You can't tell me the man who can shoot bullets with his fingers out of a helicopter has that bad of an aim, especially if he'd activated his ability. He shoots Dazai in the shoulder and then? Shoots him in the forehead?? But Dazai is still alive, meaning the bullet didn't go in at all. Chuuya is prolonging Dazai's death as much as he can because, like Akutagawa keeping his promise of not killing anyone, Chuuya doesn't actually want to kill Dazai, even under the vampirism.
