They built a very strong emotional bond inside and outside the series, Perry is there to listen to Doof's stories and thus be able to help him overcome the traumas of the past and make him a better person, meanwhile, Doof gives companionship and honest trust in return to Perry every day of the summer, to become someone more open to new experiences and feelings, which he rarely has the opportunity to allow himself to feel while working as a secret agent. They are more than enemies, more than friends, they are irreplaceable partners in each other's lives.

MDLSAMLDMAS WOW YA’LL ARE REALLY HERE FOR THIS HUH
Okay. Aight. Time to put on my Angst Voice
So, Perry’s parents–Lawrence’s aunt and uncle–worked for OWCA once upon a time. This was way back before all of their regulations had been changed, so things were a bit different in that everything was higher stakes. Meaning that it was a dangerous occupation to have, while in the current day OWCA’s got strict rules about agent/nemesis protocol, and they have this whole process of accepting villains and agents into the program, all that jazz. Perry’s parents were the best of the best–his mother was an on-the-field agent, did everything in person, kicked ass and took names. His father was a behind the scenes kinda guy, expert hacker, the guy in the computer chair. Together they were an unstoppable team!!
However, their renown and reputation tended to land them with some pretty dangerous enemies, so after Perry was born they went into hiding for his protection. Unfortunately, OWCA’s systems aren’t as strong as they are in present day, so their database was hacked and somebody gained information to the Fletcher family’s whereabouts. What started as a simple afternoon at home turned into a bloodbath…
Perry’s parents realized that they’d been tracked, and without any time to escape or figure out a way to get to safety, they decided that they’d fight their way out. Perry’s mother sat him down and told him that they were going to play hide and seek. (At the time, he was around 7 or 8.) She told him to stay quiet for as long as he could, until they came to find him, and not to make any noise until at least a couple hours had passed if they didn’t get him before then. Perry’s dad then took him into the garage and hid him in the trunk of one of their cars, because who would think to look there? They told him they’d be back soon. Perry’s dad closed the lid of the trunk and locked it.
Sadly, while they did fight valiantly for their lives, they were totally swarmed, and were gunned down. Of course, Perry could hear all of this, but he didn’t make any noise because his parents told him not to. He sat in the trunk shaking with fear for hours until he was sure that the bad people had left. He called out for his parents, but nobody came.
For days.
Perry was stuck in that trunk for two and a half days before OWCA agents showed up to the scene. He tried everything to get out, cried for hours, begged his parents to come back. Being stuck in there was terrifying. It traumatized him so badly that he completely lost the ability to speak at all–a lot of that coming from his parents telling him not to make any noise until they came back. They never came back, so Perry went silent permanently. He also refused to go anywhere near a car (thanks dad) so OWCA literally had to bring in a helicopter to transport him.
After that, he was sent to live with his cousin Lawrence–of course, at this point Perry was still recovering from the shock and the trauma of losing his parents and being stuck in locked car trunk for two days, so he wasn’t very responsive at all to what anyone said. Still, he couldn’t be left alone at all–being alone triggered him and majorly freaked him out so somebody had to be in the room with him at all times. Over the years he slowly started to recover, got better with being by himself (somebody still had to be in the house with him, though), and learned sign language so he could start speaking again.
Perry never wanted anybody else to go through what he did, and he wanted to protect the world from people like the ones that murdered his family, so he decided to reach out to OWCA and asked if he could become an agent. They were hesitant about it at first, but they eventually complied. Perry learned about all of their rules and regulations, and after making a few suggestions they changed things around to better suit how villains would act. After a while, Lawrence started to notice how the light in Perry’s eyes came back, and how he seemed more confident and comfortable with himself. After graduating from the academy and becoming a full-fledged agent, Lawrence asked if Perry wanted to move in with him–not only bc of Perry’s. Thing about being by himself for too long (at this point, he’s okay with it, but living by himself was kinda iffy), but also because he and Perry are super close, and he wanted to keep an eye on him. And so, Perry agrees!! Which leads to Lawrence marrying Ferb’s mother, having Ferb, their messy divorce, and eventually, Lawrence moving to the US to be with Linda, and Perry tagging along!
Perry’s got a bad case of claustrophobia because of that incident, but it’s manageable most of the time. The academy trained him to be better with it, he just can’t be in a small space without any light, because it reminds him too much of the trunk :’( With his slow recovery he eventually managed to get past the barrier that prevented him from talking, but he still prefers to stay mute 99.9% of the time. He’s spoken aloud a spare few times since the incident, but honestly you could count how many on just one hand;; Living with the Flynn-Fletchers definitely made things easier, especially after Ferb was born, and meeting Candace, Phineas, and Linda.
Doofenshmirtz trapped him inside a dark tube once. After that, he never used really tight traps with enclosed spaces or any that would hinder Perry’s eyesight ever again. (He’d never seen Perry so……terrified? Unlike his usual suave, stoic self? It freaked him out almost as much as Perry)
Being with Heinz has definitely made things a lot easier for Perry, too :’) Unlike him, Heinz speaks very openly about his trauma, and seeing someone willing to relive all of that and how he braves through it every time is pretty inspiring! So things are getting better for him, slowly but surely, and it’s not as nearly as bad as it was when he was a kid. Still, though, everyone is really careful not to trigger him in any way, and Perry appreciates all the effort they go through to make sure he’s comfortable and feeling safe!
WHEW. That’s most of it :’) How’d you like Angsty Backstory Time?? Don’t worry, the suffering goes away after the fluff shows up
