Vaccinating adolescents could help prevent third wave of Covid in UK
Vaccinating adolescents could help prevent third wave of Covid in UK
Vaccinating older children and slowing down the relaxation of coronavirus restrictions are among measures that could help to prevent a third wave of Covid in the UK, according to a report from an organisation set up by the former prime minister Tony Blair. The government’s roadmap suggests all Covid restrictions could be lifted in England on 21 June. However, scientists have warned that even with…

Prince Philip makes final journey followed by Charles
Prince Philip makes final journey followed by Charles
Prince Philip began his final journey on Saturday, his coffin borne on a specially modified Land Rover hearse, followed on foot by a procession of senior royals including Prince Charles and Princes William and Harry.
Queen Elizabeth followed the procession in the State Bentley as the coffin, carried on the bespoke Defender TD 130 in military green, made its way to Philip's funeral service at St George's Chapel in Windsor Castle.
Charles and Princess Anne followed the coffin on foot, followed by their brothers Edward and Andrew. Behind them were Charles's two sons William and Harry - evoking memories of the 1997 funeral of Diana when they walked as grieving boys behind their mother's coffin.
Philip, officially known as the Duke of Edinburgh, died aged 99 on April 9.
His naval cap and sword lay on top of the coffin, which was covered with the Duke of Edinburgh's personal standard featuring the Danish coat of arms, the Greek cross, Edinburgh Castle and the stripes of the Mountbatten family.
The Band of the Grenadier Guards led the procession, followed by military chiefs. The coffin will pause for the national minute of silence at 3 p.m. (1400 GMT.) A gun fired from the East Lawn will signify the start and end of that.
Before the coffin emerged from the castle, military bands spaced out across the quadrangle in brilliant sunshine to play the prince's chosen music, including "I Vow To Thee My Country,", "Jerusalem" and "Nimrod".
In the service, which starts at 3 p.m. (1400 GMT), the 94-year-old queen will stand alone due to COVID-19 restrictions as her husband's coffin is lowered into the Royal Vault of the ancient chapel.
Philip, who married Elizabeth in 1947, helped the young queen adapt the monarchy to the changing world of the post-World War Two era as the loss of empire and the decline of deference challenged the world's most prominent royal family.
She has now been widowed just as she grapples with one of the gravest crises to hit the royal family in decades - allegations of racism and neglect by it from her grandson Harry and his American-born wife Meghan.
ATTENTION ON HARRY
Much media attention will focus on the royals' behaviour towards Harry as he makes his first public appearance with the family since the couple gave an explosive interview to Oprah Winfrey last month.
In the interview they accused one unnamed royal of making a racist comment, and said Meghan's pleas for help when she felt suicidal were ignored.
The couple, who moved to Los Angeles and quit royal duties last year, laid bare their perceptions of the family's attitudes in what amounted to a critique of the old-fashioned customs of an ancient institution.
Meghan said she had been silenced by "the Firm" while Harry said his father, Charles, had refused to take his calls. Harry said both Charles and his brother William were trapped in the royal family.
Meghan will watch the funeral at her home in California after she was advised by her doctor not to travel while pregnant, a source familiar with the situation said.
Mourners will eschew the tradition of wearing military uniforms, a step newspapers said was to prevent embarrassment to Harry, who despite serving two tours in Afghanistan during his army career, is not be entitled to wear a uniform because he was stripped of his honorary military titles.
"We're not going to be drawn into those perceptions of drama, or anything like that," a Buckingham Palace spokesman said. "This is a funeral. The arrangements have been agreed, and they represent her majesty's wishes."
Prince Andrew, who stepped down from public duties in 2019 over controversy surrounding his what he termed his "ill-judged" association with late U.S. financier Jeffrey Epstein, had wanted to wear an admiral's uniform at the funeral, British media reported.

QUEEN ALONE
The palace has emphasised that while the occasion will have the due pageantry that marks the passing of a senior royal, it remains an occasion for a mourning family to mark the passing of a husband, father, grandfather and great-grandfather.
There will be just 30 mourners inside the chapel for the service because of COVID-19 restrictions.
Archbishop Welby, leader of the worldwide Anglican Communion, said he expected the funeral to resonate with the millions of people around the world who have lost loved ones during the pandemic.
Philip's dedication to his duty earned him widespread popularity in Britain, but he was also criticised by some for a number of off-the-cuff racist or abrupt comments which shocked princes, priests and presidents.
"He was authentically himself, with a seriously sharp wit, and could hold the attention of any room due to his charm and also because you never knew what he might say next," Harry said of his grandfather.
British television stations have cleared their schedules to show the funeral and millions are due to watch, though there have been over 100,000 complaints to the British Broadcasting Corporation over its blanket coverage since Philip died.
Philip was a decorated Royal Navy veteran of World War Two and his funeral, much of which was planned in meticulous detail by the prince himself, will have a strong military feel, with personnel from across the armed forces playing prominent roles.

U.K. PM Boris Johnson will not attend Prince Philip's
U.K. PM Boris Johnson will not attend Prince Philip's
LONDON — Britain's Prime Minister Boris Johnson will not attend Saturday’s funeral for Prince Philip to allow as many members of the royal family as possible to be present amid coronavirus restrictions, his office said in a statement Saturday.
“Only 30 people can attend the funeral of HRH The Prince Philip, Duke of Edinburgh,” the statement said. “The prime minister has throughout wanted to act in accordance with what is best for the royal household, and so to allow for as many family members as possible will not be attending the funeral on Saturday.”
Although England is set to come out of its latest Covid-19 lockdown on Monday, there are still substantial restrictions on mass gatherings, including limitations to how many people can attend funerals and weddings.

Attendees will also have to respect social distancing guidelines and keep 6 feet apart from people outside their household, the rules state.
Prince Philip’s funeral will be a much more subdued affair than was originally planned due to, in large part, the pandemic restrictions, but also his own wishes.
Buckingham Palace said Saturday that the ceremonial funeral will take place in St. George's Chapel in Windsor Castle where he died at 99 on Friday, without any public access.
The procession will take place entirely within the grounds of the 11th century palace and will be broadcast live from the small town around 30 miles west of the capital.
It will not be a state funeral, reserved for ruling monarchs, and his body will not lie in state.
The palace said Philip's naval cap and sword will be placed on top of his coffin before it is transported from the castle to the chapel in a purpose-built Land Rover that he helped to design. Prince Charles and other senior royals will follow on foot.
Ahead of the ceremony, a national minute's silence will be observed.
On Saturday, Prince Charles, the heir to the British throne, thanked the public for their condolences following his father’s death, saying his "dear papa" will be missed "enormously."
Since Philip's death, flowers and messages of support have been piling up outside Windsor Castle and Buckingham Palace, but the royal family has asked people to make donations to charities instead over pandemic concerns. Gun salutes rang out in Philip's honor across the nation on Saturday.
Members of the royal family also visited the grieving Queen Elizabeth II at Windsor Castle.
“The queen has been amazing,” said a tearful Sophie, the Countess of Wessex, as she left with her husband Prince Edward, the youngest son of the monarch.
Prince Harry, one of Prince Philip's eight grandchildren, is expected to travel from the U.S., where he now lives with his wife Meghan Markle, for the funeral, a Buckingham Palace spokesperson said Saturday. However, Markle, who is pregnant with their second child, has not received medical clearance to travel from her physician, according to the palace.
All eyes will be on Harry and his interactions with his family after the couple's bombshell interview with Oprah Winfrey last month, exposing a raft of allegations about the Duke and Duchess of Sussex's lives before and after their split with the royal family.
The palace said Prince Harry will be following Covid-19 protocols for travel to and from the U.K.
Under current regulations, travellers arriving from the U.S. have to quarantine for 10 days, but they have an option of taking a Covid-19 test after five full days of isolation and end their quarantine early if the test is negative.
Federal health authorities recommended Tuesday that providers temporarily stop administering the Johnson & Johnson Covid-19 vaccine while they investigate a potential link to very rare blood clots.
Six women between the ages of 18 and 48 developed blood clots after receiving the Johnson & Johnson vaccine. One person died, and another is in critical condition, the Food and Drug Administration said.
"We are recommending this pause while we work together to fully understand these events, and also so we can get information out to health care providers and vaccine recipients," Dr. Janet Woodcock, acting FDA commissioner, said during a briefing Tuesday.
The review is expected to be completed quickly, lasting "a matter of days," officials said.
The clots are considered extremely rare. Overall, more than 6.8 million people in the U.S. have received the Johnson & Johnson vaccine.
No such issues have been reported with the Covid-19 vaccines made by Pfizer-BioNTech or Moderna, health officials said.
In a statement, Johnson & Johnson said it was aware that blood clots had been reported with some Covid-19 vaccines, but that "no clear causal relationship has been established between these rare events" and its shot.
"We continue to work closely with experts and regulators to assess the data and support the open communication of this information to healthcare professionals and the public," the company said.
The pause "will not have a significant impact" on the country's vaccination plan, Jeff Zients, the White House Covid-19 Response Coordinator, said in a statement, adding that there is "more than enough supply" to meet President Joe Biden's "goal of 200 million shots by his 100th day in office."
The Centers for Disease Control and Prevention will convene its vaccine advisory committee on Wednesday to look into the possible link between the Johnson & Johnson vaccine and blood clots.
"I know that the information we're providing today is going to be very concerning to Americans who have already received the Johnson & Johnson vaccine," Dr. Anne Schuchat, principal deputy director for CDC, said during the briefing. "For people who got the vaccine more than a month ago, the risk is very low."
For those who recently got the Johnson & Johnson vaccine, Schuchat advised to be aware of sudden, severe headaches, abdominal pain or shortness of breath.
The six people who experienced clots were all women whose symptoms began six to 13 days after vaccination, the FDA and CDC said. They developed a type of blood clot in the brain called a cerebral venous sinus thrombosis, or CVST, as well as low levels of blood platelets.
Usually, people with blood clots are treated with a blood thinner called heparin. But in rare cases, the immune system reacts to the drug in a phenomenon called heparin-induced thrombocytopenia, which increases the risk for clotting.
For this reason, giving those who develop CVST heparin might actually be dangerous. Other blood thinners or medications may be more appropriate, officials said.
The call for a pause mirrors a situation that played out in Europe last month.
Some European governments paused the rollout of the Oxford University-AstraZeneca vaccine after a similarly tiny number of people suffered CVST blood clots. The AstraZeneca vaccine uses the same type of technology as the Johnson & Johnson shot.
Most European countries have since resumed administering the shot, but with a messy patchwork of different age restrictions and other guidelines. There is some evidence that as a result of this widely publicized fear, public trust in this vaccine is lower than others that are available.
The situation in Europe has divided experts, with some saying that governments could not ignore the possible link, and others saying that the pause may have increased infections and hesitancy, damage that far outweighs the dangers from these extremely rare side-effects.
Meanwhile, Johnson & Johnson also announced it will "proactively delay the rollout of our vaccine in Europe" while the company reviews potential cases overseas.

Apple and Google block update of Covid-19 app in England and Wales
Apple and Google block update of Covid-19 app in England and Wales
Tech companies feared refresh would breach privacy rules set out in agreement last year with government
An update for the Covid-19 app used in England and Wales has been blocked by Apple and Google, after they found that it breached privacy rules set out in the agreement with the government.
Link: https://www.nace.org/network/members/profile?UserKey=d91abc06-3042-43e0-b858-884e319e5d83 https://www.nace.org/network/members/profile?UserKey=2d2df552-4387-40c1-b5bd-2131ae54fcc5 https://www.nace.org/network/members/profile?UserKey=370342f9-4bb6-4cc9-acd4-94157640a9f3 https://www.nace.org/network/members/profile?UserKey=eb3a3c85-648a-450a-8d9b-c91f04b2499a https://www.nace.org/network/members/profile?UserKey=b42c848c-da7f-425e-a4a7-30ca8658451a
The update would have meant that users who tested positive for Covid-19 would be asked to upload details of venues they had checked into recently.
But according to people briefed on the decision, the companies did not make the update available for download from app stores at the allotted time last week — which was designed to coincide with the relaxation of coronavirus lockdown restrictions in England this week.
The UK’s Covid-19 contact tracing app has had a tumultuous ride over the past year. The original app, designed by NHSX, the health service’s innovation arm at a cost of £12m and scrapped last June, was built to store information on people’s symptoms and location on a centralised database — a feature that alarmed privacy campaigners.
Instead, ministers adopted technology designed by Google and Apple, which would only allow “decentralised” storage of information about user contacts on individual phone handsets.
The function of scanning a QR code to “check in” to venues has been used from the start, but at no point has this data been accessible to others. The new update would have meant that users who tested positive for the virus would be given the option to upload a log of recent locations they had visited.
Both Apple and Google had banned health authorities from storing or sharing patient or location data in their original agreements with governments.
“The government should not be able to update software to make it more intrusive without regulatory and legislative safeguards kicking in,” said Jim Killock, executive director of the Open Rights Group, a digital campaigning organisation. “The Government has given no reason to be trusted on privacy during the pandemic, which continues to risk public trust in their health efforts.”
Apple and Google’s Exposure Notifications System FAQ states that apps involved must “not share location data from the user’s device with the public health authority, Apple, or Google”.
A separate document, highlighted by the BBC which first reported the story on Monday, stated that “a contact tracing app may not use location-based API’s . . . and may not collect any device information to identify the precise location of users”.
The department for health said: “The deployment of the functionality of the NHS Covid-19 App to enable users to upload their venue history has been delayed”.
It stressed that the delay would not impact the functionality of the app and added: “We remain in discussions with our partners to provide beneficial updates to the app which protects the public.”
The health department also stated the app does not track individuals and does not hold personal information about individuals such as name, addresses or dates of birth.
One person with knowledge of the situation said Apple was seeking a solution to the current impasse with the government. Google declined to comment on the move.
It will still be a requirement for all members of a party to either check in using the app, or leave their contact details, when visiting outdoor hospitality from April 12.
The app will notify someone and recommend they take a test if an app user has scanned a venue QR poster on the same day that multiple individuals have attended and subsequently tested positive.
According to recent research produced by the Alan Turing Institute and Oxford university, the NHS contact-tracing app has prevented the transmission of hundreds of thousands of Covid-19 cases in England and Wales.
The researchers estimated that every 1 per cent increase in app users can reduce coronavirus cases by as much as 2.3 per cent.
The app has received more than 104m venue check-ins from its nearly 22.3m users.

Virus hotspots could lead to third Covid wave in UK
Virus hotspots could lead to third Covid wave in UK, scientists warn
Leading scientists have warned that the government is risking a third wave of Covid-19 by easing the lockdown at a time when official data still shows virus hotspots across many parts of the country.
With the UK poised to lift many Covid restrictions on Monday, the scientists accuse ministers of abandoning their promises to “follow the data, not dates” in a rush to reopen society and the economy.
A more cautious, sensible approach would be to wait until more among the tens of millions of people who have yet to be inoculated have had their vaccinations, they say. In addition, they point out that without an adequate system for isolating people who become infected, there could be significant rises in daily Covid cases that could erupt over the next few weeks.
Stephen Griffin, of Leeds University medical school, told the Observer: “There are areas in West Yorkshire, the Black Country and other regions that still have high infection rates. However, many people there cannot afford to self-isolate. We need to tackle that issue urgently or the virus will come back again.”

The government has said it would not lift restrictions until infection levels are low enough but Griffin said that its promise to follow “data not dates” now appeared to have been abandoned.
“It’s worrying,” he added. “They are saying one thing and doing another – again. There are far too many virus hotspots and not enough attention being paid to controlling infections that might spread from them.”
While the average number of cases per 100,000 people is 30.7 across the whole UK, 28 local authority areas have at least double that number, with five – Wakefield, Barnsley, Mansfield, Corby and Clackmannanshire – recording at least three times as many.
Professor Lawrence Young of Warwick medical school added: “The test, trace and isolate system that is supposed to contain outbreaks has not worked well, and even when people test positive, they are not isolating. We need a properly funded system for quarantining infected people. We don’t have that and that raises the risk we could head back into trouble again quite quickly.”
While there is still criticism in scientific circles, overall approval for the government’s handling of the pandemic is now positive for the first time since May 2020, in the latest sign that the vaccine rollout has helped transform its fortunes.
The latest Opinium poll for the Observer found that 44% now approve of the government’s Covid handling, with 36% disapproving. Driving the approval is support for the vaccine distribution programme, with 72% approving of the efforts and only 8% disapproving. Support is high even among Labour (71%) and SNP voters (57%). A majority of voters (54%) believe the government’s roadmap out of Covid restrictions is at about the right pace, up slightly from 47% a fortnight ago.
Scientists also worry that vaccine acceptance by younger people could be affected by reports of rare cases of blood clots being linked to the AstraZeneca jab. “That is also a concern,” said Young. “The government needs to generate a really strong communication campaign around the vaccine to reassure people that everything is safe.”
The poll shows clear majority support among the public for taking the vaccine but concerns among young people over possible side-effects. Among those who haven’t been offered a vaccine, 59% of 18-34-year-olds said they definitely would take one if offered and 17% probably would. Among the same age group, 44% said they were concerned about adverse effects, up from 42%.
From tomorrow, food and drink can be served outside again while non-essential retailers will reopen, along with gyms, hairdressers, spas, libraries and community centres. Overnight stays away from home in England will be permitted and self-contained accommodation can reopen, though only for members of the same household or support bubble. Zoos, theme parks, drive-in cinemas and drive-in performances events can also reopen.
Further easing of restrictions – including allowing two households to meet indoors – are likely on 17 May. Some scientists fear that case numbers will need to be far lower before the next set of restrictions are lifted.
The government announced on Saturday that a further 40 people had died within 28 days of testing positive for Covid-19, bringing the UK total to 127,080.
Meanwhile, the government faced renewed criticism over its Covid travel policy. A travel trade body on Saturday called for an investigation into the costs of coronavirus tests for people in the UK wanting to go abroad on holiday this year.
A “framework” for the resumption of overseas leisure travel has been announced by the transport secretary, Grant Shapps, which includes requiring all passengers to take pre-departure and post-arrival coronavirus tests. Post-arrival tests must be the PCR type, which cost about £120.
The requirement has led to a furious backlash from the travel industry, which wants travellers from low-risk countries to take lateral flow tests, which are cheaper and quicker.

Europe faces another Easter of Covid restrictions
Europe faces another Easter of Covid restrictions
Europe may not be subject to the drastic lockdown measures introduced to combat the first wave of coronavirus a year ago, but many countries still face another Easter of greatly reduced meeting and movement.
In France, new restrictions come into effect across the country from 7pm on Saturday that limit travel to within 10km (six miles) of home, absent one of the allowed “imperative” reasons. Sworn declarations known as “attestations” will be necessary for anyone travelling outside these rules.

These restrictions are already in effect in Paris and some other departments and were extended in an announcement by Emmanuel Macron on Wednesday evening. A 7pm to 6am curfew has been extended to the whole country. However, in a surprising move, Macron said there would be a “tolerance” for people wishing to go somewhere beyond the 10km limit this Easter weekend, until 7pm on Monday, which is a bank holiday – .
The interior minister, Gérald Darmanin, said that after 7pm on Monday, when the tolerance ends, police and gendarmeswould be dispatched to ensure the rules were enforced. From that point on, interregional travel will be banned.
The French are being encouraged not to meet for family Easter gatherings because of the increased risk of coronavirus contamination and spread.
Travel in and out of the country is not encouraged and is subject to rules and Covid-19 tests. It is easier to enter France from another EU nation, but travellers must still show a negative PCR Covid test. From the UK you can only enter France under certain stricter conditions, which also apply to arrivals from other countries. The rules do not apply to the thousands of cross-border workers.
In Belgium, the Easter holidays officially take place from Saturday to 18 April but started a week earlier for pupils and parents. The government closed schools from 26 March as part of a tightening of its long-running lockdown.
As part of its response to a rise in cases, the government also maintained a ban on non-essential travel in and out of the country, a move criticised by the European commission. The tourism ban will be in place until the end of the holiday period. So-called “nonessential” journeys are still allowed within the country, which means day trips or a few days away from home are possible. Holiday parks, hotels and campsites are open, but restaurants and bars remain closed.
After recent chaotic scenes at Brussels-Midi train station, where huge crowds of people were left waiting for trains to the coast, people are being advised to avoid visiting resorts such as Ostend and Knokke. The Belgian rail company SNCB said that for Easter it was reducing capacity on trains to the coast to 50%, with only window seats used on services.
Spain remains under a state of emergency and subject to an overnight curfew that varies from region to region as a fourth wave of the virus begins to take its toll.
Travel between different regions is not allowed except for emergency reasons, denying many Spaniards their Easter jaunts or visits to celebrate with their extended relatives. The restrictions have annoyed some people, especially as visitors from other European countries are allowed to travel to Spain by air or sea as long as they show a negative result for a PCR test taken no more than 72 hours prior to arrival.
Travel between the Balearic islands is allowed, but bars and restaurants must close at 5pm and the night-time curfew applies from 10pm. Groups at bars and restaurants are limited to four people.
A recent influx of French tourists who had travelled to Madrid to escape lockdown restrictions at home has raised eyebrows in Spain, but their presence has been welcomed by the hospitality industry. Spaniards are also allowed to travel abroad, subject to the rules governing visits to other countries.
This week Portugal’s interior ministry announced that people arriving from countries with an incidence rate of more than 500 cases per 100,000 population over the previous 14 days would have to quarantine for two weeks and could come on essential business only. The quarantine period also applies to people whose journey originated in the UK, Brazil or South Africa.
All arriving passengers must show a negative PCR test from the previous 72 hours. Flights to and from the UK and Brazil remain prohibited except for repatriation flights.
Portugal was put under a second lockdown in mid-January, and on 28 January it registered a record one-day tally of 16,500 new infections. There has since been a drop in cases, allowing the government to ease restrictions gradually.
In Greece, small retail shops will reopen for business from Monday under so-called click-away and click-in-shop modes, meaning consumers will need to make appointments and comply with a three-hour limit for shopping.
Bars and restaurants remain closed with the centre-right government threatening to step up penalties for owners who allow customers to gather with drinks outside premises. But bans on movement have been eased in what has been described by officials as “decompression valves” aimed at managing mounting fatigue with restrictions. From Saturday people will be able to drive beyond the limits of their municipality to exercise or get fresh air.
The first trickle of tourists has begun flying into the country, with Germans who could prove they had been vaccinated or had negative PCR tests arriving in Crete last weekend. With hotels closed, most are staying in pensions and rented accommodation. Britons with second homes in Greece have also arrived ahead of Easter. New arrivals are required to self-isolate for a week and will have to adhere to strict lockdown measures, including notifying authorities by text message of their movements once quarantine periods end.
Travel in and out of Germany is permitted, but travellers have to provide a negative Covid test before boarding an inbound flight, whether or not the area they are travelling from is classified as a “risk area”.
Holiday trips within Germany are discouraged, with hotels across the country only allowed to accommodate travellers for “necessary and expressly non-touristic” purposes, such as people on business trips. The same rule applies to campsites.
Outdoor Easter egg hunts with grandparents are allowed, though staying with them for the weekend is only permitted for small groups. No more than five people over the age of 14 and from two separate households are allowed to meet indoors.
The whole of Italy will be in a “red zone” lockdown over the Easter weekend, with bans on travelling beyond home towns or regions. However, people can still travel abroad – a measure that provoked much ire among Italians amid airport scenes of their fellow citizens preparing to flee to places such as the Canary Islands for the Easter break. Last week the government made it mandatory for anyone arriving from an EU country before 6 April to quarantine for five days and take a Covid-19 test at the end of the quarantine. Similar measures were already in place for non-EU countries.
The red zone measures are not as tough as those in place last spring, as people are not forced to stay at home. They can walk or exercise close to home, and a maximum of two people (not counting children under 14) are permitted to visit another household within their town no more than once a day. Families can also travel to second homes, apart from in regions where there is a ban, such as Sardinia and the Aosta Valley.
Ireland remains under maximum-level pandemic restrictions, with a 5km travel limit and a mandatory 12-day hotel quarantine for travellers from 32 countries deemed high risk. From 6 April another 26 countries – none from the EU – will be added to the quarantine list.
Health officials wanted to add even more countries, including France, Germany, Italy and the US, but faced resistance from the attorney general and foreign ministry.

Boris Johnson prepares to outline tests for restart of foreign travel
Boris Johnson prepares to outline tests for restart of foreign travel
Boris Johnson is preparing to outline the tests the government will use to determine whether foreign travel could resume this summer, after four more countries were added to the “red list” of areas from which almost all arrivals are banned.
The government announced on Friday that the Philippines, Pakistan, Kenya, and Bangladesh would join 35 other countries on the list, as ministers sought to prevent potentially vaccine-resistant variants of Covid-19 from entering the UK.

UK and Irish nationals and residents can return from red-list countries but they must pay to enter compulsory hotel quarantine.
The changes will come into effect at 4am on 9 April. “The government has made it consistently clear it will take decisive action if necessary to contain the virus and has added these destinations to the red list to protect public health,” a government statement said.
To the dismay of some experts, ministers have rejected the idea of widening the list to include European countries such as France and Germany, where a third wave of Covid infections is causing growing concern about the potential for mutations.
“It is bonkers,” said Gabriel Scally, a visiting professor of public health at the University of Bristol and a member of the Independent Sage committee, adding that everyone entering the country should go into hotel quarantine.
“The biggest risks are from countries on our doorstep where the virus is engaged in exponential growth, it is out of control, and France is definitely one of them.”
He added: “The only thing that is saving the UK at the moment is the high levels of vaccination – but the government is putting all that progress at risk by having a public health policy on our borders that is a leaky sieve.”
Dr Kit Yates, the co-director of the centre for mathematical biology at the University of Bath and also a member of Independent Sage, said the risks would increase as Covid restrictions were eased, potentially increasing the R-number.
“New importations have occurred at a time when the reproduction number has been less than one and chains of transmission are more likely to be broken naturally,” he said. “The worry is that this will no longer be the case as we begin to open up.”
The R number is the average number of people an infected person goes on to infect: when it is above 1 an epidemic can grow exponentially and when it is below 1 the disease will eventually fizzle out. Among concerns, Yates noted the South Africa variant was at high levels in countries which were not yet on the government’s “red list”.
The prime minister told the liaison committee of senior MPs last week that placing France on the red list could not be ruled out, but underlined the close trading and other ties between the two countries that would make it difficult to implement.
“We are certainly looking at that but people should be under no illusions that it would have consequences,” Johnson said, stressing the high volume of cross-channel trade.
The prime minister is expected to set out further details on Monday of how and when foreign travel could potentially resume, with a No 10 source warning the government would continue to be “pretty tough on borders” for the time being.
Ministers are known to be considering a “traffic light” system, with the toughest quarantine and testing restrictions applied to red list countries, while quarantine-free travel could potentially be opened up to “green” countries.
Government sources confirmed that a key criterion in deciding which countries would be “green” would be the proportion of the population that is vaccinated, as well as the prevalence of “variants of concern”.
Places with the highest rates of vaccination at present include the US, Israel, Chile and the Maldives.
The government’s roadmap says foreign travel will not resume before 17 May at the earliest. For the time being, travel for all but a few essential purposes remains banned.
In Kenya, the travel ban to the UK had been widely predicted, and reaction has been largely muted. But some in the eastern African economic powerhouse and major tourist destination accused the UK of “medical racism”.
“Once the US, UK and EU reach herd immunity by June, it will close itself against Africa, Latin America, Middle East and Asia. It will be medical racism,” Donald Kipkorir, a lawyer in Nairobi, told the Nation newspaper.
Others pointed out that the ban came days after British soldiers tested positive for Covid-19 after arriving in Kenya. The British army training camp in Kenya has been placed in enhanced isolation after positive tests by a “very small number of soldiers”, the British high commission in Nairobi said.
The decision will reinforce widespread resentment at western measures to protect economies and public health, as even wealthier African countries struggle to procure vaccines. The ban will further damage the Kenyan tourist industry, removing one of the few remaining direct transport links between the UK and sub-Saharan Africa.
Health campaigners in the Philippines lamented the travel ban. Dr Joseph Carabeo, the co-convener of the campaign group Shape Up, which has campaigned for changes to Manila’s Covid strategy, said the UK’s decision was understandable, given the surge in infections.
But he added that he hoped the UK would recognise that sharing vaccine supplies fairly around the world would also protect the British public in the long term. “Even if you have herd immunity in your country, it is still a small globe,” he said.
In Pakistan, where cases are also surging, the prime minister, Imran Khan, has said the recent variant of the virus has been brought by people from the UK who have travelled to Lahore, Islamabad and Peshawar.
