any jobs they can fill with cheap labor. It’s horrible. You don’t even know how bad it is.
But other estimates say 900,000 jobs are allocated to H-1B workers. In addition, at least another 600,000 foreign workers hold white-collar jobs after being imported via other pipelines, dubbed Optional Practical Training (OPT), L-1, J-1, TN, Curricular Practical Training (CPT), and H4EAD.
Some of these million-plus foreign workers stay in the United States until they are trained by Americans and can take the white-collar jobs back to India.
But most of these foreign workers come from low-tier universities and work for many years at low wages in mid-skill jobs in the hope or expectation of getting green cards and citizenship delivered via a current or future employer. For example, at least 300,000 Indian H-1B workers are now working while waiting for employer-sponsored green cards. Many more visa workers work as gig workers for little-known subcontractors in the hopes of getting into the H-1B program so they can get citizenship.
CEOs at Fortune 500 companies quietly outsource many of their full-time jobs to this huge “Green Card Workforce,” so cutting costs and boosting near-term stock values for shareholders and C-Suite executives.
This green card outsourcing prevents many American graduates from getting paid jobs where they can use the degrees they earned with borrowed tuition money. Also, outsourcing pushes many experienced American professionals from mid-career jobs, while millions more face lower salaries and persistent job insecurity.
Corporate diversity reports, university reports, and census data show that large slices of the nation’s technology workforce consist of ill-paid, ill-treated foreign workers who have the same job security and professional authority as migrant stoop workers in U.S. fields.
The large number of foreign workers are used to minimize U.S. professionals’ role and prevent the formation of innovative companies. The foreigners’ limited skills and lack of workplace rights help to reduce productivity, the quality of software, and to slow research.
But this labor policy also delivers workplace stability, cheaper graduates, and higher stock values to the current executives and leading shareholders of the Fortune 500 companies.
A statement from the Department of Homeland Security described the new rule:
WASHINGTON —Today, the Department of Homeland Security (DHS) has announced the transmission to the Federal Register of a notice of proposed rulemaking (NPRM) that would prioritize the selection of H-1B registrations (or petitions, if the registration process is suspended) based on corresponding wage levels in order to better protect the economic interests of U.S. workers, while still allowing U.S. employers to meet their personnel needs and remain globally competitive.
Modifying the H-1B cap selection process by replacing the random selection process with a wage-level-based selection process is a better way to allocate H-1Bs when demand exceeds supply. If finalized as proposed, this new selection process would incentivize employers to offer higher wages or petition for positions requiring higher skills and higher-skilled workers instead of using the program to fill relatively lower-paid vacancies.
This effort would only affect H-1B registrations submitted by prospective petitioners seeking to file H-1B cap-subject petitions. It would be implemented for both the H-1B regular cap and the H-1B advanced degree exemption, but would not change the order of selection between the two as established by the H-1B registration requirement final rule.
DHS will open a public comment period once the NPRM is published in the Federal Register. Interested parties will have 30 days to submit comments relevant to the proposed rule and 60 days to submit comments relevant to the proposed information collection. The Department will review all properly submitted comments, consider them carefully, and draft responses before issuing a final rule.
In contrast to Trump’s partial populism, Joe Biden’s 2020 campaign theme claims, “We are in a battle for the soul of this nation.”
“When Biden talks about ‘Saving the Soul of America,’ he is whistling through a cemetery,” responded Lynn:
Under globalists like Biden, the neoliberals have destroyed of hundreds of thousands of good middle-class and upper-middle-class jobs. That is what killed the American dream. The American Dream is,  if you want to find it, you go to the cemetery. That’s where you’re gonna find the people have actually lived it. If you’re a millennial, looking to get into the job market, or you’re a boomer getting ready to retire, you’re very insecure right now … I wish Biden would be more concerned about the body.
Biden is backed by companies that have replaced Americans with H-1Bs, he said. “One need only look at the support that he’s been getting from Google, Facebook, and Twitter … it is obvious.”
“This is why it is so critical that if Vice President Biden wins in November, he follows through on his commitment to reforming our failed immigration system,” wrote Todd Schulte, director of the FWD.us advocacy group. The group was created in 2013 by Mark Zuckerberg, Bill Gates, and other coastal investors who were hoping to get the Senate’s “Gang of Eight” amnesty through Congress.
The bill would have dramatically accelerated the inflow of consumers, renters, and workers into the U.S. economy and also allowed an unlimited inflow of foreign postgraduates. “Because the bill would increase the rate of growth of the labor force, average wages would be held down in the first decade after enactment,” said a report by the Congressional Budget Office.
If Biden “follows through on his commitment to reforming our failed immigration system … We can create a streamlined modern visa system so that people who want to come to contribute or unify their families can do so,” Schulte wrote October 28.
Biden’s 2020 platform promises to let companies import more visa workers, let mayors import a new class of visa workers, and allow an unlimited flow of foreign graduates through U.S. universities and into white-collar jobs. The plan says Biden would “exempt from any cap [the] recent graduates of Ph.D. programs in STEM fields.”
In contrast, Trump is likely to reject migrants, narrow asylum claims yet further, and fund the transfer of migrants waiting in Mexico back to Latin American countries. His 2020 plan offers broadly popular — but quite limited — pro-American restrictions on migration and visa workers. For example, in many speeches, Trump generally ignores the economic impact of blue-collar and white-collar migration on Americans while stressing issues of crime, outsiders, diseases, or welfare, even though his low-immigration policies have been a popular boon to Americans.
Open-ended legal migration is praised by business and progressives partly because migrants’ arrival helps transfer wealth from wage-earners to stockholders.
Migration moves money from employees to employers, from families to investors, from young to old, from homebuyers to real estate investors, and from the central states to the coastal states.
Migration also allows investors and CEOs to skimp on labor-saving technology, sideline U.S. minorities, ignore disabled people, exploit stoop labor in the fields, short-change labor in the cities, impose tight control on American professionals, centralize technological innovation, undermine labor rights, and to get many progressive reporters to cheerlead for Wall Street’s priorities.

How NFL Draft prospects are training smarter than ever

Retired NFL lineman Geoff Schwartz saw up close how players are preparing for the combine these days — and he loves it.
The best college football players are on display in Indianapolis for the 2020 NFL Scouting Combine. The event is over a week long, with each position group in Indy for parts of five days. The combine consists of three parts, spread throughout: medical (measurements, evaluations), mental (testing, interviews), and physical performance (bench press and on-field drills).
While the combine has mostly stayed the same, the preparation for it has changed drastically.
I trained for the combine in 2008 at a facility in Cool Springs, Tennessee, outside of Nashville. It was top-notch and the staff was great. We’d work out in the morning and move along. This is how workouts used to be — just get your job done and go home. Our meals were on our own, though maybe we were given a meal plan. I know I was advised to lose weight, but I was never given much guidance on how to do it. There was barely any prep for the mental part, besides a day or two studying for the Wonderlic.
Times have changed.
The week before this year’s combine, I spent a few days with a group of young men who were getting ready for the event. I was able to see firsthand how the entire process has evolved. Now, it’s about “prehab,” rest and recovery, and preparing your mind. The workouts are almost secondary, as the experts have understood those aren’t the most important part of the combine.
How prospects are training their bodies before the combine
I traveled to Michael Johnson Performance, just north of Dallas. They have around 40 combine athletes, including 13 offensive linemen, who I spent the bulk of my time with there. My longtime friend Duke Manyweather, creator of OL Masterminds, partnered with MJP for the most cutting-edge training around. MJP has a state-of-the-art facility, with every imaginable piece of equipment paired with trainers who understand the exact science of preparing players for the combine.

The goal of training now is looking at the entire body, including the mind.
To start, MJP and Duke study an athlete’s body movements, looking for areas of weakness. They use methods such as Nike Lab testing of foot structure and pressure points, before designing a plan to improve these areas while also strengthening the entire body.
If you’ve got a weakness in the left glute, it might turn off other muscles in the leg, which could lead to overcompensation on the opposite side and then injury. Players will have corrective exercises and pre-workout “rehab” to make sure said muscles are firing. They are able to work through issues within the body to make sure the athlete is training, and ultimately performing, at the highest possible level at the combine.
(Duke specifically has his own person to help with his offensive line clients, which number around 40 players if you include the veterans like Terron Armstead, Trent Brown, and Lane Johnson.)
Not only are players now preparing more before the workouts and through the drilling, they are required to get treatment after workouts, even if it’s not needed. Wednesday was bench day, so all the offensive linemen headed to the training room to get their upper body worked on, no questions asked. MJP is providing a blueprint for athletes to use as they figure out how to navigate an NFL season.
I wish I’d known the benefits of prehab and corrective exercises when I was younger in my career.
Another part of body prep is the food, which is tailored to each athlete’s specific needs and is sent to their hotel room every day. Every meal for the day is provided, including snacks. All of this is covered by the agent of said player. Proper fueling for bodies was largely ignored by NFL teams and players until the early 2010s. If you needed to lose or gain weight, you simply just had to eat less or more. Now it’s engineered to get the foods each player needs to make this happen.
On-field training has changed for the better, as athletes are now split up by positions or body type. Until about five years ago, we all worked out together, no matter the position. There might have been a different focus for the linemen and the skill players, but the workout was together. The same thing with drills. We trained together, which looking back, seems silly because our bodies need different training.
This is where Duke, who just works with offensive linemen, comes in. Offensive linemen need to focus on pushing and pulling, which gets our bodies ready for the physical toll of action in the trenches. Our workouts should not be the same as, say, a defensive back. The 40-yard dash is the exception.
How prospects are training their minds before the combine
Performing at the combine is much more than physical, and this is where the biggest changes in combine training are happening. Back when I went through it, and even just a few years ago, there was minimal focus on the mental side of the combine and beyond.
Now, it begins early in the process when you arrive at MJP to work with them and Duke. First, they survey people around the league to get the exact concerns teams have about players off the field. The facility prepares the players for all of this and will adjust their post-workout activities around these concerns.
Duke recruited me to discuss scheme and what the players will need to know for their interviews. MJP and Duke have mock interviews with the prospects to grill them and make sure their answers will be good enough for the NFL teams.
Beyond the interviews, Duke brought in Gary Frazier, a sports and performance psychology consultant, to speak with the players. Gary’s goals were to help them uncover what’s possible, find their internal motivation for wanting to pursue playing in the NFL, and create a vision for where they are headed. I loved hearing this presentation.
I’d love to be a draft prospect now. I’d have been more prepared for the combine and had much better knowledge about my body. This training is invaluable for the players, and I was glad to be a part of it.

1.) Zion Williamson/Duke University/ 6′6 285 lbs

Regular Season Averages: 22.6 ppg (68% FG, 33.8% 3pt, 64% FT) 8.9 reb 1.8 blocks 2.1 steals
NCAA Tournament Averages: 26.4 ppg and 14 reb
NBA Comparison: Charles Barkley on steroids 
Williamson who is widely considered the number 1 selection has absolutely destroyed college basketball. Williams steam rolled division 1 basketball using his tremendous size and athleticism to overwhelm his competition. Williamson excelled in transition where he was explosive enough to finish over any and all defenders at the division 1 level. Many have guessed that Williamson’s vertical leap could be anywhere from 40-45 inches at 6′6 285 lbs. 
In the half court Williamson has shown the ability to face up and take his man off the dribble, as well as knock down the set three point shot at the college level. Zion has a very quick first step that allows him to drive by his opponent and explode to the basket for an acrobatic layup or dunk. Williamson also demonstrated some really good post moves when given the opportunity and did a good job of finding open shooters. 
On the defensive end Zion has very good hands that allows him to steal the ball from unsuspecting ball handlers. This is kind of a gift and a curse as Zion will often gamble leaving his teammates liable on the defensive end or he will pick up reach in fouls. As a shot blocker Williamson’s freakish athleticism and fast twitch explosiveness put’s fear in the heart’s of opponents going to the basket with him in the paint. 
The Positive: There were a plethora of undersized players that were considered tweeners at the 3-4 position that have had great careers. Charles Barkley like Zion came in the league as an undersized power-forward and managed to have a 15-16 year hall of fame career. Paul Millsap out of Louisiana tech who also was an undersized forward managed to carve out a solid NBA career. Larry Johnson out of UNLV was also an undersized player at the 3-4 position who came into the league and played for almost ten years. Carlos Boozer of Duke University was undersized at the 3-4 and carved out a niche and managed to make 2 all star teams in the process. 
The Critique: Former players such as Al Harrington, Gilbert Arenas and others have criticized Zion on the fundamental basis that his playing weight of 285 lbs will have to go down. Arenas who was once a 3 time all-star has stated on his podcast many times that Williamson is going to have to lose a lot of weight and refine his skills to survive in the NBA. For any average Joe walking the streets 285 lbs of weight is a lot. At the highest level the game is faster and more spread out prompting critics to wonder how long his career will last at that weight. Will Zion be able to dedicate himself to a clean diet and a rigorous training split to stay in shape year around?
From a skill stand point Zion has a long way to go as he drives and only finishes primarily with his left hand. Williamson has shown the ability to hit a set shot from the college 3 and the 10 to 15 foot jump shot in college but he like most of  Duke’s starting 2018-2019 lineup is a streaky shooter at best. Zion shoots a very flat shot that doesn’t show the greatest of mechanics. Williamson has been able to overwhelm everyone at the high school and college level in the paint but will he be able to overpower NBA pro’s? Will Zion be able to overpower players like a Joel Embiid standing at 7′1 275? 
Zion Williamson has had the same critics tell him that he wouldn’t succeed once the competition gets harder every year. From the time he was dominating high school basketball averaging 35 points per game in South Carolina till his time in Durham. Surprisingly each time he has been critiqued he’s managed to come back stronger and eventually dominate his opponents. With the hype surrounding him in a relatively weak draft he could be a super star or an all time bust. Many detractors see Zion and think of a souped up Anthony Bennett who was an undersized 4 that didn’t make it in the NBA. 
2.)  Temetrius Jamel "Ja" Morant/ Murry State/ 6′3 175lbs

Regular Season Averages: 24.5ppg(49.9%FG 30.3% 3pt 81.3% FT) 5.5 reb 10.0 apg, 1.8 steals
NCAA Tournament Averages: 19ppg and 9 apg
NBA Comparison: John Wall/Steve Francis
Ja Morant is a basketball enigma. Morant played AAU with Zion Williamson, wasn’t a McDonald's All American, was severely under recruited by every big school including both schools in the Carolina’s where he’s from. Morant in a years time span went from a relatively unknown in the basketball universe to a possible number 2 selection and receiving Russell Westbrook comparisons. 
As a point guard at Murray State there was nothing Morant couldn’t do on the offensive end. Ja excelled at getting to the basket with either hand, finding his teammates for open shots via drive and kick. 
Morant at the point guard position is an elite athlete capable of finishing over defenders 4 to 5 inches taller with ease. As a point guard Ja’s IQ is off the charts as he finds his teammates within the flow of the offense regularly. Morant also excelled at creating plays using the pick and role. Morant plays extremely fast constantly forcing his defenders to back peddle as he is a blur with the basketball in his hands yet under control. Combine that speed with elite athleticism and basketball IQ and you might have the next great point guard.
The Positive: Morant’s talent caught everybody off guard nobody expected him to be as good as he’s been at the college level coming from little known Murray state. There have been a number of players that have come from small schools and have managed to have good to great careers. Damien Lillard out of weber state comes to mind who like morant came from a small school and has had a superstar career in the NBA. Lillards teammate out of Lehigh University CJ McCollum has had a solid career. Morant might not be a better shooter than these players but he does have enough talent to start for an NBA team right now. 
The Critique: Some will argue that they haven’t seen enough of morant and wonder if he’s a flash in the pan or is he the real deal. To his credit he has played well against everybody on his schedule. This player could be a franchise changer if his talent translates. Morant needs to work on developing more range on his jump-shot that seems to be his only real glaring weakness. 
3.) Carsen Edwards/ Purdue/ 6′0 200lb

Regular Season Averages: 24.3 (39%fg, 35% 3PT, 83.7FT) 
NCAA Tournament Average: 34.6 ppg
NBA comparison: Mike Bibby/Derrick Fisher
Edwards piqued scouts interest this year by lighting up college basketball  at the most crucial time of his basketball life, the NCAA tournament. Edwards showed great poise creating off the dribble and pulling up from 20 to 25 feet and nailing  multiple 3 point shots. Edwards did a great job at moving without the ball and being able to curl off multiple screens for the open 3. 
When Carsen’s jumper is going the game is all but over because he is going to keep draining difficult shot after difficult shot. Edwards is definitely a player that functions like a human microwave on the basketball court. Because he will heat up and absolutely light the nets on fire. What’s most impressive is that he is a very strong guard that can get to the basket and finish through contact at 6′0.
The Positive: Edwards absolutely dominated college basketball and has the potential to find a spot in the NBA because of his shooting ability. 
The Critique:  A decade ago scouts would be calling Edwards the next starting point and probably would have taken him in the first round. Today the NBA has changed and now if your not over 6′3.5 your stock will drop no matter the talent. Though Edwards put on a show in the tournament for the season he shot 39% from the field. This is a tell tale sign that at times his shot can go through hot and cold spells. Also at 6′0 nobody knows if he will be able to defend taller players in the NBA. 
Another critique would be that many players have had great success in college putting up astronomical numbers and washed out in the NBA. Jimmer Fredette always comes to mind as a player that shot the ball like Edwards at a higher clip and better shooting percentage in college but didn’t translate to the league. To Edwards credit he is a lot stronger and more athletic than Fredette. 
This is a player that you want to see do well but whether his game will translate is unknown. Right now Edwards is not a true point guard but more of a 6′0 two guard. He hasn’t shown the ability to create for others or run an offense.

 In order to achieve benefits of its demographic dividend, we need to provide skills to 500 million people by 2022. With several ambitious skill development initiatives, the private sector can play several roles in the skilling ecosystem of India.
 As a consumer, it would benefit significantly by training the available manpower with appropriate skills. The sector should open its doors to trainees through on-the-job training and apprenticeship opportunities.
 As a non-profit facilitator, corporates can give back to the society through funding and investments. With 2 per cent CSR mandate, companies should use this fund to invest constructively in skills development programs.

His mother, Roni Toppin, described the season as “unimaginable” and “mind-blowing.” Close friend and teammate Jalen Crutcher called it “crazy.” Dayton Daily News beat writer David Jablonski labeled it “unprecedented” for the Dayton Flyers to have such a player.
Even Obi Toppin, a National Player of the Year favorite originally from Brooklyn, can’t believe the turn his life has taken over the last few months.
“It doesn’t feel real at all,” the 22-year-old redshirt sophomore told The Post in a phone interview. “I sit back and sometimes think, ‘What is going on?’ ”
This Cinderella, rags-to-riches story is hard to fathom. Nobody could see this late bloomer, who grew 8 inches from his junior year of high school until freshman year of college, coming.
The most exciting player in college basketball, the leader of the third-ranked team in the country, a consensus top-five NBA draft pick, didn’t have a single scholarship offer coming out of Ossining High School in Westchester. His first season at Dayton, he could only practice, due to academic shortcomings.
Now, you can’t turn on ESPN without hearing about the selfless 6-foot-9, 220-pound dunking machine, the son of Obadiah Toppin Sr., a New York City streetball legend known as “Dunker’s Delight.” He has turned Dayton into a national championship contender and potential No. 1 seed in the NCAA Tournament if the Flyers can win this week’s Atlantic 10 Tournament in Brooklyn, leading the Flyers to a perfect league season and a 29-2 record, with the lone two setbacks in overtime to No. 1 Kansas and Colorado.
“He’s for real,” ESPN analyst Dick Vitale said.
There was buzz surrounding Toppin before the season began. In his first year on the court at Dayton last season, he became the first freshman to be the Atlantic 10 Rookie of the Year and be voted a first-team selection since Lamar Odom in 1999. He averaged 14.4 points and 5.6 rebounds, then excelled at the Nike Skills Academy, outplaying the top returning college players in the country.

Dayton played in the prestigious Maui Invitational in November and the pro prospect everyone was talking about was Georgia freshman Anthony Edwards. The Bulldogs were Dayton’s opening-round opponent, and Toppin led an 80-61 rout, scoring 14 of his team’s first 16 points.
“We have the best player in the country,” Crutcher thought to himself. “I knew then.”
Dayton knocked off Virginia Tech in the second round and took Kansas to overtime. Toppin was named to the all-tournament team, averaging 22.3 points and 7.0 rebounds. It was the start of this hard-to-believe season in western Ohio.
Toppin is averaging team-highs of 20.0 points, 7.5 rebounds and 1.2 blocks, shooting a ridiculous 63.3 percent from the field and also knocking down 39 percent of his 3-point attempts. His star turn hasn’t changed his ball-moving ways. He’s averaging 2.2 assists, another factor in his NBA stock skyrocketing.

Roni has heard from more than 100 people with connections to the NBA. Some have even contacted people she works with. But she tells them all the same thing: Wait until the season is over. It’s gotten so hectic she has changed the settings on her phone. Numbers not in her contact list go straight to voicemail.
“It’s off the charts,” said Roni, a special-education teacher.
This attention isn’t just new to the Toppin family, it’s a first for Dayton. ESPN brought its “College GameDay” show to campus over the weekend. The last Dayton player to be drafted in the first round was Jim Paxson in 1979 (12th overall). The team has never been higher than a fourth seed in the NCAA Tournament and Paxton was the school’s last All-American.
Roni laughed when asked if her son has become a celebrity. She is one, too. Fans will give her hugs and kisses, thanking her for allowing her son to attend the school. He has trouble getting around campus. He couldn’t even get to his car to get lunch last Saturday, his mother recalled.
“There’s never been a player like Obi at Dayton,” said Jablonski, the Dayton writer.
Toppin loved basketball at a young age because of his father, a streetball star who also played overseas. Along with his younger brother, Jacob, a freshman at Rhode Island, he would spend summer days watching his father on the city’s streetball circuit. The eldest Toppin would take them to open gyms.

Toppin watched his father dunk in those games and began to mimic him once he was old enough.
“He did some crazy ones,” Toppin recalled.
He and Crutcher now go by the nickname “Peanut Butter and Jam,” instead of jelly, due to their frequent alley-oops. Toppin landed the No. 1 highlight on ESPN’s Top 10 plays after his between-the-legs slam in a regular-season closing win over George Washington. An appearance in the NBA Slam Dunk contest could be in his future.
“He put on three dunks in transition during the game [I was at] that were just electrifying,” Vitale said.
In the first grade, the family moved from Brooklyn to Florida, before returning to Ossining following his sophomore year of high school. Toppin was growing at a crazy rate, and his knees hurt all the time. He didn’t play much his junior year of high school, but he finally shined as a senior, averaging 20.6 points, 7.8 rebounds and 3.0 assists. Still, he had no real options by the end of that season. Junior college was the plan.
That plan changed in the summer, after Victor Monaros, who had played with Toppin’s father in college and overseas, came to watch him play at The Rucker in Harlem. Monaros was impressed by his raw ability and skill set. He thought prep school would help him. Roni, though, had already explored that avenue. She couldn’t afford it.
“Give me one week,” Manaros told her.
A week later, Manaros presented the family with an opportunity at Mount Zion Prep in Maryland that included a scholarship. Junior college was put on hold.
Less than a month after his arrival, Toppin was already seeing the benefits of the training he was now receiving. His body was getting pushed and it was responding. Facing stiffer competition added motivation. At his first official practice, he received his first scholarship offer, from Georgia.
One day, he called his mother and said, “I’m going to the NBA.”
“That’s why I am the player I am today,” Toppin said.
So excited by that Georgia offer, Toppin wanted to commit on the spot. He didn’t know more would be coming. Illinois, Mississippi State and Georgetown were among others to offer him a scholarship. Eventually, he settled on Dayton. On the way to the airport for his official visit, Toppin thought the school was in Florida. He knew so little about it. Soon, he realized it was in Ohio. There were Dayton fans on the plane, and they knew about him. He felt that same love during his visit, a connection to the school.
Despite all the accolades, the stunning dunks and the gaudy record, what stands out the most about Toppin is his character. The year he sat out he won the team’s Dr. George Rau Spirit Award, the first time it went to an inactive player. He was a superstar cheerleader, always trying to boost everyone around him, even in a dismal season that saw Dayton finish under .500 for the first time in 11 years. In the background of photos Jablonski took, he would always see Toppin jumping up and down after made baskets.
“I always like to see a smile on someone’s face,” he said.
“You want to be around guys like that,” Dayton coach Anthony Grant said. “It’s who Obi is. He’s all about team, he’s always been wired that way.”
As a kid, Roni called him “The Mayor.” Toppin wanted to be everyone’s friend. He would be in a stroller, waving to people as they passed.
When asked about his season, Toppin will acknowledge his teammates first every time. Without them, he repeated multiple times, his rise wouldn’t be possible. It’s more than talk. Toppin plays the part, always making the extra pass. Vitale noticed how teammates gravitated toward him in warm-ups.
“He’s addicting — people love to be around him,” Roni said.
When asked about the NBA, Toppin passed on the topic, preferring to focus on the season. Even last year, as he was thriving, he could never imagine being in this position. The NBA was always a dream, just like playing at the highest level of college basketball was, too. He never imagined it playing out this way. It feels like a fantasy, one he’s living out every day. Recently, he asked his mom, “Did you think I was going to be this good?”

Rashad McCants is Trying to Write a BIG3 Redemption Story
When Rashad McCants arrived in Las Vegas in late April, he wasn't all that interested in the gambling, the clubs, or the social scene. He was determined to prove he could still play basketball at a high level.
Along with a number of other former NBA players, McCants was there to participate in a tryout for the BIG3, a new three-on-three summer league founded by rapper/actor Ice Cube that begins play this weekend in Brooklyn; games mostly will be broadcast on FOX Sports 1. McCants was there to play, but not just for that. He wanted to show off his skills, and maybe regain some of the nascent star power he enjoyed at his fleeting peak.
McCants was a McDonald's All-American in high school, an NCAA tournament champion at the University of North Carolina, and a first-round pick in the 2005 NBA Draft. He's best known today for washing out of the NBA after four seasons and for his pariah status at his alma mater. In 2014, McCants told ESPN that he didn't write his own papers and took bogus classes while playing at North Carolina. The school is currently under NCAA investigation for academic fraud, but others have denied McCants' claims, labeling him a malcontent.
While McCants' reputation took a hit in NBA and college circles, he continued to stay in shape and play overseas. Now 32 years old, the 6-foot-4 shooting guard demonstrated in Las Vegas a few weeks ago that he's still an effective player. A team called "Trilogy" selected McCants with the first overall pick in the BIG3 draft; Trilogy co-captains Kenyon Martin and Al Harrington chose McCants ahead of ex-NBA veterans such as Reggie Evans, Kwame Brown, DeShawn Stevenson, Larry Hughes, and many others.
"I wasn't surprised at all, honestly," McCants told VICE Sports. "I prepared six, seven months prior for the opportunity. When you're thinking about me and who I am, my confidence has definitely always been ahead of my time. I just knew that I just needed to go out there, be in shape, and everything else will handle itself."
McCants will compete in his first BIG3 game on Sunday, when the traveling league debuts at Barclays Center. From there, games will take place each of the next nine Sundays in various U.S. cities, culminating with a championship on Aug. 26 in Las Vegas that will be televised on FOX. The other games will be broadcast on tape-delay on FS1 on Monday nights. The halfcourt games will be played to 60 points, and teams have to win by two.
McCants doesn't believe that playing well will help him get a NBA training camp invitation.
"It's been seven years, man, and I haven't gotten a call from anybody in that time," he said. "I'm not looking to get a call now. I'm just focused on helping this league expand and helping other players know that it's a league that could be beneficial for their careers."
While he's under no illusions about whether he'll get the chance, McCants still believes he could make an impact for an NBA franchise. When he looks around the BIG3's talent pool, he believes that he's not alone in that regard.
"I've always been prepared to play in the NBA," he said. "If you look at the Finals and you look at the talent that's out there, there's definitely a spot for somebody like me, there's a spot for somebody like Stephen Jackson, Chauncey Billups, and a whole bunch of guys that are in the BIG3."
By most accounts, the abbreviated nature of McCants' NBA tenure had more to do with his perceived personality quirks than his talent, which few people have ever questioned. Coming out of high school, he was a consensus top-10 recruit in a class that included future NBA All-Stars Carmelo Anthony, Chris Bosh, and Amar'e Stoudemire. At North Carolina, McCants led the Tar Heels in scoring as a freshman and sophomore and was the second-leading scorer as a junior on a loaded team that won the 2005 national title and produced four first round NBA draft picks. He finished his three-year career averaging 17.6 points per game, shooting better than 48 percent from the field and making more than 41 percent of his three-pointers.
Even in college, though, McCants dealt with questions about his attitude and aloofness. During a local television interview in October 2004, he compared his time at North Carolina to serving a jail sentence because of the regimented schedule he had to follow. He apologized for the comments a few days later. The next month, he appeared on the cover of Sports Illustrated's college basketball preview issue with the tagline "Mystery Man." The article detailed how even teammates were perplexed by McCants's moodiness and noted that then-Oklahoma coach Kelvin Sampson cut McCants from the U.S. junior national team despite believing that he was the top player at a training camp.
"Rashad was our best shooter, our best post-up player, our best creator," Sampson told the magazine. "He's a good kid who's going to be a lottery pick. But the area of the game where he'll make his biggest improvements is on teammate issues."
Similar criticisms followed McCants in the NBA. He underwent microfracture surgery on his knee after his rookie season with the Minnesota Timberwolves in June 2006 and only appeared in 37 games the next season. He averaged a career-high 14.9 points per game during the 2007-08 season, but clashed the next season with coach Kevin McHale and was benched for 30 percent of the team's games.
In February 2009, the Timberwolves traded McCants to the Sacramento Kings. He finished the year with the Kings and averaged 10.3 points in only 19.4 minutes per games. "He's a talented guy who played hard," Kevin Love, McCants' teammate in Minnesota, told ESPN in 2010. "But he seemed to have his own agenda. I'm a fan of his as a player, but maybe not so much as a person."
McHale was even more direct about McCants' prospects.
"He has to grow out of his old mentality," McHale told ESPN in the same article. "If he doesn't, he won't play in this league again."
As it turned out, McHale was prophetic. After his short stint with the Kings, McCants became a free agent at age 24 and never again appeared in another NBA game. During the past eight years, he has played in 14 games with the Texas Legends of the NBA Development League, most recently in 2013, and in professional leagues in Venezuela, Lebanon, China, Mexico, and other countries.
In an interview with the Charlotte Observer in May, McCants speculated that his former relationship with Khloe Kardashian might have led teams to question his commitment, saying it cost him $60 million to $70 million. But he was much more diplomatic earlier this month when he spoke about his career with VICE Sports.
"I'm pretty satisfied," McCants said. "I don't think everybody else is satisfied. I think everybody else thinks I should regret. I guess that's the question: should I regret making it to the NBA and averaging 15 points? Maybe I should've averaged 20. It would've given me more of a leeway not to try to keep answering these types of questions. But I feel like I was a success in the NBA. I could've done more, but unfortunately I didn't get the opportunity to do more."

McCants' relationship with North Carolina remains strained, too. Soon after McCants alleged he took phony classes as an undergraduate, the school distanced itself from a player who had a major role in a national title run. McCants has never backed off of his allegations, but it's not something he wants to discuss. "That's not something that I want to really talk about, honestly," he said. "You can ask the next question."
Does McCants still root for the Tar Heels, who won another NCAA tournament championship in April?
"I try to watch them when I can, but I've been so busy with everything else, entertainment-wise." he said. "I don't really get a chance to watch. But I did hear that they won the championship. Congratulations to them."
When McCants isn't playing overseas, he lives in Los Angeles and has dabbled in music, film, and television production. He doesn't have any major entertainment industry credits yet, but he idolizes Will Smith, a rapper turned actor who succeeded in a highly competitive field.
"He's that inspiration to say, 'There's no limitation for what you can do,'" McCants said. "I definitely took it as motivation and just tried to take those opportunities and make the most of them."
McCants also remains involved in basketball, working as a fitness trainer and skills development coach. He said he enjoys teaching, helping young players improve, and discussing what it takes to succeed. Recently, he helped run a camp in Chatsworth, California and spoke to a group of high schoolers.
"He's always talking to kids, always giving them information," said Jamal Lovell, a friend of McCants who trains players with him. "He does a pretty good job of encouraging kids, not being hard on them but just building confidence within them. I think he's done a great job, man, NBA or no NBA. A lot of guys do that stuff because the NBA says you've got to do it. But this is who Rashad is."
When McCants heard about the BIG3, he reached out to Stephen Jackson, an old friend and NBA veteran who's serving as co-captain of the Killer Bees team. Jackson told league commissioner Roger Mason, Jr. that McCants was interested in competing.
On Sunday, McCants's team will face Jackson's in the final game of a quadrupleheader at Barclays Center. McCants's teammates include Martin, Harrington, James White, and Dion Glover, while Jackson's teammates include Billups, Hughes, Reggie Evans, and Brian Cook. That's a lot of NBA experience, and and a lot of pride. All no doubt will be looking to upstage each other. But McCants might have more at stake than anyone else on the floor. He weighs 220 pounds, only eight more pounds than his NBA playing days, and claims he's stronger than ever. He wants to show that he belongs.
"To be able to close a chapter in my career where I can end it on being on a national stage and having everyone see my talent for the last time is a good feeling," McCants said. "It's a good feeling to be able to re-surface and have these interviews because I feel like my voice was kind of taken away from me not playing for seven years. This is an opportunity for me to say how I feel. Say my piece, and end on a positive note."

Trump Rewrites H-1B Program to Help American White-Collar Workers9,731
President Donald Trump’s deputies have launched a fundamental reform of the H-1B visa system to protect American graduates from outsourcing — despite furious opposition from donors and leaders from Silicon Valley, Fortune 500 companies, and coastal investors.
The reform will end the annual award of 85,000 H-1B visas by lottery, which has been gamed by companies to import foreign workers at wages far below the salaries needed by American professionals. 
“The Trump administration is continuing to deliver on its promise to protect the American worker while strengthening the economy,” said Acting DHS Deputy Secretary Ken Cuccinelli. “The current use of random selection to allocate H-1B visas … hurts American workers by bringing in relatively lower-paid foreign labor at the expense of the American workforce.”
“We have seen more progress in the last few weeks than we’ve seen in the last 30 years,” said Kevin Lynn, founder of U.S. Tech Workers, which opposes the H-1B and other visa worker programs. He continued:
If you look at it on the whole, Trump is side with working Americans. Look at the beginning of his administration when he canceled the Trans-Pacific Partnership. All the elites wanted that — he said no. He allowed labor into [negotiations about] NAFTA II — the USMCA — and they made a better deal for working man and women. On August 3, for the Tennessee Valley Authority, he used the authority he had to protect those white-collar jobs [from H-1B outsourcing]. So he’s clearly made a choice between the elites and working men and women.
Trump has pushed forward with popular and dramatic reforms of the visa worker programs since June, with additional actions taken in August and early October.
The actions may be helping his poll ratings among vital white-collar graduates in two critical states: North Carolina and Pennsylvania.
For example, Monmouth University’s early October poll showed Trump getting 38 percent among white college graduates, while Biden had 57 percent. That is down slightly from a September 2 poll that showed Trump was getting 40 percent but is above Monmouth’s July poll that showed Trump getting only 34 percent of white college voters.
On October 13, Monmouth showed Trump was getting 48 percent of white college graduates in North Carolina, up from 42 percent on September 3.
Both states have been hit hard by H-1B outsourcing, giving Trump a chance to champion the very popular economic self-interest of college graduates.
“There are many financial institutions in North Carolina that are abusing cheap labor and H-1Bs,” Jay Palmer, a civil rights activist who works with abused visa workers, told Breitbart News. He continued:
Charlotte, N.C., is the hotbed of visa fraud. They’re laying off American workers left and right because there is so much cheap [foreign] labor in North Carolina … They’re hiring anybody through third-party consulting companies, and they are paying them on 1099s [as gig workers]  to work at the financial institutions. They’re replacing American workers such as risk managers and actuaries — any jobs they can fill with cheap labor. It’s horrible. You don’t even know how bad it is.
The Department of Homeland Security estimates that H-1B visa workers hold almost 600,000 white-collar jobs.
But other estimates say 900,000 jobs are allocated to H-1B workers. In addition, at least another 600,000 foreign workers hold white-collar jobs after being imported via other pipelines, dubbed Optional Practical Training (OPT), L-1, J-1, TN, Curricular Practical Training (CPT), and H4EAD.
Some of these million-plus foreign workers stay in the United States until they are trained by Americans and can take the white-collar jobs back to India.
But most of these foreign workers come from low-tier universities and work for many years at low wages in mid-skill jobs in the hope or expectation of getting green cards and citizenship delivered via a current or future employer. For example, at least 300,000 Indian H-1B workers are now working while waiting for employer-sponsored green cards. Many more visa workers work as gig workers for little-known subcontractors in the hopes of getting into the H-1B program so they can get citizenship.
CEOs at Fortune 500 companies quietly outsource many of their full-time jobs to this huge “Green Card Workforce,” so cutting costs and boosting near-term stock values for shareholders and C-Suite executives.
This green card outsourcing prevents many American graduates from getting paid jobs where they can use the degrees they earned with borrowed tuition money. Also, outsourcing pushes many experienced American professionals from mid-career jobs, while millions more face lower salaries and persistent job insecurity.
Corporate diversity reports, university reports, and census data show that large slices of the nation’s technology workforce consist of ill-paid, ill-treated foreign workers who have the same job security and professional authority as migrant stoop workers in U.S. fields.
The large number of foreign workers are used to minimize U.S. professionals’ role and prevent the formation of innovative companies. The foreigners’ limited skills and lack of workplace rights help to reduce productivity, the quality of software, and to slow research.
But this labor policy also delivers workplace stability, cheaper graduates, and higher stock values to the current executives and leading shareholders of the Fortune 500 companies.
A statement from the Department of Homeland Security described the new rule:
WASHINGTON —Today, the Department of Homeland Security (DHS) has announced the transmission to the Federal Register of a notice of proposed rulemaking (NPRM) that would prioritize the selection of H-1B registrations (or petitions, if the registration process is suspended) based on corresponding wage levels in order to better protect the economic interests of U.S. workers, while still allowing U.S. employers to meet their personnel needs and remain globally competitive.
Modifying the H-1B cap selection process by replacing the random selection process with a wage-level-based selection process is a better way to allocate H-1Bs when demand exceeds supply. If finalized as proposed, this new selection process would incentivize employers to offer higher wages or petition for positions requiring higher skills and higher-skilled workers instead of using the program to fill relatively lower-paid vacancies.
This effort would only affect H-1B registrations submitted by prospective petitioners seeking to file H-1B cap-subject petitions. It would be implemented for both the H-1B regular cap and the H-1B advanced degree exemption, but would not change the order of selection between the two as established by the H-1B registration requirement final rule.
DHS will open a public comment period once the NPRM is published in the Federal Register. Interested parties will have 30 days to submit comments relevant to the proposed rule and 60 days to submit comments relevant to the proposed information collection. The Department will review all properly submitted comments, consider them carefully, and draft responses before issuing a final rule.
In contrast to Trump’s partial populism, Joe Biden’s 2020 campaign theme claims, “We are in a battle for the soul of this nation.”
“When Biden talks about ‘Saving the Soul of America,’ he is whistling through a cemetery,” responded Lynn:
Under globalists like Biden, the neoliberals have destroyed of hundreds of thousands of good middle-class and upper-middle-class jobs. That is what killed the American dream. The American Dream is,  if you want to find it, you go to the cemetery. That’s where you’re gonna find the people have actually lived it. If you’re a millennial, looking to get into the job market, or you’re a boomer getting ready to retire, you’re very insecure right now … I wish Biden would be more concerned about the body.
Biden is backed by companies that have replaced Americans with H-1Bs, he said. “One need only look at the support that he’s been getting from Google, Facebook, and Twitter … it is obvious.”
“This is why it is so critical that if Vice President Biden wins in November, he follows through on his commitment to reforming our failed immigration system,” wrote Todd Schulte, director of the FWD.us advocacy group. The group was created in 2013 by Mark Zuckerberg, Bill Gates, and other coastal investors who were hoping to get the Senate’s “Gang of Eight” amnesty through Congress.
The bill would have dramatically accelerated the inflow of consumers, renters, and workers into the U.S. economy and also allowed an unlimited inflow of foreign postgraduates. “Because the bill would increase the rate of growth of the labor force, average wages would be held down in the first decade after enactment,” said a report by the Congressional Budget Office.
If Biden “follows through on his commitment to reforming our failed immigration system … We can create a streamlined modern visa system so that people who want to come to contribute or unify their families can do so,” Schulte wrote October 28.
Biden’s 2020 platform promises to let companies import more visa workers, let mayors import a new class of visa workers, and allow an unlimited flow of foreign graduates through U.S. universities and into white-collar jobs. The plan says Biden would “exempt from any cap [the] recent graduates of Ph.D. programs in STEM fields.”
In contrast, Trump is likely to reject migrants, narrow asylum claims yet further, and fund the transfer of migrants waiting in Mexico back to Latin American countries. His 2020 plan offers broadly popular — but quite limited — pro-American restrictions on migration and visa workers. For example, in many speeches, Trump generally ignores the economic impact of blue-collar and white-collar migration on Americans while stressing issues of crime, outsiders, diseases, or welfare, even though his low-immigration policies have been a popular boon to Americans.
Open-ended legal migration is praised by business and progressives partly because migrants’ arrival helps transfer wealth from wage-earners to stockholders.
Migration moves money from employees to employers, from families to investors, from young to old, from homebuyers to real estate investors, and from the central states to the coastal states.
Migration also allows investors and CEOs to skimp on labor-saving technology, sideline U.S. minorities, ignore disabled people, exploit stoop labor in the fields, short-change labor in the cities, impose tight control on American professionals, centralize technological innovation, undermine labor rights, and to get many progressive reporters to cheerlead for Wall Street’s priorities.
