It really bugs me when people say Bull “betrays” you. Bull never betrays anyone. That’s the problem. Bull stays loyal, no matter what. He tells you straight up that he’s an agent of the Qun. During his personal quest, you have one chance to get him to do something that forces him to become Tal Vashoth. At that point he is free to become loyal to the Inquisition. In Trespasser, a superior officer in the Qun gives him an order. If he’s still Qunari, he obeys. Tal Vashoth Bull doesn’t have to.
