if engineers, team principals, everyone with important inside knowledge about the design of a formula 1 car, choose to leave a team, they are usually subjected to one year of gardening leave in F1, meaning the team they're leaving pays them for a year to not work. that means they can't apply the sensitive information and knowledge they have about the car they were working on to the next car immediately, so when they eventually are hired by a new team the technology and information about their previous team are already outdated.
