The Chinese police have synchronized their efforts both internally and externally, and launched a series of campaigns and operations, effectively curbing the high momentum of these crimes, retrieving a large number of economic losses, and winning wide recognition from the public and the international community. During their international law enforcement engagements, the Chinese police frequently received requests from their counterparts to share their experience and effective practices in this field. Telecom and online fraud is a typical transnational organized crime. 4月中旬，疫情仍在高位运行，严峻又复杂的疫情形势中，市场上可谓“一面难求”。在市台协、民政局的组织下，康师傅获知浦东新区卫生健康系统对接管辖的方舱和大型集中隔离中转点内，方舱医院里的医务人员正在全力抗击疫情，他们不顾安危，夜以继日服务病患。为了能够确保调配到充分的物资，康师傅上海行销公司多方沟通，一边紧急协调异地工厂调货，一边积极联系政府单位解决车辆通行证问题，最后由顶通物流从康师傅郑州工厂调配运力和产品，经过一晚上的长途跋涉，载满1000箱康师傅方便面的大卡车终于在第二天中午抵达了浦东方舱医院。接收到康师傅捐赠产品的医护人员感动不已，政府单位也纷纷为康师傅的爱心与高效点赞！大家表示：在当前的严峻形势下，方便面产品能运进上海真心不容易。向康师傅的“中国红”致谢。

疫情期间，上海100多个方舱一夜间平地而起，为上海抗疫保驾护航，这背后有着众多社会力量和爱心企业的同心守“沪”。康师傅就是其中一家非常典型的企业。本轮上海疫情以来，康师傅已经向位于宝山、浦东、普陀等多个区的方舱医院免费送去了共计111000件方便面、饮用水等物资，贴心守护医护人员和志愿者的饮食需求。

5月12日，康师傅也积极参与市台协闵行区工委会发起的“有温度的便当（盒饭）”活动，捐赠方便面50箱，饮料50箱，矿泉水50箱，向志愿者以及防疫一线医护人员的辛勤守护献爱心。

在获悉上海多个街镇面临防疫压力后，康师傅又主动开展支援抗疫行动。连续一周紧急调货，向闵行区虹桥镇、梅陇镇等12个街镇，以及相关隔离点、卫生中心等捐赠5845箱方便面、饮用水、糕饼等抗疫生活物资，支持各街镇社区抗疫工作。

今后，康师傅集团仍将发展焦点集中于食品制造、营销及流通行业，并继续强化通路与销售系统网络，以建立“全球最大中式方便食品及饮品集团”为奋斗目标。

疫情之下，上海浦东一个普通小区的人间温暖

核酸抗原、物资保供、医疗补给、捐款捐物……在3月份上海本轮新冠肺炎疫情暴发以来，浦东唐丰路881弄小区通过居民区党总支牵头建立的一张组织网、一个“同心圆”，一切井然有序。

记者了解到，唐丰路881弄小区总共268户、847个居民，志愿者就有将近200个。志愿者里有楼组长、社区群团骨干和在职党员，一批在职党员、社区能人纷纷涌现，成为疫情当下这个居民区里，一股重要的防疫攻坚力量。

核酸抗原应检尽检

3月28日，上海浦东开始严格封控。作为小区志愿者的韩明，在完全没接触过抗原和核酸培训的情况下，自己先通过网上的各种资料，总结出流程，分析是否有漏洞，然后才召集物业和志愿者开会。

分配任务之前，她先了解志愿者的“特长”，谁有医疗背景、谁擅长统计、谁性格强硬能维持好秩序、谁性格温柔适合做安抚工作、谁胆大心细能做核酸辅助……除此之外，还规划好志愿者和物业人员的工作时长和替换值班表，以免长时间穿防护服导致防护疏忽。

每次核酸检测之际，都是分楼栋，一栋检测完，另一栋再下来，排队间隔以家庭为单位，间隔2-3米。让800多个人都这么“军事化”的听指挥，有那么容易吗？用韩明自己的话来说：“这里的邻居就是能做到。真不是我的功劳，要换到别的小区去做书记，我真有可能就倒在岗位上了。”

物资保供群策群力

有人说上海疫情过后，应该拍一部电影《上海“团长”》。因为社区团购的“团长”，需要具备资源调配能力、组织能力、号召能力、热心程度，甚至体力，“团长”的能力直接决定了小区的生活质量。

唐丰路881弄小区的“团长”多达33人，分拣送货人员67人，还有一个专门做表核对明细，以确保每个物品能够准确无误到达居民手里的岗位。

为了防止团购带来交叉感染的风险，小区里的“大团长”Emily对每一次团购都进行严格审核。任何团购物资想过她的审核可不是那么容易：没有资质的不要；冷冻产品不是全冷链运输不要；司机没有48小时核酸报告不要；价格太贵不要；菜品卖相不好不要……

在审核之外，具有团购资源也很重要。小区居民唐祎本来就是不少电商的供应商，所供商品生的、熟的、荤的、素的、牛奶水果应有尽有。这次她优先配送给自家小区，还把利润4000多元全部捐给了小区物业。

物资到了之后，小区67人的分拣队伍就会忙碌起来，手抬车运井井有条。那些不成“团”的物资，比方A4纸、尿不湿、猫狗粮、剃头推子……只要在小区微信群里喊一声，就会有很多邻居送上来……在一次次互帮互助中，以往互不相识的邻居，成了熟悉的老朋友。

医疗救助生命接力

4月6日中午，小区居民范融娣的妈妈突然间吐字不清晰。在这个紧急的时刻，范融娣马上在小区微信群里询问小区里是否有医生。

群里马上就得到了很多人的回应。群里的医生说，这是脑梗、脑出血的症状，黄金救援时间只有4个小时。这时候，热心的小区居民，纷纷送来了安宫牛黄丸和血栓通。事后她在网上查看了一下，安宫牛黄丸是一种非常名贵的中药，是紧急情况下救命的药，小区的居民把家中的药品全都送来了……

在焦急等待120急救车的过程中，还需要办理出门手续。但这个时候急事急办，物业将门打开，允许她们回来再补办手续。历经波折之后，86岁的老太太如今在家休养。范融娣说，这个小区就像寒冬里的春天，她在短短几个小时里面，同时感受着人间的至寒和至暖，疫情过后，一定要一家一家的登门道谢。

如今，生活在这里的很多居民都非常自豪地说：“我的资源就是我的邻居！”

捐资捐物争先恐后

随着封控时间的加长，小区防疫物资开始告急。小区物业工作人员和志愿者为了节省防护服，已经开始减少轮班次数，穿上防护服，一般都是工作一整天。天气越来越热，这大大的增加了感染风险。

小区志愿者高新翼今年已经63岁了。看到年轻人齐刷刷的冲到第一线，总是很惭愧自己不能���献力量。他是个老党员，大学时代是短跑选手，训练中腰部受过重伤，如果只是年龄偏大，他依然会冲到最前线。听说防疫物资紧缺，他马上四处联系供应商，购买了19000元的防护服和口罩。志愿者和物业人员终于又可以回到轮流值班的状态。除此以外，他还捐出3000元现金。

在这样一个榜样的带动下，捐款捐物成了常态。有的居民捐出了几百套防护服，有的捐出了防护面罩……这个只有268户的小区，累计收到捐资4万多。这些资金全部用于购买防疫物资以及食品。如今居民和志愿者们达成一致，等待疫情过后这些资金就发给在小区坚守了一个多月没回家的物业工作人员，感谢他们的付出……

在上海，类似这样的小区还有很多很多。封控，阻挡的是病毒，阻挡不住人与人之间的温情。每个人都有独特的光亮，汇聚起来就是战胜疫情的力量，我们都在期待属于上海人的春天尽快到来。

6月1日，上海重回车水马龙的繁华，在苏醒的街巷、久违的商超和静谧的办公楼，回归的脚步急促有力，复工复产正成为城市生活的主旋律。本市房地产估价行业也同步进入了复工复产的加速车道，见到阔别多日的同事，坐在想念已久的工位前，很多估价同行说的第一句话就是，回来真好，手里的项目又可以动起来啦！回望那段艰难的时光，更多的是对当下的感恩和珍惜，对未来的勇气和信心。 难忘抗疫岁月

据统计，本轮疫情发生以来，本市房地产估价行业从业人员担当志愿者有267人，累计服务次数达4164次，其中党员服务次数1550余次；志愿者感染新冠肺炎4人，其中党员2人；在志愿服务工作中提交入党申请2人；行业各机构向有关社区街镇捐款捐物合计37万余元；党员群众200余人自发捐款35446元支援全市抗疫工作。

坚守在一线 忘我奉献

 行业党委书记、协会名誉会长顾弟根成为小区最年长的“大白”，并帮助居委协调相关工作，累计志愿服务超过40多次；协会党办杨俊累计服务36次时长115个小时，前一个月主要是核酸检测秩序维护和物资分拣，后一个月侧重为居民去社区医院配药。城市公司汪灏参与志愿者服务47次，胡爱萍参与志愿者服务31次。财瑞公司顾一孩子还未满月，他依然每天要5-6小时扑在小区，累计参与志愿服务60次347个小时。建银上海分公司负责人王伟每日往返小区各个角落，分发补给、帮送快递、核酸秩序维护、场地消杀等。信衡公司陈金龙确诊感染新冠病毒，在国家会展中心方舱隔离的近3周时间里，他主动积极协助方舱工作人员开展工作，不怕苦不怕累不怕脏，赢来医护人员和病友的一致点赞。上估所施平把估价师“扫楼”经验变成“堵漏”绝技，通过层层扫楼，确保物资不漏发一户、核酸不漏做一人，消除了风险隐患。上睿公司于俊峰不畏风险，每周定期到社区医院为小区居民配药，解决了居民看病配药的后顾之忧。 练就新本领 逆行而上

 协会会长、富申集团董事长樊芸联络组织专业消杀队伍参与宝山、徐汇、青浦、国家会展中心方仓医院等环境清洁消杀，消杀面积近1000万平方米，并采购了2540件医用防护品；城市公司向宝山区顾村镇捐赠2万元；信衡公司向豫园街道学院居委捐赠生活物资100份价值5000元；科东公司向嘉定区有关街镇捐赠抗疫物资4批共计6.1万元；国城公司向北外滩街道久耕居委会捐赠蔬菜包30份价值3000元用于慰问独居老人；港城公司向祝桥、康桥镇捐献防疫物资折合人民币1.6万元。 数字化赋能 提升效率

城市公司数据研发部王凯整合卫健委官方发布及小区实际疫情数据，制作小区每日疫情可视化系统，供居民动态查询。他还设计了社区团购审批小程序，在提升效率的同时使流程更加合规，为居民物资保障增添一层保护屏障，他专业的“数字化”志愿服务得到了一致赞誉。 直面困难挑战

     疫情深刻影响了人们的生活和工作，正常的秩序戛然而止，为统一思想促共识，协会和行业党委多次联合下发通知，号召全体党员、干部、群众团结一心，克服困难，主动作为，保持行业各项工作不断不乱。

居家办公 业务不停

 疫情中，各机构充分利用腾讯会议、微信会议等为客户提供优质、高效、及时的专业服务。上估所各个项目组先后完成12宗出让地块预估，16个房屋征收项目基地各项开工准备工作及技术支持。沪宁公司助力上海核酸检测机构扩能，运用远程测量、云计算等新技术新思路，首次在线上完成所有评估规程。联城行通过举办线上党支部组织生活会和员工线上读书会，加强学习交流，了解疫情形势、掌握员工状态、推进工作目标。科东公司第四届“科东奖优金”颁奖仪式在腾讯会议“云端”举行，深化校企合作、协同育人。同时不少机构聚焦城市更新、乡村振兴，产业研究和数字化运用的最新成果，开展线上培训，提升员工专业能力，为正式复工做好准备。 关爱员工 保供纾困

人大代表建言献策

 全国人大代表、协会会长、富申集团董事长樊芸从5月9日至6月9日，接受上海电视台《新闻透视》采访4次，《新闻约见》采访1次，《新闻夜线》采访1次，针对中小微企业复工复产的困境和难点，建议因企施策，提振市场复工复产的信心和元气。5月29日在接受《文汇报》的采访中，她对《上海市加快经济恢复和重振行动方案》如何落地，提出了五点考核和监督的建议。 全力以赴加快复工

各机构按照市府和协会要求，严格落实防疫措施，提前做好各项复工准备，对工作场所进行全面清洁消杀，出入口张贴公司“场所码”，添置防疫物资，合计采购了近25万元的防疫物资，提高了防疫保障能力。6月1日开始，各机构陆续安排员工复工返岗。上估所在做好防疫工作的前提下，业务人员应到尽到，第一周内即完成了10份土地报告的备案，征收基地的工作也进入轨道，公司第一时间补发了全体职工三个月的工资。八达公司要求员工在考勤同时扫场所码，员工之间保持相对距离，会议以视频为主，同时对派驻交易中心的员工备齐了口罩、手套、蓝色大褂，保障他们在第一线工作必需。瑞汇公司制定了复工复产防控预案，派遣部分员工到岗试复工，对整个办公区域打扫消杀，复工当天，公司领导全面检查防疫措施落实情况。 协会领导走访调研

上海：福利院老人未死亡被殡仪馆拉走，5名相关责任人被问责

人的一生都会经历生老病死，这是自然法则，我们任何人都无法阻止。

在当今社会医学已经很发达了，有很多病症都是可以治疗的了，这也让一些身患疾病的人有了生还的机会，也让很多家庭能够继续在一起生活。

在上海有很多有很多福利院，这些福利院主要接受一些没有子女的老人，老人也可以自己申请住进福利院安享晚年。也有一些福利院是相关部门指定的福利院，专门接受没有经济收入的老人。这种做法也是对老人的一种赡养，很多费用都是相关部门给予出资的。

据了解：在北上广深这样的超一线城市的养老院，一位老人住进去，一个月最少需要1万以上的费用，有的甚至高达5万左右。这样的花销一把家庭还是无法接受的，只有经济条件好的才会把老人送去安享晚年。

而在疫情期间，上海一家福利院却发生了一个大问题，老人明明还有呼吸，养老院工作人员竟然通知了殡仪馆来拉人。

这段视频被网友上传到网络后，引发众多网友观看。

据了解：当天老人只是出现了昏迷状态，并没有死亡，而福利院工作人员直接将老人穿上衣服装起来放在床上后。就确认了老人已经死亡，直接联系了当地的殡仪馆，要求来拉人。

当殡仪馆人员接到消息后，第一时间来到福利院门口，等待福利院工作人员把死亡的老人遗体搬运出来。但是福利院人员把老人放在推车床上搬运出来后，殡仪馆人员按照要求刚好检查老人是否死亡的时候。却被福利院人员给制止了，这个时候刚好有一名殡仪馆人员发现���题。

在视频中我们看到，这位殡仪馆人员指着躺在推车床上的老人说道，他还有呼吸，没有死亡。但是福利院人员还是说老人已经死亡了，要求殡仪馆人员拉走，最后在没有办法，有人给予报警处理了。

目前老人已经被送到医院进行控制了。

有网友评论说：上海这座城市生活节奏快，没想到送人的节奏也这么快，真是让人大开眼界啊！老人明明没有死亡，却被福利院认定了死亡，更是没有经过救治，就让殡仪馆来拉人火化。

这件事情发生后，当地已经第一时间进行调查处理，相关五名人员已经被问责，涉事医生也被吊销了医师执业证。

可是对于这样的处罚并没有让人信服，因为处罚没有力度。

李律师观点：

这件事情已经涉嫌谋杀了，只是形式不一样而已。

第一点：福利院是配有相关医护人员的，是否第一时间进行确诊老人有无生命迹象问题。

第二：在救助的过程中是否有监控以及治疗记录，需要对外公开或是给予家属确认。

第三：如果没有被殡仪馆人员发现老人还活着，那么老人现在应该已经被火化了，这个责任谁来承担。

第四：老人是否在福利院受到了虐待问题，需要调查。

第五：被问责的这五人最后是如何处置的，相关负责人是否承担了责任，需要对外公布。

这五点问题需要调查清楚才是重点问题，因为人的生命是无价的，如果这件事情就这样结束了，是对生命不尊重，也是在草菅人命。
