In a late night order, in what seems to be the beginning of the end of the lockdown, the Ministry of Home Affairs on Friday ordered the exemption of all shops under the Shops and Establishment Act of States/UTs, including shops in residential complexes and market complexes — except shops in multi-brand and single-brand malls — outside limits of municipal corporations, from revised consolidated lockdown restrictions. One month into lockdown, concerns over economic impact grow After 30 days of lockdown, a high-level group of top bureaucrats, comprising of Union Home Secretary and his counterpart in the Department for Promotion of Industry and Internal Trade, reviewed measures to speed up economic and industrial activities and held a video conference with representatives of industry associations. Home Ministry Joint Secretary Punya Salila Srivastava said feedback is being taken from industrial units and their problems are being addressed. She said certain quarters of the industry and exporters have raised concerns over some new guidelines, saying it was difficult for them to implement those for partial resumption of their factory operations. Srivastava said progress in economic activities, especially in rural areas, is being witnessed, and added that road construction, brick kilns and cement manufacturing related works have also started. Later in the evening, the Home Ministry also clarified that some lockdown guidelines have been misinterpreted and no legal action will be taken against a company CEO, nor a factory will be sealed, in case an employee tests positive for COVID-19. In another significant decision, the government froze inflation-linked allowance for its 1.1 crore employees and pensioners, a move states are likely to replicate, in order to save a combined Rs 1.2 lakh crore. Industry body CII said India's GDP, in the baseline scenario, is expected to grow at just 0.6 percent on an annual basis as economic activity is expected to remain constrained due to continuing restrictions on the free movement of goods and people beyond the lockdown period. In the most optimistic scenario, which envisages a faster pick-up in the aftermath of the lockdown, the GDP is expected to register a growth of 1.5 percent. In case of a more prolonged outbreak, where the restrictions in existing hotspot regions get extended, while new regions are identified as ‘hotspots' leading to intermittent stop and start in economic activity, the GDP is likely to decline by 0.9 percent, it added. Separately, Fitch Ratings also slashed India's growth projection to 0.8 per cent for 2020-21, saying that an unparalleled global recession was underway due to disruptions caused by the coronavirus pandemic and resultant lockdowns. India reports highest single-day spike, but rate of recovery improving According to a PTI tally of figures announced by various states and union territories, the number of confirmed cases has reached 23,577 with at least 743 deaths, while nearly 5,000 patients have recovered and have been discharged. Maharashtra alone has reported more than 6,400 cases and at least 283 deaths, while Gujarat has seen over 2,600 confirmed infections with over 100 deaths and Delhi has more than 2,300 cases with 50 deaths. Madhya Pradesh, Rajasthan, Uttar Pradesh and Tamil Nadu have also reported large number of cases. While asserting that the growth of coronavirus cases in the country has been more or less linear and not exponential, it also said testing has been ramped up consistently. Addressing a daily press conference on the COVID-19 situation in the country, CK Mishra, the chairman of Empowered Group Two, said testing has been a "crucial weapon" during the 30-day lockdown period, which began on 25 March 24, to ascertain if one has contracted the disease or not. As on 23 March, nearly 15,000 tests were done across the country and by 22 April more than 5 lakh tests were conducted, which is about "33 times in 30 days", he said, adding, "But we are conscious of the fact that this is not enough and we have to continuously ramp up testing in the country and we will do that." One of the empowered groups formed to suggest measures to ramp up healthcare, put the economy back on track and reduce misery of people once the lockdown is lifted, Empowered Group Two is tasked with coordinating availability of hospitals, isolation and quarantine facilities, disease surveillance, testing and critical care training. "The growth of COVID-19 cases has been more or less linear, not exponential; this indicates that the strategies we adopted have succeeded in containing the infection to a particular level. Post imposition of lockdown, while the number of new positive cases has increased by 16 times, testing increased by 24 times," Mishra added. "Despite a 24-fold increase in testing, the percentage of positive cases is not rising. The percentage of positive cases as a ratio of testing is more or less the same as that a month ago," he said. Mishra also claimed that India has done better than a majority of developed countries with respect to the percentage of test cases yielding positive results. He said South Korea is among the countries that have done better than India. "We need to evolve our strategy based on the current position... We seem to be doing well so far with our strategy which is intensely focused on areas where we see a lot of positivity and action happening. Our testing strategy has been focused, targeted and continues to expand," he said. Situation in Hyderabad, Ahmedabad, Surat 'especially concerning' The COVID-19 situation is “especially serious” in major or emerging hotspots like Ahmedabad, Surat, Hyderabad, Chennai and Thane, the Centre said on Friday, as it rushed inter-ministerial central teams(IMCT) to monitor the situation in these cities. The assessment by the MHA came on a day when Ahmedabad Municipal Commissioner Vijay Nehra said the number of COVID-19 patients in the Gujarat capital may grow to eight lakh by the end of May if the current four-day period of doubling of the cases continues. So far, Ahmedabad city has reported 1,638 cases, the highest in Gujarat which accounted for over 2,600 infections. Four teams headed by Additional Secretary-level officers will visit Ahmedabad, Surat, Hyderabad and Chennai, MHA Joint Secretary Punya Salila Srivastava told a press conference. These teams will be in addition to the six IMCTs constituted earlier, she said. The teams have been constituted for a spot assessment of the COVID-19 hotspot districts. The six teams are in Mumbai, Pune (Maharashtra), Indore (Madhya Pradesh), Jaipur (Rajasthan) and West Bengal (one team for Kolkata and adjoining districts and the other for North Bengal). The team in Mumbai will also visit Thane. Political nitpicking over crisis continues Political nitpicking gained steam on Friday as several non-BJP ruled states alleged partisan behaviour by the Central Government. Meanwhile, West Bengal chief minister Mamata Banerjee was locked in a tussle with the state's governor Jagdeep Dhankhar. Congress president Sonia Gandhi accused the BJP of spreading the virus of communal prejudice and hatred in the country, asserting that "grave damage" is being done to India's social harmony. Rahul Gandhi said issues of migrant workers must be addressed as the first priority and lockdown beyond 3 May should only be continued in COVID-19 hotspots and not in green zones, while his sister and Congress general secretary Priyanka Gandhi Vadra demanded that migrant workers stuck at various state borders due to the lockdown be permitted to return to their native places after due testing and precautions. Chief ministers of Congress-ruled states, on the other hand, hit out at the Central Government for not providing financial assistance to them, asking how will the country win the battle against COVID-19 in this time of crisis. West Bengal governor Dhankhar mounted a fresh assault on West Bengal chief minister after her missive on Thursday where she accused him of "repeatedly interfering" in the functioning of her government and reminded him she is the elected chief minister of a proud state and he is a nominated governor. Dhankhar said the chief minister's "outburst" is an alibi strategy to cover up "monumental failures" in tackling the  COVID-19 pandemic in the state. Urging the TMC supremo "to shun politics and confrontational approach", Dhankhar said her conduct is only compounding the miseries of the people. He also accused her of "explicitly appeasing" the minority community, while referring to the Tablighi Jamaat congregation in New Delhi, which has often been blamed for the spurt in the novel coronavirus cases. There have been allegations from various quarters that the state government is hiding coronavirus cases and deaths. Banerjee had earlier slammed the Centre for sending the teams to look into the states preparedness for tackling the COVID-19 outbreak and alleged that faulty testing kits were dispatched to the state. India's second Covid wave hits like a 'tsunami' as hospitals buckle under weight Graveyards are running out of space, hospitals are turning away patients, and desperate families are pleading for help on social media for beds and medicine. India reported 295,041 cases of coronavirus and 2,023 deaths Wednesday, its highest rise in cases and highest death increase recorded in a single day since the beginning of the pandemic, according to a CNN tally of figures from the Indian Ministry of Health. “The volume is humongous,” said Jalil Parkar, a senior pulmonary consultant at the Lilavati Hospital in Mumbai, which had to convert its lobby into an additional Covid ward. “It’s just like a tsunami.” “Things are out of control,” said Ramanan Laxminarayan, director of the Center for Disease Dynamics, Economics and Policy in New Delhi. “There’s no oxygen. A hospital bed is hard to find. It’s impossible to get a test. You have to wait over a week. And pretty much every system that could break down in the health care system has broken down,” he said. To prove his point, at least 22 Covid-19 patients who were on ventilator support died Wednesday waiting for oxygen supplies that were lost in an accident, a senior official from the Nashik district in the Indian state of Maharashtra said. Prime Minister Narendra Modi addressed the nation on Tuesday, acknowledging the country’s “very big battle” against Covid-19. He appealed to states to “use a lockdown as their last option,” even as the capital New Delhi entered its first full day of a week-long lockdown. On Monday, Delhi Chief Minister Arvind Kejriwal warned that failing to halt movement in the city could lead to “tragedy.” “We don’t want to take Delhi to a place where patients are lying in hospital corridors and people are dying on roads,” Kejriwal said. On Tuesday, he warned that some Delhi hospitals were “left with just a few hours of oxygen,” as authorities scrambled to convert sports complexes, banquet halls, hotels and schools into much-needed treatment centers, with the goal to add 6,000 additional beds within days. “Our healthcare system has reached its limit. It is now in a state of distress. It has not collapsed yet but it is in distress,” Kejriwal said. “Every healthcare system has its limits. No system can accommodate unlimited patients.” With shortages being reported across the country, local and state leaders appealed to the federal government for more oxygen and medicine. Modi appeared to answer those calls on Tuesday, announcing plans for the delivery of 100,000 cylinders of oxygen nationwide, new oxygen production plants, and hospitals dedicated to Covid patients. But experts fear it’s too little, too late, as positive patients compete for limited resources and mass gatherings threaten to spread the virus even further. In Wednesday’s incident in which the 22 people died in the Indian state of Maharashtra, senior official Suraj Mandhare told reporters the oxygen was lost due to a leakage from a tanker at the Zakir Hussain hospital. “There was a valves leakage in tankers in Nashik, it was a large scale leakage, definitely this would impact the hospital where the tankers were headed,” Maharashtra’s health minister Rajesh Tope told reporters Wednesday. The district administration is coordinating with hospital officials to make oxygen available to patients who need it at the earliest, Mandhare said. The patients who died required oxygen as their “pressure” was low and the leakage from this shipment meant that they did not receive the supply in time, Mandhare added. India’s Minister of Home Affairs Amit Shah tweeted about the event saying: “I am distressed to hear the news of the accident of oxygen leak in a hospital in Nashik. I express my deepest condolences on this irreparable loss of those who have lost their loved ones in this accident. I pray to God for the health of all the other patients.” In Maharashtra there is currently a daily demand for 1,550 metric tons of oxygen for Covid-19 patients but the state manufactures 1,250 metric tons of oxygen which is being used entirely for medical purposes. The remaining 300 metric tons are being supplied by other states, Tope told reporters Wednesday. Maharashtra has 3,343,359 cases of coronavirus including 685,552 active cases and 61,343 deaths according to the Indian Ministry of Health on Wednesday. Pleading for help online With few official options available, families are turning to social media for help. Mumbai resident Anil Tiwari, 34, lost his father to Covid-19 in November last year. Last week, his 58-year-old mother tested positive. She was admitted to hospital but needed an intensive care unit (ICU) bed, Tiwari said. “I’m crying, running to get ICU bed for my mother,” Tiwari tweeted on Monday. “Kindly help to save my mother I love her more than anything.” After days of effort, including calling the municipal authorities to get on a waitlist, Tiwari’s mother was finally given an ICU bed, Tiwari said on Tuesday. But now, she needs oxygen, which the hospital is in short supply of. She is still able to walk, but is having difficulty breathing, Tiwari said. Demand for the drug Remdesivir and its active pharmaceutical ingredients has spiked during the second wave, prompting the government to temporarily ban the export of the medication to increase its supply in the domestic market. The Indian government has approved the drug for emergency use within hospitals, though the World Health Organization (WHO) says evidence does not suggest the drug lessens the risk of dying from Covid-19 or needing mechanical ventilation. Abhijeet Kumar, a 20-year-old college student, took to Twitter to raise money to pay for Remdesivir injections for his 51-year-old uncle. Kumar said his uncle had been in hospital in Raipur, in the central Indian state of Chhattisgarh, since April 9 after testing positive for Covid. “The injections are very expensive,” Kumar said. “They are saying it costs between 12,000 to 15,000 rupees (about $160-200). He has gotten two doses of the injection but he needs a third and we can’t afford it … my uncle works as a plumber.” Seven major manufacturers of Remdesivir have slashed prices to between 899 rupees and 3,490 rupees (about $12-47) due to “the intervention of the government,” according to a government memorandum on April 17. But several states have acknowledged that high demand and low supply has created a black market for Remdesivir and similar medications. Even many doctors and nurses, too, are frantically searching for open beds and treatment options for their own loved ones, said Parkar, the pulmonary specialist in Mumbai. “Everybody is sick,” he said. “A time has come that we don’t have beds for our own colleagues, for our own parents, for our own extended family.” Complacency and public gatherings The second wave, which has long surpassed the first wave in both new cases and infection rate, was “a situation that was created by complacency,” said Laxminarayan, from the Center for Disease Dynamics, Economics and Policy. After the first wave ended in the winter, the government and public relaxed too much, due to a mix of Covid fatigue and a false sense of security, experts say. In early March, weeks before cases began climbing again, the federal health minister declared that India was “in the endgame” of the pandemic. This kind of triumphant rhetoric meant residents relaxed their Covid-safe behavior, such as social distancing or wearing face masks, experts say. And, despite warnings of Covid risks, large gatherings continued to take place — sports matches resumed, elaborate weddings went ahead, and movie cinemas reopened. The biggest gathering by far is the Kumbh Mela, an important Hindu festival and one of the biggest pilgrimages on Earth. Millions of Indians are traveling from across the country to Haridwar, an ancient city in Uttarakhand state, to attend ceremonies and prayers and take holy dips in the Ganges River. The festival officially began on April 1 and ends later this month. There are Covid-safe guidelines in place — visitors must register online and provide a negative Covid-19 test to participate in the holy baths, and thousands of officers are conducting surveillance — but experts worry it won’t be enough to contain the risk, given the sheer number of attendees. Several million are expected to visit on “auspicious” days. “The Kumbh Mela could go down as one of the largest mass super spreading events ever, simply because of the size of the number of people who show up there for the ritual bathing in the Ganges,” said Laxminarayan. For weeks, Modi, who has a significant Hindu base, refrained from commenting on the Kumbh Mela and its Covid risks. But earlier this week, he finally appealed to pilgrims to avoid congregating in Haridwar. “Now Kumbh should be carried out symbolically amid the ongoing corona crisis,” Modi tweeted on Saturday. But for some, Modi’s message rang hollow, as the prime minister continued to hold massive political rallies ahead of parliamentary and local council elections in four states and one union territory. Videos from Modi’s rallies, including one in Tamulpur in Assam state on April 3, show him speaking before massive crowds, packed tightly together and cheering. In West Bengal state, a significant election ground, tens of thousands attended rallies by Modi’s Bhartiya Janta Party (BJP) and the ruling Trinamool Congress Party. Modi’s rallies have attracted sharp criticism from several other political figures, including a former finance minister who called the mass rallies “completely insensitive” given the Covid crisis. In the face of surging cases, the Indian National Congress, India’s main opposition party, has suspended all public rallies in West Bengal. And on Monday, the BJP said it would only hold “small public gatherings” with a cap of 500 people in the state due to “the difficult phase of the pandemic.” Meanwhile, the Kumbh Mela hasn’t been ordered to stop, nor have any new rules been imposed. Uttarakhand state has issued a series of new restrictions including a night curfew and cap on public gatherings — but the festival is exempt. Haridwar has seen a spike in infections, with more than 6,500 new cases reported since the Kumbh Mela began. Several religious sub-groups, including Juna Akhara and Niranjani Akhara, have since asked their followers from out of state to return home and follow guidelines. Some states and cities are requiring festival returnees to be tested and quarantined. But medical workers fear it’s too late. “It’s already gone on for a couple of weeks. Now, of course, they are dispersing, but they may be carrying the virus back to their homes at this point,” said Laxminarayan.”It’s truly a terrible situation at this point.” CNN’s Esha Mitra contributed to this report. On the whole, the second phase of the Bihar Assembly polls ended peacefully. Voting was held in 94 assembly constituencies in 18 districts. Voting continues till 7 pm. According to the Election Commission, 53.51 percent of the votes were cast in the second round. The highest number of votes was cast in Muzaffarpur. The election was peaceful on the whole. In the middle of the second phase, the election campaign of the third phase has increased the heat of voting again.

New virus cases decline in the US as experts credit masks
The number of Americans newly diagnosed with the coronavirus is falling – a development experts say most likely reflects more mask-wearing but also insufficient testing – even as the disease continues to claim nearly 1,000 lives in the US each day.
About 43,000 new cases are being reported daily across the country, down 21% from early August, according to data compiled by Johns Hopkins University.
While the US, India and Brazil still have the highest numbers of new cases in the world, the downward trend is encouraging.

American Airlines plans 19,000 furloughs, layoffs in October
American Airlines said Tuesday it will cut more than 40,000 jobs, including 19,000 through furloughs and layoffs, in October as it struggles with a sharp downturn in travel because of the pandemic.
American executives said the furloughs can only be avoided if the federal government gives airlines another 25 billion to help them cover labor costs for six more months.
The airline said 23,500 employees have accepted buyouts, retired early or taken long-term leaves of absence, but that was not enough to avoid involuntary cuts. The furloughs of union workers and layoffs of management staff announced Tuesday will fall heaviest on flight attendants, with 8,100 being terminated in October.

JEE, NEET to be held in September as scheduled, say officials
The Joint Entrance Examination (Main) and the National Eligibility-cum-Entrance Test (NEET-UG) will be conducted in September as scheduled, officials said on Tuesday, amid a growing chorus for postponing the crucial tests in view of the COVID-19 pandemic.
The National Testing Agency said it has planned several steps to conduct the papers safely which include increasing the number of examination centers, alternate seating plan, fewer candidates per room and staggered entry and exit.
"These steps have been introduced to ensure adherence to social distancing norms at the centres in view of the COVID-19 pandemic", it said.

Coronavirus LATEST Updates: The Union health ministry on Tuesday said that the COVID-19 positivity rate in the country has been steadily falling even though the testing has increased exponentially.
The testing for the coronavirus infection has gone up from 363 tests per 10 lakh per day on 1 August to more than 600 tests per 10 lakh per day at present, the ministry claimed. However, the positivity rate of COVID-19— calculated on the basis of a seven-day rolling average, has come down from 11 percent during the first week of August to 8 percent at present, Union Health Ministry Secretary Rajesh Bhushan said during a press briefing.
India registered 60,975 new cases of the novel coronavirus infection, taking the overall case count to 31,67,323, while the toll climbed to 58,390 with 848 fatalities being reported in a span of 24-hours, the health ministry said in its morning update.
Over half of India's dead include people aged 60 and above, it added.
Recoveries also surged to 24,04,585, pushing the recovery rate to 75.92 percent, it said.
According to the health ministry national recoveries, are now 3.4 times the number of active cases. Currently, there are 7,04,348 active cases in the country, which comprises 22.24 percent of the total caseload, the data updates at 8 am showed.
However, many states continued to reported rising tallies on Tuesday with Madhya Pradesh and Chhattisgarh reporting their biggest spike in COVID-19 cases in a single day, while Maharashtra crossed seven lakh in total confirmed cases.
On Tuesday, Karnataka Congress chief DK Shivakumar, Punjab Industries and Commerce Minister Sunder Sham Arora and Manipur's social welfare minister Nemcha Kipgen tested positive for the virus.
Active cases drop by 6,423 in 24 hrs, says health ministry
In a press briefing, the Union health ministry said that the active coronavirus cases in the country have reduced by 6,423 to 7,04,348 in the past 24 hours.
Health Secretary Rajesh Bhushan said that 2.70 percent of the patients undergoing treatment are on oxygen support while 1.92 percent are in Intensive Care Unit (ICU) and 0.29 percent are on ventilators.
Stressing that the fatality rate has dropped to 1.84 percent, Bhushan added that 69 percent of COVID-19 deaths have been reported in men and 31 percent in women.
"Thirty-six percent of the deaths were reported among patients in the age group between 45-60 years and 51 percent among  people aged 60 and above. Eleven percent deaths were reported in the age group of 26-44 years and one percent each among people aged 18-25 and those below 17," he said.
The Indian Council of Medical Research (ICMR) said that the testing capacity has gradually increased to reach a landmark of 10 lakh samples in a day on 21 August.
"COVID-19 testing capacity has increased significantly, from 10 tests per day on 30 January to touching 10 lakhs tests per day on 21 Augus," said ICMR director general Balram Bhargava.
"We have 1,524 COVID testing laboratories in India and as on 24 August, 3,68,27,520 tests have been done," he further said.
Responding to question, the ICMR DG said that "irresponsible, less cautious" people are driving the pandemic in India.
Bhargava said, "I would not say young or old, I would say irresponsible, less cautious people who are not wearing masks  and not maintaining social distancing are driving the pandemic in India."
Minors in 5-17 age group most exposed to virus, shows Delhi sero-survey
Meanwhile, data from a serological survey conducted in Delhi this month showed that minors between the ages of 5 and 17 are most exposed to the novel coronavirus Conducted between 1 and 7 August, the survey, second in the city, showed that 29.1 percent of the population in the National Capital has now developed antibodies against the SARS CoV-2 virus.
As many as 15,000 people from different age groups participated in the survey — around 25 percent of them below the age of 18, 50 percent were between the age of 18 and 50, and the rest aged above 50.
A prevalence rate of 34.7 percent was found among the participants aged between 5 and 17, the survey results show.
As many as 31.2 percent of the people aged above 50 have recovered from COVID-19, it shows. Among those in the 18-50 age group, 28.5 percent people have developed antibodies against the virus.
ICMR data suggests that people aged between 21 and 50 account for 61.31 percent of the COVID-19 cases recorded in India till 21 August.

Congress sources told news agency PTI that the 58-year-old leader got admitted to a private hospital in the Bengaluru's Rajajinagar last night.
".... he (Shivakumar) had symptoms since Monday morning like cough and fever, and had back pain for two days. On getting tested the reports came out positive," the sources said.
In Punjab, Industries and Commerce Minister Sunder Sham Arora said he contracted the infection.
"I have been tested positive for COVID-19 and have quarantined myself at my Chandigarh residence. I request all those persons who came in contact with me during last few days please get tested for coronavirus infection. Otherwise, I am at present not having any physical problem," Arora wrote on his Facebook page.
Arora, who is a legislator from Hoshiarpur seat, is the fourth minister of Amarinder Singh-led Congress government to have contracted the virus.
Congress MLA from Rajpura Hardial Kamboj and Akali MLA from Sanaur Harinderpal Singh Chandumajra also tested positive for COVID-19.
In Manipur, social welfare minister Nemcha Kipgen said she has tested positive for COVID-19.

Italy reports 200 new COVID-19 cases today
The number of new confirmed cases of the coronavirus in Italy fell below 200 for the first time in a week, with 159 cases registered on Monday, according to Health Ministry figures. That brings the total number of cases in Italy to 248,229 and deaths to 35,166.
Lazio, the central region that includes Rome, now has the highest number of patients hospitalised for COVID-19 in Italy's 20 regions. Health officials said nine of the region's new cases were brought by travellers from Romania, Ukraine, the Dominican Republic, Iran, India and Bangladesh.
Two clusters of infections have also been traced to popular seaside areas near Rome. Monday figures tend to be lower since they often don't include tallies from the weekend.

Total recoveries in Tamil Nadu cross 2 lakh
Maintaining its robust recovery of COVID-19 patients, Tamil Nadu on Monday saw the cumulative discharges crossing the two lakh milestone while the daily deaths breached the 100 mark for the first time. The state recorded 5,609 fresh cases, taking the overall infection count to 2,63,222, a health department bulletin said.
As many as 109 people succumbed to the coronavirus as the death toll mounted to 4,241, it said.
On the positive side, a total of 5,800 people were discharged, eclipsing the new cases on Monday and taking the total recoveries to 2,02,283. Active cases in Tamil Nadu stood at 56,698.

Maharashtra govt says won't let vendors work again
The Maharashtra government on Monday told the Bombay High Court that "it does not intend to permit street vendors and hawkers to conduct their businesses amid the COVID-19 pandemic as it is not possible to regulate them," News18 reported.

A day after Karnataka chief minister BS Yediyurappa tested positive for coronavirus, his daughter and six members of the Chief Minister's Office (CMO) have also tested positive for COVID-19 on Monday.
"Six staff members at Chief Minister BS Yediyurappa's office test positive for COVID19. One of his daughters has also tested positive for the infection," the CMO said in a statement.

Outbreak hits Norway cruise ship, could spread along coast
A Norwegian cruise ship line halted all trips and apologized on Monday for procedural errors after an outbreak of coronavirus on one ship infected at least four passengers and 36 crew members. The 40 people on the MS Roald Amundsen who tested positive have been admitted to the University Hospital of North Norway in Tromsoe, north of the Arctic Circle, where the ship currently is docked.
"A preliminary evaluation shows that there has been a failure in several of our internal procedures," Hurtigruten CEO Daniel Skjeldam said was quoted as saying by AP. He added the company that sails along Norway's picturesque coast between Bergen in the south and Kirkenes in the north is "now in the process of a full review of all procedures, and all aspects of our own handling."

More than 50,000 Indians living in Oman have been flown home on repatriation and chartered flights in the last three months after the oil-rich Gulf nation was hit by the coronavirus outbreak, a media report said on Monday.
Since May, when the cases of coronavirus in Oman started surging, a total of 198 chartered planes were arranged by companies and social organisations in Oman, taking home 35,000 Indian nationals, the Times of Oman reported, citing a statement from the Indian Embassy in Muscat.

About 2,300 people, who tested positive for COVID-19 here, had given false information pertaining to their names, mobile numbers and addresses, a health official said on Monday. While 1,171 people out of those who gave false information have been tracked, a hunt is on for the others.
"2,290 people who had undergone COVID-19 tests at various private and government laboratories between 23 July and 31 July had given false names, mobile numbers and addresses. This came to the fore when our department could not contact them. We have informed the police about it," a senior health official said.
These people are not only from Lucknow but other cities also who were tested in the state capital, he said.

DCGI gives nod to Serum Institute for phase 2 and 3 human clinical trials
The Drugs Controller General of India (DCGI) has given nod to the Serum Institute of India (SII) for conducting phase 2 and 3 human clinical trials of a COVID-19 vaccine candidate, developed by the University of Oxford, in the country.
Government officials told PTI that the approval for conducting phase 2 and 3 clinical trials by the SII was granted by DCGI Dr V G Somani late Sunday night after a thorough evaluation based on the recommendations of the Subject Expert Committee on COVID-19.

As India's coronavirus case count crossed 17 lakh on Sunday, Union Home Minister Amit Shah said he has tested positive for the infection —  the first Indian Cabinet minister to contract the novel coronavirus.
The viral infection also reached other top political leaders from the BJP, including Karnataka chief minister BS Yediyurappa and Tamil Nadu governor Banwarilal Purohit. Uttar Pradesh BJP president Swatantra Dev Singh and the states Jal Shakti minister Mahendra Singh also contracted the virus while Uttar Pradesh cabinet minister for Technical Education Kamal Rani Varun succumbed to the disease.
India's 54,735 new cases were down from the previous day's record 57,118 but raised the total to 17,50,723 and toll from the virus to 37,364 with 853 fatalities reported on Sunday.
The month of July, according to AP, accounted for more than 11 lakh of those cases. Seeing the rising cases, the Indian Premier League (IPL) Governing Council announced on Sunday that the IPL 2020 will be held in the UAE between 19 September and 10 November, while allowing unlimited replacements due to the precarious health situation. The Board of Control for Cricket in India (BCCI) in a statement said that the Women's T20 challenge too will be held in the UAE.

The home minister also requested those who had come in contact with him in the last few days to get tested for coronavirus and isolate themselves. It was not officially disclosed where Shah was admitted but reports said that Shah had been admitted to the Medanta Hospital in Gurugram.

On Sunday, Kamal Rani Varun, the only woman cabinet minister in the Uttar Pradesh, succumbed to COVID-19 at a hospital in Lucknow. She was 62. The Technical Education minister, who tested positive for COVID-19 on 18 July, breathed her last at the Sanjay Gandhi Postgraduate Institute of Medical Sciences (SGPIMS). She had comorbidities, including diabetes, hypertension and hyperthyroidism, a senior doctor at the hospital told PTI.
Tamil Nadu governor tests positive
In Chennai, the Kauvery Hospital in a bulletin said that Tamil Nadu Governor Banwarilal Purohit (also a former BJP MP) has tested positive for COVID-19, but has been advised home isolation since his infection is mild.
The 80-year old Purohit was on self-isolation since July 29 after three people in the Raj Bhavan tested positive for the coronavirus.
Purohit "tested positive for COVID-19," hospital executive director Dr Aravindan Selvaraj said in the bulletin.
"He is asymptomatic and clinically stable," it said, adding the governor underwent further tests and assessment at the hospital located at Alwarpet area of the city.
"As the infection is mild, he has been advised home isolation and will be monitored by the medical team of Kauvery Hospital," it added.
Amitabh Bachchan discharged
Meanwhile, megastar Amitabh Bachchan said that he has tested negative for COVID-19 and will be quarantined at home.
The 77-year-old actor was admitted to Mumbai's Nanavati hospital along with son Abhishek after testing positive for COVID-19 on 11 July. Abhishek, however, said he is still COVID-19 positive and will remain under medical care.

India reports 54,735 new cases, 853 deaths
India's COVID-19 tally reached 17.5 lakh on Sunday, just two days after it went past 16 lakh. As many as  54,735 new cases and 853 fatalities were recorded in the 24 hours ending 8 am on Sunday.
This is the fourth consecutive day that COVID-19 cases have increased by more than 50,000
But recoveries also rose to over 11 lakh day, according to the Union Health Ministry data updated in the morning. There are 5,67,730 active cases of coronavirus infection in the country at present.
The recovery rate among COVID-19 patients has risen to 65.44 percent while the fatality rate has further dropped to 2.13 percent, said the health ministry.
According to the ICMR, a cumulative total of 1,98,21,831 samples have been tested up to 1 August with, 4,63,172 samples being tested on Saturday.
Of the 853 fresh deaths reported on Sunday, 322 are from Maharashtra, 99 from Tamil Nadu, 98 from Karnataka, 58 from Andhra Pradesh, 48 from West Bengal, 47 from Uttar Pradesh, 26 from Delhi, 23 from Gujarat, 19 from Punjab, 16 from Rajasthan, 13 from Bihar, 11 each from Telangana and Jammu and Kashmir and 10 from Odisha.
Of the total 37,364 deaths, Maharashtra has reported the maximum at 15,316 followed by 4,034 in Tamil Nadu, 3,989 in Delhi, 2,464 in Gujarat, 2,412 in Karnataka, 1,677 in Uttar Pradesh, 1,629 in West Bengal, 1,407 in Andhra Pradesh and 876 in Madhya Pradesh.
The health ministry stressed that more than 70 percent of the deaths occurred due to comorbidities.
Mizoram, Goa see record jumps in new cases
During the day, many states including Mizoram, Tamil Nadu, Goa, Andhra Pradesh and Maharashtra reported new cases and deaths
Mizoram reported its highest single-day spike of COVID-19 with 55 people being infected with the deadly virus, taking the northeastern state's caseload to 468. Goa too reported a record spike of 337 COVID-19 cases, propelling the infection count in the coastal state to 6,530, while the death of five people increased the toll to 53.
With the addition of 9,509 cases, Maharashtra's COVID-19 case count reached 4,41,228 on Sunday while the toll rose to 15,576 with 260 people succumbing to the infection during the day.
Tamil Nadu recorded 5,875 new COVID-19 cases taking the aggregate total to 2.57 lakh till date, while 98 more people succumbed to the virus on Sunday. Andhra Pradesh saw a marginal dip in its numbers. Against the 9,276 cases on Saturday after three days of 10,000 odd infections, fresh infections in the state further slid to 8,555, taking the overall count to 1.58 lakh.
The toll mounted to 1,474 with 67 new casualties in the last 24 hours while 6,272 more coronavirus patients recovered, the latest government bulletin said.
IPL 2020 to take place in UAE
As cases continued to spike, the Indian Premier League's Governing Council on Sunday decided to hold the  IPL 2020 in UAE and approved COVID-19 substitutions for the event. The tournament will be played from 19 September to 10  November at three venues in the UAE — Dubai, Sharjah and Abu Dhabi —subject to government approval, which is expected in the next couple of days.
"The 53-day tournament will witness 10 afternoon matches starting at 15:30 IST while the evening matches will start at 19:30 IST," stated a release from the BCCI.
In another major decision, the IPL GC also approved the women's IPL.
"Women's T20 Challenge will also take place in the UAE and will comprise three teams with four matches to be played during the IPL Playoff week," stated the Board's press release.
Health ministry issues fresh guidelines for international travelers flying to India
In another development, the health ministry issued revised guidelines for international travellers arriving in India. According to the new guidelines, passengers flying to India from 8 August can skip institutional quarantine if they submit COVID-19 negative test reports. The RT-PCR test should have been conducted within 96 hours prior to undertaking the journey.

The test report should be uploaded on the portal www.newdelhiairport.in for consideration, the guidelines stated.
According to the guidelines, all passengers are required to submit an undertaking on www.newdelhiairport.in that they are willing to undergo seven days mandatory institutional quarantine at their own expense, followed by seven days home quarantine.
"If they wish to seek such exemption, they shall apply on the online portal at least 72 hours before boarding. The decision taken by the government as communicated on the portal will be final," it said.
Each passenger shall also submit a declaration with respect to authenticity of the report and will be liable for criminal prosecution, if found otherwise. The test report could also be produced upon arrival at the point of entry at airport in India, it said.
The guidelines also included rules to be followed while boarding and de-boarding as well as during the travel.

Coronavirus Outbreak LATEST Updates: The number of COVID-19 cases in India has climbed to 1,65,799, making it the world's ninth worst-hit country by the coronavirus pandemic. The Health Ministry said the death toll due to COVID-19 rose to 4,706 in the country, while the number of cases climbed to 1,65,799, registering an increase of 175 deaths and a record jump of 7,466 cases since Thursday 8 am. According to Worldometer, India has now overtaken Turkey as the ninth worst-hit country in terms of total number of cases. The Health ministry said the number of active COVID-19 cases stood at 89,987, while 71,105 people have recovered and one patient has migrated. "Thus, around 42.89 per cent patients have recovered so far," a senior Health Ministry official said.
