NABL ISO 17025 Overview

(NABL) is an autonomous body under the aegis of Department of Science & Technology, Government of India, and is registered under the Societies Act. NABL has been established with the objective to provide Government, Industry Associations and Industry in general with a scheme for third-party assessment of the quality and technical competence of testing and calibration laboratories. Government of India has authorized NABL as the sole accreditation body for Testing and Calibration laboratories.

In order to achieve this objective, NABL provides laboratory accreditation services to laboratories that are performing tests / calibrations in accordance with ISO/IEC 17025 and ISO 15189 for medical laboratories.

These services are offered in a non-discriminatory manner and are accessible to all testing and calibration laboratories in India and abroad, regardless of their ownership, legal status, size and degree of independence.

NABL has established its Accreditation System in accordance with ISO/IEC 17011:2004, which is followed internationally. In addition NABL has to also comply with the requirements of APLAC MR001, which requires the applicant and the accredited laboratories to take part in recognized Proficiency Testing Programs in accordance with ISO/IEC Guide 43.

An applicant laboratory has to satisfactorily participate in at least one Proficiency Testing program, while the accredited laboratories are expected to cover the major scopes of accreditation in a cycle time of four years. Towards this objective,

EVOLUTION OF NABL

NABL had undergone the first peer evaluation by a 4 member team of APLAC in July 2000, based on which NABL qualified as an APLAC MRA (Mutual Recognition Arrangement) Partner as well as a Signatory to ILAC Arrangements. NABL was reassessed in July 2004 & July 2008 and as stated earlier the signatory status of NABL within APLAC MRA has been confirmed for further four years i.e. October 2012.

This distinction has brought additional responsibility on NABL and its accredited laboratories. Annual Surveillance is carried out to ensure that the accredited laboratories are continuing to comply the accreditation criteria. NABL and its accredited laboratories are also required to meet the new challenges arising out of requirements such as satisfactory participation in a recognized Proficiency Testing Programme and the requirement of estimating the Uncertainty in Measurements even by the testing laboratories. NABL has already published the revised guideline on Estimation of Uncertainty in Measurement for Calibration Laboratories.

IEEE-WIE Industrial Visit to Institute for Design of Electrical Measuring Instruments (IDEMI) at Sion, Mumbai

Usually the underlying motive of any industrial visit is for the students to gather a first-hand experience of about how the professional working methodology, industrial processes, machinery & other related equipments are in place so that once they enter into the professional field, after the completion of their respective courses, so these industrial tours are an effort to bridge this gap of practical exposure. Typically benefits of any industrial visits are generally (but not confined to the following) :-

The Electrical Laboratory consists of Electrical Calibration Laboratory & Electrical Testing Laboratory. The Electrical Laboratory undertakes calibration and testing of Electrical Instruments relating to DC & AC electrical parameters like Voltage, Current, Power, Energy, Resistance, Inductance & Capacitance, Power Factor, Frequency (RPM) etc. The standards maintained in the Laboratory are traceable to National / International Standards. Besides calibration the Instruments are also Type – Tested as per BIS, BS, NEMA & IEC standards. The Lab also undertakes field calibration & testing at sites in plants, ships etc. Electrical Laboratory also undertakes testing of Domestic Appliances, Igniters, Electrical / Electronic Ballast & Electrical Relays as per relevant BIS Standards. The Laboratory has facilities to carryout Energy Audit, Harmonic Measurement, Environmental Testing & Ingress Protection (IP) testing of Instruments, Equipments and Electrical Panels & Products.

The Process Control Instruments Laboratory consists of Pressure Laboratory, Temperature Laboratory & Flow Laboratory. The Process Control Instruments Laboratory undertakes calibration and testing of Instruments relating to Pressure, Vacuum, Temperature, Force & Flow. The standards maintained in the laboratories are traceable to National / International Standards. Besides Calibration Instruments are also Type Tested as per B/S, NBS, DIN & IEC Standards. The lab also undertakes field calibration at sites, in-plants, on shore installations and drilling ships & service vassals at off shore. Dimensional Metrology Laboratory undertakes calibration of Instruments relating to measurement of length, Torque such as Vernier Calipers, Micrometers, Slip Gauges, Dial Gauges, Torque Testers etc. It also undertakes Dimensional Verification of Tools, Products, Profile contour using CMM etc. The Calibration & Testing Laboratories are well equipped meeting the National / International Standards. The Electrical & Process Control Instruments Laboratories were accredited earlier under the NCTCF program of accreditation and recently in the area of calibration under the National Accreditation Board for Calibration & Testing Laboratories (NABL) for Electro-technical, Mechanical (Pressure) & Fluid Flow Measurements.

The Training Department conducts short term courses ranging from 2 days to 1 week duration on various topics related to instrumentation. National Seminars on front-line topics on instrumentation and electrical engineering are also conducted every year. Tailor made programs are conducted exclusively catering to the requirements of customer either in the Institute or at site. The NABL/DST has also recognized IDEMI as a Regional Training Center for conducting residential courses on “Laboratory Quality System and Management”, “Internal Audit for Laboratories” and “Laboratory Assessors Training”. These courses are conducted in accordance with the new International Standard ISO/IEC 17025 which is the “General Requirements of Competence of Testing and Calibration Laboratories”. Institute has setup CAD / CAM Training Center & conducts Training Programs in this field of duration ranging from 60 – 100 Hrs to 3 months for Engineering Students & Professionals.

The visit was very well received & appreciated by all the students as it was an enriching & learning experience for all of them, especially seeing highly sophisticated instrumentation systems work. The facilities in the process control & flow laboratory especially ultrasonic & rotameter measurements gave students a clear-cut idea about how theory is mapped into actual practice. This visit certainly facilitated in building a bridge to narrow the gap between curriculum & real world applications.

All the staff & students acknowledge IEEE – WIE council, Prof. Kranti Wagle & Prof. Garima Tripathi. The group was grateful for the permission granted by Dr. D. V. Bhoir, Professor & Head of Electronics Engineering Department & Dr. Srija Unnikrishnan, Principal of the Fr. Conceicao Rodrigues College of Engineering (Mumbai). Such visits will not only bolster students’ understanding & help them for the real life applications but will also be a stepping stone in making related subjects technically more proficient.
