To add on, I still think it would be possible and compelling for Sebastyan to be the hooded figure even if it’s somewhat predictable. As of last week, my theory is that Sebastyan and Juliana were dating, possibly in secret, and maybe colluding to restructure the monarchy (along with Eveline) before her courtship with Trystan. Only after Juliana and Trystan started having real feelings for each other did she break it off with Sebastyan, who could never truly let go of her or their original idea of change. That would explain Juliana’s letter (which I initially thought was using coded language but may have been meant to be taken both literally and figuratively) and his resentment toward Trystan.

Then again though, it’s probably more likely that Vasili is the one in this whole position because he would be next in line after Trystan. So he benefits the most from all this. But idk I kind of like the idea of it being Sebastyan for some reason
