The latest events on Azeroth has also reached the Shadowlands and while Wild Gods, Aspects and Loas still immediately go to Ardenweald to be reborn and all winged Creatures go to its Subrealm G'hani, it was decided that the Primal Incarnates are NOT allowed to be immediately brought to one of those two Afterlifes but rather kept in special Afterlife under Pelagos own watch for he suspects, that they'll NOT be happy to be send to the Shadowlands rather than the elemental plains like all elemental beings. He feared that this immensely powerful souls could be a danger for the Afterlife they end in if they don't get time to come to terms with their faith.

The claim was proofed correct not just with their servants but also with the Incarnates themselves because as the Kyrian ferried Raszageth, the Archon herself needed to be called to bring the pissed off Proto Drake to Oribos.

The current situation with them is, that they are either kept in their own separate afterlives that mimic their deepest wish or if they so choose and have been approved by the Arbiter, to be sorted to a pre-determined Eternal One that could house the Dragon best.
