They didn't have twin girls because I wanted their eldest to be a boy and it couldn't be boy-girl twins because they would be married, so Vaella couldn't marry him. I didn't want identical twin boys so Viserys and Visenya could be the only dragon twins in their lifetimes. Hope this makes sense!
