Brianne is a RDA corporate director, not a scientist or researcher as the majority of members working for the SciOps subdivision she runs. She answers only to the Administrative Head, Charles Stringer, while all workers within her subdivision, including lab heads, answer to her. The second Pandoran Operation is considerably larger than the previous campaign thus it requires a larger administrative team.

As director, she is tasked with oversight, keeping the labs, programs (including the restarted Avatar Program), and its workers running both physically and financially. The latter includes allocating funding to labs and programs and advocating for research project needs amid limited resources. This task is easier said than done especially when the bigger picture (and the value of certain research projects) is not acknowledged or more so not understood administratively. Brianne tries to function as a bigger-picture administrator who does not dismiss seemingly low or slow-yield research. At the same time, she remains financially inclined and understands the need to meet the expectations of the RDA. 
Research is always at the mercy of resources and researchers constantly need to validate their program’s viability. Budget cuts happen. An example is marine biologist Ian Garvin’s ocean research, which Brianne advocates as high value. His forthcoming discovery of amrita (an agent that stops human aging found in the glands of tulkun) proves as much. The problem is that what was research transitioned into a resource hull and the mass hunting of tulkun to procure product to fund the operation. The ocean exploration was overtaken by CetOps (the naval arm) and the imposition of a quota to fulfill. Just as the RDA will not stop mining unobtanium, Brianne can do little to stop the hulling of amrita. She did, however, advocate for Garvin to continue his research alongside the CetOps hunters (to keep an eye on operations, reporting back to her, and making sure they don't hunt near the coastline villages which would cause even more hostility with the Metkayina who view the tulkun as sacred).
When the hostilities with the Na’vi resistance escalate and SecOps places the entire operation in the RDA's version of martial law, many SciOps programs are strained. The director's hands may be even more tied, but she doesn't stop advocating for her subdivision's needs. As always she's tireless with this, but not perfect. She's both Grace Augustine and Parker Selfridge combined.
