Citizenship Act CAA Unconstitutional? 237 Petitions Before Top Court Today
Amid the row over the Centre's move to implement the Citizenship Amendment Act (CAA) weeks before Lok Sabha election, the Supreme Court will hear today a batch of 237 petitions challenging the law. A bench led by Chief Justice of India DY Chandrachud and comprising Justice JB Pardiwala and Justice Manoj Misra will hear the matter.

Among the petitioners are Indian Union Muslim League (IUML), a political party primarily based in Kerala, and Democratic Youth Federation of India (DYFI), Congress leader Jairam Ramesh, Trinamool leader Mahua Moitra and AIMIM chief Asaduddin Owaisi.
The day after the Centre notified CAA rules, the two organisations approached the Supreme Court, seeking a pause on the implementation of the law. They termed CAA "discriminatory" against the Muslim community.
Back in 2019, when the Citizenship Amendment Bill cleared the Parliament, multiple petitions had been filed against it. But the court had not paused its implementation because the rules had not been notified. On Friday, Senior Advocate Kapil Sibal told the court that there was no question of a pause back then since the rules were not notified. Solicitor General Tushar Mehta then said that the fact that the rules were notified before the elections was irrelevant.
Under this law, non-Muslim migrants from Bangladesh, Pakistan and Afghanistan fleeing religious persecution can seek Indian citizenship. Persons from Hindu, Sikh, Buddhist, Jain, Parsi or Christian communities from Afghanistan, Pakistan and Bangladesh, who entered India on or before December 31, 2014, are eligible to seek citizenship under CAA.
The Opposition has slammed the Narendra Modi government over the timing of the law's implementation - four years after it cleared the Parliament. The move is "evidently designed to polarise the elections, especially in West Bengal and Assam", party leader Jairam Ramesh has said.
Trinamool Congress chief and Bengal Chief Minister Mamata Banerjee has said she doubts the legality of CAA and alleged a conspiracy to "snatch citizenship rights". "BJP leaders say CAA gives you rights. But the moment you apply for citizenship, you become illegal migrants and you will lose your rights. You will lose rights and be taken to detention camps. Please think before you apply," she said.
The Centre has trashed the Opposition's allegations. Stressing that the CAA is not "unconstitutional", Home Minister Amit Shah has accused the Opposition of resorting to the "politics of lies". On the timing of the law's implementation, he said, "BJP made it clear in its 2019 manifesto that it will bring CAA and provide Indian citizenship to refugees (from Pakistan, Bangladesh and Afghanistan). BJP has a clear agenda and under that promise, the Citizenship (Amendment) Bill was passed in both houses of Parliament in 2019. It got delayed due to Covid."
He has also said that minorities of the country "need not be afraid because CAA has no provision to take back the rights of any citizen".

Wasim's fabulous figures of 5/23 in 4 overs laid the foundation for Islamabad United's triumph in the final. After restricting Multan Sultans to 159, Wasim's side did struggle a bit in reaching the target. It was on the final ball of the match that the winning runs were eventually scored.
"Didn't know that it would go on to be the best ever tournament. Just wanted to have an impact in the team's win. It was a new experience - taking five wickets in the final. Took lesson that we should've finished it one over earlier. I'm happy playing cricket. Trying my utmost to contribute for the team. 4-5 years of cricket left in me," Imad Wasim said after the final as he was named the player of the match.
Islamabad captain Shadab Khan highlighted the technicalities of the game in the post-match presentation ceremony.
"Felt that the more time I had, could utilise it better with bat. At number 6-7, I don't have the power game. Have tried to fix my technical issues as a bowler. That's a long process, and the improvements will come. Watching the match is tough for me. In the middle I don't feel pressure, but watching it from outside is tough. I make life difficult for people next to me as well, so I don't sit with batters who are supposed to walk in next. Special mention to the owners who have backed me. I was captain for five years and we didn't reach final, but they backed me. Lot of things I feel that make this trophy very important for us," he said.

After Probe Agency's Big Claim Against BRS Leader K Kavitha, AAP's Retort
Probe agencies CBI and ED have both claimed to made headway into their Delhi liquor policy case investigation. The Central Bureau of Investigation has told the court that they could arrest some "high-profile persons" as they probe alleged money laundering in the now-scrapped Delhi excise policy for 2021-22, which allegedly benefited certain liquor dealers

The Enforcement Directorate also put forth a theory alleging that BRS leader K Kavitha conspired with Delhi Chief Minister Arvind Kejriwal and other AAP leaders in the case. The agency alleges that Kavitha paid ₹ 100 crore to Aam Aadmi Party leaders.
Kavitha, the daughter of former Telangana chief minister K Chandrashekar Rao, was arrested by the agency last week from her Hyderabad home and she is in the ED custody till March 23.
"Probe found that Ms K Kavitha along with others conspired with the top leaders of AAP including Arvind Kejriwal and Manish Sisodia for getting favours in the Delhi excise policy-formulation and implementation," the ED said in a statement.
"In exchange of these favours, she was involved in paying ₹ 100 crore to the leaders of AAP," the agency said.
The agency claimed that by the acts of "corruption and conspiracy" in the formulation and implementation of Delhi excise policy 2021-22, a continuous stream of illegal funds in the form of kickbacks from the wholesalers was generated for the AAP, it said.
The Aam Aadmi Party though, has denied all these charges and alleged that the probe is being used to malign Mr Kejriwal's image ahead of the Lok Sabha elections.
"On earlier occasions too, ED has released such blatantly false and frivolous statements which show that instead of being a neutral investigative agency, it is working like a political wing of BJP," AAP said in a statement.
No immediate reaction was available from the BJP over the AAP's charge.
The AAP said the agency's charges are a "desperate attempt" to malign the image of its Mr Kejriwal and former deputy chief minister Manish Sisodia by "planting falsehoods and creating a media sensation" every day.
"ED's statement, which presents no new fact or evidence, speaks volumes of its frustration since they have not recovered a single rupee or piece of evidence in this case, despite carrying out over 500 raids and questioning thousands of witnesses," the AAP said.
The ED and the CBI had alleged that the Delhi government's excise policy to grant licences to liquor traders allowed cartelisation and favoured certain dealers who had allegedly paid bribes for it, a charge strongly refuted by the AAP.
The policy was scrapped by the Kejriwal government, days after Delhi L-G VK Saxena in July 2022 recommended a CBI probe into alleged irregularities in its formulation and implementation. Later, a case under the Prevention of Money Laundering Act (PMLA) linked to the excise policy case, was registered by the ED.

Police seize 32 motorcycles in operation 'Bike Stunt' in Kerala
The Kerala Police and the Motor Vehicles department have seized 32 motorcycles and registered cases against four individuals involved in reckless biking during a concerted statewide effort to curb bike stunts that endanger public safety.

In a joint operation called "Bike Stunt", the authorities suspended 26 licences and also levied Rs 4.70 lakh as penalty, the police said.
The action was initiated after the Traffic Road Safety Cell, under the Traffic IG, examined various social media accounts and found motorcycle stunt videos, they said.
Most of the vehicles were modified, they added.

Snake Venom Addiction And The Case Against YouTuber Elvish Yadav
Bigg Boss OTT winner Elvish Yadav was arrested in the snake venom-rave party case and remanded to 14-day judicial custody on Sunday. Mr Yadav faces a case under the Wildlife Act in Noida for arranging snake venom at rave parties. The 26-year-old YouTuber, who initially denied any involvement in the case, has now admitted that he arranged snake venom at rave parties, said police sources.

The case surrounds the alleged use of snake venom as a recreational drug at rave parties in Noida last year. Mr Yadav is accused of arranging the snake venom at his parties and using snakes in his video shoots.
The police busted a snake smuggling racket in November last year after it raided a banquet hall in Noida Sector 51. Five people, including four snake charmers, were arrested from the banquet hall for supplying snake venom. Nine snakes including cobras and poison were also recovered from them.
A forensic investigation later revealed the use of venom of cobra and krait species in samples seized from there.
The breakthrough came after a trap was laid by an NGO, People For Animals.
A rave party is a vibrant dance party focussed on the youth-oriented rave culture, which often gets into trouble with authorities over drug use and safety reasons.
Questioned about the snakes in his video shoots, Mr Yadav has told the police those were arranged by Bollywood singer Fazilpuria, sources said.
The five people arrested in the case have told the cops that they used to supply snake venom at rave parties allegedly organised by Elvish Yadav.
Their arrest came after PFA member Gaurav Gupta complained to the police that he had contacted Elvish Yadav for snake venom as part of a trap. During the call, Mr Gupta was given a phone number after which he contacted the five accused, the police said.
Former Union minister Maneka Gandhi too had accused Mr Yadav of involvement in illegally selling snake venom and sought his immediate arrest.
Snake venom addiction is an unusual form of substance abuse where individuals intentionally expose themselves to snake venom for intoxication effects. The venom can induce a range of symptoms like intoxication due to the neurotoxins present in it. This form of addiction, also known as ophidism, is extremely dangerous and life-threatening and is not a common practice in India.
The effects of snake venom can be unpredictable and potentially deadly and can last for days. In the long run, it may trigger physical and psychological dependence among users.
The use and possession of drugs, including substances derived from snake venom, are governed by the Narcotic Drugs and Psychotropic Substances Act of 1985. But the cops have not invoked the NDPS Act against Mr Yadav as drugs were not found at the spot, according to an official.

The Congress has levelled the "washing machine" allegation against the BJP again after Mr Chavan switched sides last month, shortly after another key leader, Milind Deora.
State Congress chief Nana Patole, with whom he had serious differences, said the reason was mention of the Adarsh scam in a White Paper presented in parliament.
Mr Chavan has three cases pending against him, two of which are linked to the Adarsh Cooperative Housing Society.
Mr Chavan was the revenue minister of the state in 2000, when land in Colaba was allegedly allotted illegally for the Adarsh Cooperative Housing Society.
The veteran leader has ascribed various differences with the Congres as his reason for leaving the party.

French President Emmanuel Macron last month said he could not rule out the deployment of ground troops in Ukraine in the future, with many Western countries distancing themselves from that while others, especially in Eastern Europe, expressed support.
Asked by Reuters about Macron's remarks and the risks and possibility of a conflict between Russia and NATO, Putin quipped: "Everything is possible in the modern world."
"It is clear to everyone, that this will be one step away from a full-scale World War Three. I think hardly anyone is interested in this," Putin told reporters after winning the biggest ever landslide in post-Soviet Russian history.
Putin added, though, that NATO military personnel were present already in Ukraine, saying that Russia had picked up both English and French being spoken on the battlefield.
"There is nothing good in this, first of all for them, because they are dying there and in large numbers," he said.
Ahead of the March 15-17 Russian election, Ukraine stepped up attacks against Russia, shelling border regions and even used proxies to try to pierce Russia's borders.
Asked if he considered it necessary to take Ukraine's Kharkiv region, Putin said if the attacks continued, Russia would create a buffer zone out of more Ukrainian territory to defend Russian territory.
"I do not exclude that, bearing in mind the tragic events taking place today, we will be forced at some point, when we deem it appropriate, to create a certain 'sanitary zone' in the territories today under the Kyiv regime," Putin said.
He declined to give any further details but said such a zone might have to be big enough to preclude foreign made armaments from reaching Russian territory.
Putin ordered a full-scale invasion of Ukraine in February 2022, triggering major European war after eight years of conflict in eastern Ukraine between Ukrainian forces on one side and pro-Russian Ukrainians and Russian proxies on the other.
Putin said he wished Macron would stop seeking to aggravate the war in Ukraine but to play a role in finding peace: "It seems that France could play a role. All is not lost yet."
"I've been saying it over and over again and I'll say it again. We are for peace talks, but not just because the enemy is running out of bullets," Putin said.
"If they really, seriously, want to build peaceful, good-neighbourly relations between the two states in the long term, and not simply take a break for rearmament for 1.5-2 years."
Putin dismissed U.S. and Western criticism of the election, which the White House said was not free and fair, saying U.S. elections were not democratic and criticising the use of state power against Donald Trump.
"The whole world is laughing at what is happening there," Putin said of the United States. "It is just a catastrophe - it is not democracy - what on earth is it?"
When asked about the fate of opposition leader Alexei Navalny, who died in unexplained circumstances at a Russian prison in the Arctic on Feb. 16, Putin said he had simply "passed away" using Navalny's name for one of the first times in public.
Putin said he had agreed several days before Navalny's death to swap him. Reuters reported in February that a prisoner exchange deal had been agreed for Navalny shortly before his death.
"I said: 'I am agreed'," Putin said about his approval for the prisoner swap. "I had one condition - we exchange him but he never returns."

"I've been saying it over and over again and I'll say it again. We are for peace talks, but not just because the enemy is running out of bullets," Putin said.
"If they really, seriously, want to build peaceful, good-neighbourly relations between the two states in the long term, and not simply take a break for rearmament for 1.5-2 years."
Putin dismissed U.S. and Western criticism of the election, which the White House said was not free and fair, saying U.S. elections were not democratic and criticising the use of state power against Donald Trump.
"The whole world is laughing at what is happening there," Putin said of the United States. "It is just a catastrophe - it is not democracy - what on earth is it?"
When asked about the fate of opposition leader Alexei Navalny, who died in unexplained circumstances at a Russian prison in the Arctic on Feb. 16, Putin said he had simply "passed away" using Navalny's name for one of the first times in public.
Putin said he had agreed several days before Navalny's death to swap him. Reuters reported in February that a prisoner exchange deal had been agreed for Navalny shortly before his death.
"I said: 'I am agreed'," Putin said about his approval for the prisoner swap. "I had one condition - we exchange him but he never returns."

"No Tie-Up With Congress": Mamata Banerjee's Bengal Twist Stuns INDIA Bloc
The Trinamool Congress will contest the elections for Bengal's 42 Lok Sabha seats on its own steam, and only consider a pan-India alliance with the Congress after results are declared, a furious Mamata Banerjee declared Wednesday. Ms Banerjee's words deliver what appears to be a final blow to hopes the two parties - widely seen as important members of the INDIA opposition bloc - will reach any agreement.

"I had no discussions with the Congress. I have always said that in Bengal, we will fight alone. I gave them (the Congress) many proposals… but they rejected them. I am not concerned about what will be done in the (rest of the) country… but we are a secular party and, in Bengal, we alone will defeat BJP."
In further signs of fraying tempers, she also hit out at Congress MP Rahul Gandhi and his 'Bharat Jodo Nyay Yatra', which is expected to enter Bengal on Thursday but might skip Kolkata.
"They are coming to my state… but did not have courtesy to inform me, even though I am part of the INDIA bloc. So there is no relations with me, as far as Bengal is concerned," she told reporters.
Ms Banerjee has a good rapport with Congress matriarch Sonia Gandhi, but her ties with Mr Gandhi are seen as strained. She has made it clear, earlier too, she is against allowing her 'ally' to contest in Bengal.
"INDIA will be present in India (but) in Bengal the Trinamool Congress will fight. In Bengal it is only Trinamool that can teach the BJP a lesson. It can show the country the path to victory…" she had said.
Minutes later the Congress responded through comms boss Jairam Ramesh.
Mr Ramesh, who is with Rahul Gandhi and the yatra in Assam, said his party "cannot imagine INDIA bloc without Mamataji". Mr Ramesh insisted "all INDIA partners will unitedly fight Lok Sabha polls in Bengal".
Ms Banerjee's announcement has drawn a scathing jibe from the BJP's Amit Malviya, who called it a "sign of desperation". "Unable to hold her political ground, Mamata Banerjee wants to fight all seats, in the hope that she can still be relevant, after the polls…" the BJP's IT Cell boss posted on X.
The Trinamool vs Congress squabble over seat-sharing, and the larger picture of how INDIA might defeat Prime Minister Narendra Modi and his BJP, has rumbled on for weeks with no apparent resolution, with neither side willing to back down. The Congress has, so far, ignored deadlines to close a deal.
On Tuesday Ms Banerjee criticised the Congress' "unjustified" demand for 10-12 Lok Sabha seats in her state; she had offered two, pointing to its' abysmal record. It won four seats in 2014 and only two in 2019.
A senior Trinamool leader, on condition of anonymity, told news agency PTI, "(Ms Banerjee) said, 'Don't think about seat-sharing with Congress'… she said she offered two seats but they demanded 10-12".
Trinamool spokesperson Kunal Ghosh last week warned the Congress against "unjustified bargaining".
Meanwhile, Ms Banerjee, in a show of strength, has directed party leaders in Birbhum and Murshidabad district to begin planning for the combined five Lok Sabha seats on their own. The latter is key because one of its three seats is Congress MP Adhir Ranjan Chowdhury's constituency of Berhampore.
Mr Chowdhury, the Congress' state unit boss, is fiercely opposed to sharing seats with the Trinamool, and has repeatedly attacked Ms Banerjee, despite efforts from leaders on both sides to stitch an alliance. He responded to the offer by declaring Ms Banerjee owed her success to the "mercy" of the Congress.
Rahul Gandhi, asked about these attacks, played them down, insisting "Mamata Banerjee is very close to me and our party" and that it is "natural", sometimes, for the two sides to criticise each other.
But they are not going to disrupt the relations between the Congress and the TMC," he insisted.
Meanwhile, away from Bengal, the Trinamool is also unhappy over the Congress' refusal to play second fiddle to regional parties when required. The Congress has already been criticised for this by Samajwadi Party chief Akhilesh Yadav after it refused to share seats for November's Madhya Pradesh election.
Ms Banerjee on Monday said the Congress was welcome to fight 300 seats on its own, but urged the party to surrender some seats to regional parties that will have the best chance of defeating the BJP.
"Particular regions should be left to regional parties. They can fight 300 seats alone… I will help them, I will not contest those seats… but they are adamant about doing what they want," she said.
"I have the power to take on the BJP, but some people don't want to listen to us about seat-sharing. If you don't want to fight the BJP, then at least don't give away seats to it," the fiery Trinamool leader said.
Ms Banerjee is one of the few opposition leaders to have enjoyed electoral success against the BJP in recent years, after orchestrating a statement win over the saffron party in the last Assembly election.
In 2019 too she ensured her party had an edge, winning 22 seats. That, though, was less than the 34 from five years ago. Ominously, BJP went from two to 18.

Spinner Bashir's Visa Issue; Stokes Frustrated
The England cricket team received a big blow ahead of the first Test against India as young spinner Shoaib Bashir had to return home because of an unresolved visa issue. Bashir was to join the rest of his teammates in Hyderabad but the player with his roots in Pakistan couldn't find a resolution in time for the series opener. England skipper Ben Stokes admitted being frustrated because of the issue, saying he feels for the player who was in the running for a spot in the playing XI for the first Test.

Bashir was training with the England team in the Abu Dhabi camp ahead of his India arrival but with his visa application denied, the spinner had to return to the United Kingdom.
Stokes admitted that it's frustrating to see a player being denied a chance to participate in the match because of a non-sporting reason.
"We announced that squad in mid-December, and now Bash finds himself without a visa to get here. I am more frustrated for him. I didn't want this type of situation to be his first experience of what it's like to be in the England Test team. I feel for him," Stokes told ESPNcricinfo on the matter.
"But he's not the first cricketer to go through this, I have played with a lot of people who have had the same issues. I find it frustrating that we have picked a player and he's not with us because of visa issues. Especially for a young lad, I'm devastated for him. It's a frustrating situation to be in, but a lot of people have been trying to get it through. It's unfortunate and I'm very frustrated for him," he added.

Japan's 'Naked Man' Fest Welcomes Women, Conditions Apply
In a historic move, a shrine in Japan has allowed women to participate in the 'naked man' festival for the first time in its 1650-year history, South China Morning Post reported. The festival, known as the Hadaka Matsuri, is a traditional event organised by the Konomiya Shrine in Inazawa town of Japan's Aichi prefecture. It is scheduled to take place on February 22, and around 10,000 local men are expected to participate.

This year, 40 women will be allowed to engage in certain rituals of the festival which has been a 'men-only' affair. However, they will remain fully clothed, dressed in traditional happi coats, and avoid the traditional violent clash of near-naked men in loincloths, as per an Independent report. They will only participate in the 'naoizasa' ritual, which will require them to carry bamboo grass wrapped in cloth into the shrine grounds.
Mitsugu Katayama, an official of the organising committee said, ''We have not been able to hold the festival like we used to for the past three years because of the pandemic and, in the time, we received a lot of requests from women in the town to take part.'' He clarified that there was no active ban on women in the past, but they tended to stay away from the festival voluntarily.
The decision has been praised by local women and gender activists who have hailed it as a step forward in their campaign for equality.
During the event, thousands of males sport minimal amount of clothing with most of them using a Japanese loincloth called ''fundoshi'' along with a pair of white socks. As a part of the rituals of the festival, men spend the initial hours running around temple grounds and purifying themselves with freezing cold water and then head towards the main temple.
The participants then tussle to find two lucky sticks that the priest of the temple throws along with 100 other bundles of twigs. They call out for the shin-otoko or the 'chosen man', and attempt to touch him, as it is believed to bring good luck for a year. At the end of the event men often emerge out with bruises and injuries due to a stampede-like situation.

"Risk Increases": Rahul Gandhi In Assam, M Kharge's Letter To Amit Shah
A day after Rahul Gandhi-led Congress workers clashed with Assam police personnel on the Guwahati city limits, party president Mallikarjun Kharge wrote to Union Home Minister Amit Shah, seeking his intervention to ensure the security of Mr Gandhi and other participants of his Bharat Jodo Nyay Yatra.

This comes after Assam Police filed an FIR against Mr Gandhi and other Congress leaders for the clash. They have been charged with criminal conspiracy, unlawful assembly, breach of peace, among others. The case was filed after Chief Minister Himanta Biswa Sarma said the "naxalite tactics" used by Congress workers are "not part of Assamese culture".
In his letter to the Home Minister, Mr Kharge listed "several instances where the Assam Police has been found wanting in providing adequate security" Mr Gandhi is entitled to as a Z+ protectee. He then referred to the defacing of Congress posters and BJP workers blocking the Congress yatra on January 21 and assaulting state party chief Bhupen Borah.
"In all of the troubling events mentioned above, the Assam Police has systematically stood by and/or allowed BJP workers to come closer and closer to the convoy of Shri. Rahul Gandhi, breaching his security cordon, and endangering his physical security and that of his team," Mr Kharge wrote.
None of those involved in these incidents, he said, had been arrested despite the presence of evidence in the public domain. "As the risk increases and as the Yatra proceeds as planned, we request your intervention to ensure that the Chief Minister of Assam and the Director General of Police, Assam ensure that no such untoward incident takes place which may lead to grave personal injury to Shri. Rahul Gandhi or any members of the Bharat Jodo Nyay Yatra," he added.
Congress leaders have been alleging that Mr Sarma has been creating hurdles in the yatra. Yesterday's clash at Guwahati city limits took place when police stopped Congress workers from moving on city roads. The administration had earlier denied permission for the yatra to move through the city's arterial roads, citing congestion fears. Congress workers termed the grounds of denying permission frivolous and tried to break through the barricades, leading to the clash with cops.

Bengaluru Boy Goes Missing From Coaching Centre, Found In Hyderabad After 3 Days
A 12-year-old boy who went missing from Bengaluru on Sunday was traced to a metro station in Hyderabad this morning after a request on social media prompted a frantic search for him. The two metro cities are about 570 km apart.

Parinav, a Class 6 student of Deens Academy, managed to escape the cops trying to track him for three days and by the time they reached the places he was spotted, he had already left for another.
He was seen leaving a coaching centre in Whitefield around 11 am and then at a petrol pump near Yemlur around 3 pm. He was last spotted deboarding a bus that evening in Bengaluru's Majestic bus terminus, the fulcrum that connects the city to every other corner in Karnataka and beyond.
His worried parents took to social media to seek help in locating their child. They initiated an online request to find their child along with a CCTV footage showing him walking across a road.
This prompted a frantic search by social media users with a few even volunteering to physically visit Majestic. The boy's mother had also posted a video urging him to return home.
His posters were widely circulated online and this led a Bengaluru resident visiting Hyderabad identify the boy in the metro.
This is when the social media stepped in. Even as a few people volunteered to go physically to Majestic, many did what they do best - circulate the posters of the boy online.
When confronted, the boy confirmed his identity and was stopped at the Nampally metro station in Hyderabad on Wednesday, three nights after he went missing.
His parents have been informed and are on their way to Hyderabad.
Parinav's father Sukesh, an engineer, said he has no idea how he ended up there.
"I really want to thank all those nameless strangers who helped us in finding my boy. Without his picture being splashed all over, the person in Hyderabad would never have thought to stop a boy and ask," he added.
