I feel like it says a lot about the relationships between the major institutions of the Trust and the Consectorship's place in it that Spahr's role, the role of any Prime Consector, can be summarized as: show pony, attack dog, scapegoat.

He might AS WELL be a literal dog to them. #His entire job is to be pretty and do as told and attack who they point him at and take the blame. #The Company and the Consectorship obviously perpetuates its own harms and is a toxic institution in its own right. #(That is not up for debate and is not what I'm discussing here.
