One of the things i love about the fictional DC cities is how each has its own distinct vibe and personality, especially if you boil them down to their tropes. Dark and gritty, shining and futuristic, etc.
Which leads me to the other thing i love, which is how its often portrayed (i think mostly enhanced by fans) that the Flash's city loves him, and his rogues are just like a bunch of dudes causing chaos, but arent necessarily the chilling killers that say Batman has to deal with.
The Flash is like RIP to Gotham City but I'm different.

Alright im sorry but the idea that flash's rogues gallery assumes he lives in the god damn museum is hilarious.

My take on Wally coming back is that it'll be one of the last things that happens in the season. Theyre dancing around it in the show and irl.
The thing is, the writing on this show is spectacular. It builds things up and has satisfying payoffs. So i fully trust that they aren't just going to tease this thing forever, and when he does come back it will make sense and feel right AND have an emotional impact. Theyve said before that there are real consequences if a character dies, which i appreciate. One of the things ive loved most is how the story is not just episodic, but instead characters grow and change. So that works in both positive and negative directions. Weve seen them flourish and come into their own, but we've also seen them grieve and struggle. Real consequences.
And bc of that, the interesting thing isnt necessarily when or how Wally will return, but what will the fallout be. Will he still be the same age as when he left? Will he feel like he doesn't fit with everyone else bc they've changed? Will he have to work through psychological issues in order to adjust back to normal life? And since it is a super hero story after all, how will his powers be affected?
Idk the name of the trope but there's the idea that after long enough you can never go home again bc your home is in the past even if the people you knew still welcome you with open arms.
Buuuuuuut then again, comics characters disappear and come back all the time, so maybe im way off and things will be just fine ;)
