Human Algorithm 02: Jacqui Bauer Nudges Who do you know who knows what split incentives are in affordable housing, housing sustainability, and the importance of nudges? Jacqui Bauer Jacqui Bauer is a former municipal sustainability director with a background in the non-profit, government, and academic sectors who is now embarking on an effort to make rental housing better. Her startup is RentLab, which emerged out of a coalition of cities working to find better tools for renters, landlords, and cities alike.  RentLab aims to increase both the demand for and the supply of efficient, affordable, and sustainable rental housing by making energy, water, and other sustainability data more visible in the rental market. Jacqui Bauer aims to improve affordable housing through targeting the "split incentive problem." The enterprise is incorporated as a benefit corporation with a prototype website available at www.rentlab.org.

President at RentLab rentlab.org   Growing up in Lansing, Michigan (the capital of Michigan) Jacqui's early influences came from her Dad who as an urban planner and her Mom who articulates what she sees wrong in the world because she wants the world to improve for the better. In middle school, Jacqui led a sit-in after watching the movie Gandhi, based on the life of Mahatma Gandhi, the Indian activist who led the Indian independence movement against British colonial rule using nonviolent civil disobedience as his tactic for change. These forces prompted Jacqui to think about the urban environment in distinct ways. During her undergraduate studies at the University of Michigan she gravitated toward both environmental and racial challenges and disparities in the world which led her to begin her career in water and wastewater infrastructure projects in low-income rural communities. While at Indiana University in Bloomington Jacqui worked with Elinor Ostrom who in 2009 shared the Nobel Memorial Prize in Economic Sciences with Oliver E. Williamson for her "analysis of economic governance, especially the commons." When Jacqui became the Sustainability Coordinator for the city of Bloomington, she was ready to begin fusing her ideas on the relationship between environmental and socioeconomic factors (employment, education, and income) and apply these ideas to novel solution. One of the most innovative projects Jacqui was able to develop was the Hoosier 2 Hoosier is a reuse program that aims to divert reusable items from the landfill when 20,000 students move out of campus and near-campus housing by by selling collected items to students and community members in order to raise funds for local charities and other organizations. Now at RentLab, Jacqui is working to address the split-incentive problem in rental housing. For example, if a landlord asks his tenants to pay for utilities, he has no incentive to improve the toilets or insulation in the housing while the tenants have an incentive to optimize their utilities usage. On the other hand, if the landlord decides to pay for utilities, then the tenants have no incentives to reduce their utilities use. Jacqui is addressing these issues by identifying in rental housing whether the structure of building and their upkeep is problematic in energy usage or if it is the behavior of tenants. By identifying the factors that led to poor energy usage, Jacqui will be able to build transparent system by which both landlords and tenants can benefit.
