NEW DELHI: The flood situation worsened in Bihar on Monday as waters entered new areas of the 11 affected districts, cumulatively impacting nearly 24.5 lakh people, but there was slight improvement in Assam though it reported one fresh casualty, even as six deaths were recorded in rain-related incidents elsewhere. The national capital, meanwhile, witnessed sultry weather with no rain and humidity reaching upto 94 per cent. A Bihar government bulletin said the floodwaters spread to new areas in the 11 affected districts, hitting one million more population, even though no fresh death was reported and the toll remained at 10. The latest bulletin said a total of 24.42 lakh people have been hit by floods in 765 panchayats of 93 blocks of 11 districts with Darbhanga being the worst-hit, where 8.87 lakh people have been displaced in its 14 blocks. The Sunday bulletin had said the number of flood- hit population in Bihar was nearly 15 lakh in 11 districts. The flood affected districts are: Sitamarhi, Sheohar, Supaul, Kishanganj, Darbhanga, Muzaffarpur, Gopalganj, West Champaran, East Champaran, Khagaria and Saran. Seventeen teams of the NDRF and eight of the SDRF are involved in the rescue operations as part of which 1.67 people have been evacuated from the affected areas so far, the bulletin said. A family in Kaharpur village of Naugachhia sub-division of Bhagalpur district was seen demolishing their home as Kosi river was about to take it in its stride. Asked the reason for doing so, they said that several houses have been washed away in the Kosi water and his house will also be taken away in a few hours so he is removing bricks to use them for another house once the situation improves. In Assam, the flood situation has improved slightly though one more person died and 22.34 lakh people in 22 of the states 33 districts are affected, an official report said on Monday. With the death of one person at Bokakhat in Golaghat district, the toll in this year’s flood and landslides has risen to 129. While 103 people died in flood-related incidents, 26 were killed in landslides, the Assam State Disaster Management Authority (ASDMA) said in its bulletin. The ASDMA said the number of people affected by the deluge has decreased by over 2.42 lakh since Sunday, while that of the districts was down by one. Goalpara district remains the worst-hit with over 4.62 lakh people affected, while 3.81 lakh and 3 lakh people are hit in Barpeta and Morigaon districts, respectively. Personnel of the State Disaster Response Force and district administrations besides local people have rescued 97 marooned people during the last 24 hours. In the hill state of Uttarakhand, three persons got buried alive early on Monday when torrential rains reduced their houses into a heap of rubble in two separate incidents in Pithoragarh district, officials said. District Magistrate VK Jogdande said Jawahar Singh (30) and his mother, 55-year-old Vishna Devi, died after their houses at Dhamigaon village in Bangapani sub-division collapsed. He said 37-year-old Jayanti Devi died at Gunthi village in the neighbouring Tejam sub-dividion. In neighbouring Uttar Pradesh’s Azamgarh, three boys drowned while bathing in a pond in Hariharpur village under Kandhrapur police station area. Some locals brought the boys out of the pond and rushed them to the district hospital where the doctors declared them dead, police said. Also in Uttar Pradesh, which overall received moderate rains and thundershowers at isolated places, the body of a 14-year-old boy was fished out from the Hindon river in Noida on Monday, a day after he drowned while swimming there. The boy along with his friends from Haibatpur village had gone to the river for a swim on Sunday and drowned around 3 pm after which the police were alerted. A team of the National Disaster Response Force (NDRF) had also joined the search, according to officials. While in Greater Noida, a 35-year-old man had a close shave on Monday after his speeding car veered off the road and plunged into a water-filled pit. The car got completely submerged in the water, while the man was saved by alert locals and police officials, they said. Hot and humid weather conditions prevailed in Haryana and Punjab, including Chandigarh, with maximum temperatures hovering above normal limits, the meteorological department said here. Dry weather has mainly prevailed in the region as the monsoon has remained subdued during the past four days. Meanwhile, the IMD said fairly widespread to widespread rainfall with isolated heavy to very heavy falls are very likely over Uttarakhand, Uttar Pradesh, Bihar, Sub-Himalayan West Bengal, Sikkim and northeastern states (mainly over Arunachal Pradesh and Assam & Meghalaya) during 28th to 30th July. It has forecast similar weather activities over Punjab, Haryana, Chandigarh, Delhi, Himachal Pradesh and Madhya Pradesh during 29th to 31st July.

Maharashtra crossed the grim milestone of two lakh COVID-19 cases, recording a single-day increase of 7,074, the health ministry's updated data at 8 am showed. Tamil Nadu registered 4,280 coronavirus cases in the last 24 hours, while Delhi, Telangana, Karnataka, Assam and Bihar added a total of 7,935 cases in a day. These seven states accounted for around 78 percent of the fresh cases. With a steady rise, the number of recoveries stands at 4,09,082 in the country while one patient has migrated. There are 2,44,814 active coronavirus cases in the country, the data showed. The number of recovered cases exceeded that of the active cases by 1,64,268 as of Sunday, the ministry said, adding that the recovery rate has reached 60.77 percent. Two-week lockdown imposed in Assam's Dima Hasao In light of the surge in cases in Assam, officials said that a two-week lockdown will be imposed in Dima Hasao district from Monday, making it the second district after Kamrup to go under lockdown. A two-week lockdown from 28 June to 12 July has been imposed in Kamrup Metropolitan. Addressing a press conference, Dima Hasao Deputy Commissioner Paul Barua said strict restrictions will be imposed to curb any possible community transmission of COVID-19 after six positive cases were detected, five of whom are frontline workers and one is a family member. "During the lockdown, grocery shops have been allowed to operate from 11 am to 4 pm on Mondays, Wednesdays and Fridays with requisite 30 per cent shops open on these days. Wearing of face masks, using sanitiser and maintaining social distancing will have to be ensured," he added. "Roadside vending of any fruits, vegetables, fish, etc. will not be allowed. No haats, fairs, weekly markets shall be allowed," he said. Bihar: Floodwaters enter new areas, hit million more

PATNA: Floodwaters spread to new areas in the 11 affected districts of Bihar, hitting one million more population, even though no fresh death was reported and the toll remained at 10, the Disaster Management Department said on Monday. The latest bulletin, said a total of 24.42 lakh people have been hit by floods in 765 panchayats of 93 blocks of 11 districts with Darbhanga being the worst-hit, where 8.87 lakh people have been displaced in its 14 blocks. The Sunday bulletin had said the number of flood- hit population in Bihar was nearly 15 lakh in 11 districts. Apart from Darbhanga, East Champaran and Muzaffarpur districts are badly affected where 7.0 lakh and 3.20 lakh people have been impacted, the bulletin said. The air-dropping operation of food packets by Indian Air Force helicopters has been stopped from this evening in Gopalganj, Darbhanga and East Champaran districts. The operation had started in these places on July 25. A senior officer of the Disaster Management department said the relief distribution through boats and other means would continue in these places as also in other marooned districts. Each relief packet contains two-and-a-half kg of flattened rice, one kg gram, half kg jaggery, matchbox and a packet of candles which were being prepared at Sri Krishna Memorial Hall in the state capital. People have been forced to leave their homes due to rampaging flood. The situation seems to be more or less same in every affected district. A family in Kaharpur village of Naugachhia sub-division of Bhagalpur district was seen demolishing their home as Kosi river was about to take it in its stride. Asked the reason for doing so, they said that several houses have been washed away in the Kosi water and his house will also be taken away in a few hours so he is removing bricks to use them for another house once the situation improves. In Shormar village of Samastipur where floodwaters have submerged everything, one of the affected people said a vast area has been flooded. Even the school has been badly affected. He said that people don’t have water to drink. It seems that people will have to drink the floodwater after boiling them, he said, adding no help from the administration has reached to them so far. In Baliadangi village of Kishanganj district, people have been surrounded by floodwaters and there is no means to get them out of the place. The total number of casualties stood at 10 in districts with no fresh fatality reported on Monday, the bulletin said. The flood affected districts are Sitamarhi, Sheohar, Supaul, Kishanganj, Darbhanga, Muzaffarpur, Gopalganj, West Champaran, East Champaran, Khagaria and Saran. Seventeen teams of the NDRF and eight of the SDRF are involved in the rescue operations as part of which 1.67 people have been evacuated from the affected areas so far, the bulletin said. Besides, 12,858 people are staying in 29 relief camps while nearly 3.28 lakh people were being fed at 703 community kitchens. National Disaster Response Force (NDRF) Commandant Vijay Sinha said his personnel have so far evacuated 6600 affected people and cattle to safer places in Gopalganj, Saran, East Champaran, West Champaran, Darbhanga and Supaul. Besides, the NDRF has also been helping the district administration in distributing relief materials, Sinha said, adding teams have helped medical personnel reach affected rural areas. The flood relief work has been quite a challenge this year in view of the raging COVID-19 pandemic, he said. Several rivers such as Baghmati, Burhi Gandak, Kamlabalan, Lalbakeya, Adhwara, Khiroi, and Ghaghra are flowing above danger level while the water level of Ganga is increasing at Hathidah, Munger, Bhagalpur, and Kahalgaon. Though the level has gone down at Gandhi ghat in Patna, it has remained steady at Buxar and Digha in Patna, a Water Resources Departments bulletin said. Meanwhile, Chief Public Relation Officer (CPRO), of East Central Railway zone, Rajesh Kumar, said some trains in the Darbhanga-Samastipur section have been diverted due to floodwaters coming up to the girder of Railway bridge in between south Hayaghat and Thalwara.

Nine IAS officers relieved from COVID-19 duty amid corruption allegation
  The Odisha government on Saturday said it has withdrawn nine senior IAS officers from COVID-19 duty in a bid to send "new warriors" to continue the long fight against the disease which has claimed eight lives in the state.The clarification came a day after the Opposition Congress and BJP alleged corruption in management and purchase of medical equipment and protective gear against the coronavirus. They alleged the same equipment were purchased at different prices from different suppliers.
  Denying the allegations, Health and Family Welfare Minister N K Das said there has been no corruption in the purchase of equipment. "The allegation of different prices for a single item perhaps stemmed from two factors," Das said. "First, the incentive offered by the state government if a certain product is supplied by a vendor within a specified number of days. The second factor is the hike in prices of products by the central government in March. We purchased products at prices fixed by the Centre. Therefore, there is no corruption here as alleged by the Opposition.

Institutional quarantine centres set up in all Arunachal districts
All the 25 districts of Arunachal Pradesh now has institutional quarantine centres to keep migrants coming from outside and the government has decided to establish one dedicated COVID-19 hospital in each district, official sources said on Saturday. In the quarantine centres set up with proper monitoring mechanism, there are provisions for segregation of people coming from red, orange and green zones, they said.

Delhi government hospitals have been directed to procure and stock "sufficient supplies" of medical equipment like personal protection equipment kits and oxygen masks for at least the next three months amid a spurt in coronavirus cases in the city, officials said on Saturday. Delhi Health Secretary Padmini Singla in an order issued on Friday said it has been observed that there has been a surge in the number of cases of COVID-19 in the last one week in Delhi, resulting in additional demand of beds, consumable and infrastructure.

With 233 fresh cases, Bihar's COVID-19 case count rises to 4,831
Bihar reported 233 new cases of COVID-19 on Saturday as its tally for the dreaded disease shot up to 4,831, the health department said. Significant numbers of cases were reported from north Bihar districts such as Darbhanga, Samastipur, Supaul, East Champaran, West Champaran, Madhubani, Purnea, Saran and Kishanganj. South of the Ganges, the spike was notable in Munger, Bhagalpur, Bhojpur and Kaimur. Four people tested positive in Patna district. No fresh casualties were reported in the state where the death toll remained at 29.

  Devotees cannot make any offering of prasad' nor will be able to to touch statues, idols or holy books in places of worship as and when they visit them after their opening, the Uttar Pradesh government said on Saturday. In an elaborate guideline, issued on Saturday on relaxation of COVID-19 lockdown curbs, the government said the distribution of prasad or sprinkling of holy water too will not be allowed inside religious places after their opening on 8 June. The visitors to religious places will have to use their own mats for sitting there and their managing authorities will have to ensure social distancing in shrines, said Additional Chief Secretary (Home) Awanish Awasthi on Saturday while releasing an elaborate guidelines on reopening of religious places, offices, malls, hotels etc outside containment zones.

  Uttarakhand's COVID-19 tally rose to 1,303 on Saturday with 89 more people testing positive for the disease, reports PTI. Haridwar district reported the maximum 21 cases, Pithoragarh 16, Dehradun 12, Tehri nine cases, Nainital seven, Chamoli and Champawat six cases each, Bageshwar and Almora four each, Udham Singh Nagar three and Uttarkashi one case, a state health department bulletin said.  Most of the new cases have a travel history to Mumbai, Delhi and NCR, it said. A total of 423 out of a total of 1,303 patients have recovered, five have migrated out of the state and 11 have died, it said.

AAP govt's medical panel bats for reserving Delhi health infra for city residents alone
A five-member panel constituted by the Delhi government has suggested that the health infrastructure of the city should be used only for treating residents of the national capital, in view of the raging COVID-19 crisis, sources said on Saturday.
The suggestion comes in the backdrop of Delhi recording over 1,000 coronavirus cases daily for the past few days and the AAP government fending itself against allegations of lack of hospital beds and other facilities. The panel, headed by Indraprastha University vice-chancellor Dr Mahesh Verma,has submitted its report to the government in which it has said that if Delhi health infrastructure is open for non-residents, all beds will be occupied within just three days, according to the sources.
  Sources in the government had said on Friday that the borders can be reopened, but services of the Delhi government-run health facilities may be reserved only for the people of the national capital. However, health services in the Centre-run hospitals may be available for people belonging to other states.

No trying out clothes in shopping malls, no dine-in at restaurants and no 'prasad' or 'langar' at places of worship when they reopen on June 8, the Punjab government has mandated in its guidelines issued on Saturday. The guidelines also provide for a token-based entry to malls, while allowing religious places to remain open between 5 am and 8 pm.
There shall be no distribution of 'prasad', food or serving 'langar' at the places of worship, according to the guidelines issued for shopping malls, restaurants, hotels and places of worship which have been allowed to open from 8 June. Mall visitors are required to have COVA app on their mobile phones.
However, a family can be allowed to enter a mall if one of the members has COVA app installed in his/her phone, the guidelines said.

COVID infections breach 5,000 mark in Karnataka
The total number of COVID-19 infections in Karnataka breached the 5,000 mark, as 378 new positive cases and two related fatalities have been reported, taking the death toll to 59, the Health department said on Saturday. The day also saw 280 patients getting discharged after recovery.
  Out of 378 new cases reported, 333 are returnees from other states, majority of them from neighboring Maharashtra. As of June 6 evening, cumulatively 5,213 COVID-19 positive cases have been confirmed in the state, which includes 59 deaths and 1,968 discharges, the Health department said in its bulletin.

A few days after an inmate tested positive for novel coronavirus in the central jail in Harsul in Maharashtra's Aurangabad, 29 others who were in contact were detected with the infection on Saturday afternoon, said an official. 
Collector Uday Choudhari told PTI 25 of those who tested positive are from central jail while four are from a temporary facility created for undertrials. "All 29 are asymptomatic. A total of 110 swabs of inmates and prison staff have been collected and sent for testing on Saturday," he added.

An eight-month pregnant woman died in an ambulance here after a frantic 13-hour hospital hunt failed to find her a bed as over half-a-dozen facilities denied her treatment, her family claimed on Saturday.  Neelam, 30, and her husband Vijender Singh, 30, knocked the doors of eight hospitals, including government ones, before she died in the ambulance outside a facility in Greater Noida on Friday, the family told PTI.

Researchers at IIT-Hyderabad develop low-cost test kit
A team of researchers at the Indian Institute of Technology (IIT), Hyderabad claims to have developed a first-of-its kind COVID-19 test kit that can deliver results within 20 minutes.
The researchers claimed that the alternative test method is not based on the Reverse Transcription Polymerase Chain Reaction (RT-PCR) -- the method currently being used for COVID-19 testing. The test kit has been developed at a cost of Rs 550 and it can be reduced to up to Rs 350 when taken to mass production, they said.
  While a patent has been filed for the test kit, the team has conducted clinical trials at ESIC Medical College and Hospital in Hyderabad and sought an approval from the Indian Council for Medical Research (ICMR).

MCX staffer succumbs to COVID-19; nine others test positive
A 36-year-old staffer of the Multi Commodity Exchange (MCX) has died of COVID-19, while nine others, who were part of a core team which helped ensure business continuity of the bourse during the lockdown, have tested positive for the novel coronavirus,reports PTI. The staffer died on Monday and the nine colleagues who have tested positive were from a team of 30 which used to spend a fortnight at the commodity bourse's office in suburban Andheri by rotation since the lockdown was announced in March, the officials said. 
However, it was still unclear if the office has been sealed and if so, how is the exchange continuing with its operations.  A query sent to MCX by the news agency remained unanswered.

NDRF man tests positive after return from cyclone-hit Bengal, 173 being tested
  An NDRF personnel has tested positive for COVID-19 after his return to Odisha from cyclone Amphan-hit West Bengal following restoration work, official sources told PTI on Saturday. With detection of the case, the National Disaster Response Force (NDRF) authorities have ordered testing of all 173 men who were deployed in the neighbouring state on post-cyclone duty, they said.
  Six personnel showed coronavirus-like symptoms after returning from West Bengal on 3 June, and they were rushed to the SCB Medical College and Hospital in Cuttack for examination, a senior officer of the NDRF's 3rd Battalion told PTI. One of them tested positive for the COVID-19 and admitted to Ashwini Hospital in Cuttack, he said.

Tamil Nadu reports 1,458 new cases, 19 deaths
Tamil Nadu on Saturday reported 1,458 cases - of which 1,423 were from the state while the remaining had returned from abroad or from other states- taking the total number of cases in the state to 30,152. The state also reported 19 COVID-19 casualties today taking the number of deaths related to the disease to 251. Chennai, which accounts for 20,993 cases and 197 deaths, recorded 1,146 new cases, according to data released by the state health department. 
The number of active cases in state stands at 13, 501 as over 16,000 persons have recovered from the disease.

  The Maharashtra government will procure 10,000 vials of the drug Remdesivir for treating coronavirus patients, Public Health Minister Rajesh Tope said on Saturday. The expensive medicine is being made available for the poor and needy patients in the state, he said.

Fir filed against  Delhi's Sir Ganga Ram Hospital
An FIR has been lodged against the Sir Ganga Ram Hospital (SGRH) here for allegedly violating COVID-19 regulation norms, after Delhi government registered a complaint with the police in this connection. According to the FIR, a copy of which is available with PTI, the complainant is a senior official of the Delhi government's health department.The official has alleged that there has been a "violation" on part of the hospital in adhering to COVID-19 regulation norms as specified under the Epidemic Diseases Act, 1897.
  There was no immediate reaction from the authorities of the SGRH, a leading private hospital and a dedicated COVID-19 facility.

Dharavi reports 10 new cases
  Ten fresh cases of COVID-19  were recorded in Dharavi area of Maharashtra's Mumbai on Saturday, taking total number of cases to 1,899. 71 people have succumbed to the disease in the area so far, ANI quotes the  Brihanmumbai Municipal Corporation as saying.
Coronavirus Outbreak Updates: Pune district reported 342 new coronavirus cases in the last 24 hours, taking its COVID-19 count to 9,307, a health official said on Saturday. The death toll due to the pandemic reached 407 with six persons succumbing to the infection, he said.
  Bihar reported 233 new cases of COVID-19 on Saturday as its tally for the dreaded disease shot up to 4,831, the health department said.
 The Haryana government has decided to allow reopening of places of worship and shopping malls for public in a regulated manner across the state from June 8, except in Gurgaon and Faridabad districts worst-hit by COVID-19, according to a statement issued on Saturday.
Madhya Pradesh on Saturday recorded 232 new infections and 15 deaths, taking total number of cases to 9228 and death toll to 399, reports ANI.
Mumbai on Saturday reported 1,274 fresh cases and 57 deaths, taking the total number of cases to 47,128 and toll to 1,575, ANI quoted the  Greater Mumbai Municipal Corporation as saying.
An NDRF personnel tested positive for COVID-19 positive on June 4 in West Bengal. The person was a part of the team which went to the state for restoration. All the team members have been quarantined at the NDRF's quarantine center at Mundali Battalion in Cuttack, Odisha, a NDRF official told ANI.
Maharashtra on Saturday reported spike of 2,739 new COVID-19 cases, taking the overall case count to 82,968 while the death toll rose by 120 to 2,969, state Health department said. The number of confirmed cases in Assam on Saturday rose to 2,324 after 81 more tested positive. State health minister Himanta Biswa Sarma said that 38 more patients were also discharged following their recovery.
Over 58 lakh migrant labourers have reached their native states so far, said Vinod Kumar Yadav, Chairman Railway Board on Saturday. As many as 4,286 Shramik special trains have plied to help the migrant workers return to their home states, said the Indian Railways official.
"The demand for these trains has decreased from 250 to about 137 per day. We operated 56 trains in the last two days, he further added.
The Punjab government on Saturday issued guidelines on reopening of of places of worship, hotels, restaurants and other hospitality services from 8 June. It said restrictions will be on 'dine-in' restaurants till further orders but permitted home delivery of food and take-aways till 8 pm.
In a bid to tackle the rising coronavirus cases in West Bengal, the state government has included eight more hospitals from various districts to its list of 69 dedicated COVID-19 care centres.
The state has also augmented the number of hospital beds and escalated levels of another 14 hospitals across various districts.
Delhi Chief Minister Arvind Kejriwal addressed the widespread complaints and issue of black-marketing of beds in hospitals earmarked for COVID-19 patients.
Odisha on Saturday reported its highest single-day spike in COVID-19 cases after 173 more people tested positive for the disease, taking the total in the state to 2,781, a health department official said.
Of the 173 cases, 150 were in quarantine centres, where people returning from different states are staying. Twenty-three others were detected with the infection during contact-tracing exercises, he said.
The Tamil Nadu government sets the price limit for COVID-19 treatment in private hospitals at Rs 15,000 per day in Intensive care unit (ICU), PTI reported. In the general ward, the charges have been limited Rs 7,500 per day.
In the past 24 hours, two Maharashtra Police personnel have succumbed to the novel coronavirus, said the police force on Saturday. However, no cops have tested positive for the viral infection in the past 24 hours.
"Total number of police personnel who have tested positive for the virus is at 2,561. While, the toll stands at 33," said the Maharashtra Police.
Air India sold over 22,000 tickets for west-bound Vande Bharat fights from 5 pm on Friday till 8 am on Saturday after the airline's website experienced 6-7 times more activity.
Under the third phase of Mission Vande Bharat, Air India opened bookings for select destinations in the United States, Canada, United Kingdom and Europe at 5 pm on Friday.
Of the total 45,24,317 COVID-19 samples tested so far, 1,37,938 were tested in the past 24 hours, said the Indian Council of Medical Research (ICMR) on Saturday.
Another official at the Enforcement Directorate tested positive for the novel coronavirus, taking the total number of infections to six on Saturday, NDTV quoted sources as saying.

India registered a total of 9,887 new COVID-19 cases and 294 deaths in the past 24 hours, according to the latest data released by the health ministry on Saturday. This takes the total confirmed cases to 2,36,657 nationwide.
Of the total 2.36 lakh COVID-19 cases, 1,14,072 people have been cured of the infectious disease as of Saturday, said the health ministry. This takes the COVID-19 recovery rate to 48.20 percent.

As India moves towards relaxing a two-and-half month-long stringent lockdown under a systematic unlock plan by the home ministry, COVID-19 cases have been rising exponentially with a jump of nearly 61,000 cases in the past one week. Medical experts feel that if the situation spirals out of control, the lockdown may have to be reimposed.
India saw 9,851 coronavirus cases and 273 deaths on Friday, pushing the nationwide infection tally to 2,26,770 and the toll from the deadly virus to 6,348, according to the Union health ministry. There has been a record spike in cases for three consecutive days now.

India's COVID-19 curve has been steadily rising throughout the lockdown period with a massive spike in cases in the fourth phase of the lockdown that ended on 31 May and afterwards.
The fourth phase of the coronavirus-triggered lockdown, which began on 18 May, saw 85,974 COVID-19 cases till 8 am on Sunday, according to health ministry data.
The lockdown 1, which was first clamped on 25 March and spanned for 21 days, had registered 10,877 cases, while the second phase of the curbs that began on 15 April and stretched for 19 days till 3 May, saw 31,094 cases.
The third phase of the lockdown that was in effect for 14 days ending on 17 May, recorded 53,636 cases till 8 am of 18 May.
Last Friday, the number of COVID-19 cases stood at 1,65,799, while a week before that on 22 May, there were 1,18,447 cases. Therefore, the spike in the last one week has been of 60,971 cases, while the increase in the number of infections in the week before that was 47,352.
At present, India is the world's seventh-worst hit nation in terms of overall case count, after the US, Brazil, Russia, the UK, Spain and Italy. When the lockdown started, India was nowhere on the chart and had just a 100 cases.
Experts say re-imposition of lockdown may be necessary
"Whenever lockdown is opened in phases, there will be a spurt in cases. A lockdown basically is used to prepare for the pandemic and halt the spread," said Dr Vikas Maurya, director and head of the Department of Pulmonology and Sleep Disorders at Fortis Hospital, Shalimar Bagh.
"Increase in cases will be there when unlocking is done in phases, but what is important is to be mindful that the situation should not spiral out of control, as if it does, then lockdown will have to be re-imposed," Maurya told PTI.
Noted lung surgeon Dr Arvind Kumar said that it was important to ensure that people continue to have a "self-imposed" lockdown and follow the "four golden principles" — don't go out unless necessary, always wear a mask, keep distance and keep washing hands.
"Right now the situation does not warrant a re-imposition of the lockdown, but if the situation spirals out of control, then we would have to go back to a lockdown," he told PTI.
Kumar, who works at the Sir Ganga Ram Hospital in Delhi, also asserted that it was too early to allow religious places and malls to open as there are not enough checks to ensure that people will not flout norms.
Dr Vivek Nangia, director and head pulmonology at Fortis Hospital in  Delhi's Vasant Kunj area, also said that the rapid rise in cases was worrying.
It is still early to open malls and religious places as if congregations start to happen, then things could spiral out of control, he told PTI.
Despite this, the Union Health Ministry on Thursday issued standard operating procedures to be followed by religious places, shopping malls, restaurants, hotels and offices to contain the spread of COVID-19 as India gears up to reopen the economy.
The preparations for reopening the economy, which has been severely hit by the coronavirus-triggered lockdown, from 8 June comes amid mounting cases and toll in the country.
Meanwhile, the health ministry data showed the number of active COVID-19 cases in the country at 1,10,960 while 1,09,461 people have recovered and one patient has migrated, it said.
Thus, around 48.27 per cent patients have recovered so far.
The first case of COVID-19 in India was reported on 30 January from Kerala after a medical student of Wuhan university, who had returned to India, tested positive for the virus.
Kerala's daily count touches three digit, UP, Tamil Nadu register spike in cases
For the first time, Kerala's COVID-19 daily figures touched three digits with the state recording 111 cases, prompting Chief Minister Pinarayi Vijayan to term the situation grim.
The surge in positive cases has pushed the infection count to 1,699 while 1.77 lakh people are under observation. On 8 May, Kerala had declared that it had flattened the coronavirus curve after reporting a solitary case and just 16 people under treatment. However, with more people coming to the state from abroad and other states, the cases have seen a sudden spike.
Likewise, Uttar Pradesh recorded its biggest single-day jump of 496 COVID-19 cases, taking the state's tally to 9,733, while 12 more people succumbed to the disease, a senior official said.
With the fresh deaths, the toll in the state has risen to 257, said principal secretary, health, Amit Mohan Prasad. There are 3,828 active cases in the state, while 5,648 people have recovered and been discharged from hospitals, he said.
Maharashtra reported 2,436 new coronavirus patients on Friday, taking the tally of cases in the state to 80,229, a health department statement said. The state reported 139 COVID-19 deaths on Friday , taking the toll to 2,849.
Out of 139 deaths, 93 were reported from Mumbai Metropolitan Region (MMR) including 54 from Mumbai city. Mumbai accounts for 46,080 coronavirus cases and 1,519 deaths. The larger MMR has recorded 60,604 cases and 1,903 deaths.
Tamil Nadu also continued to witness a surge in COVID-19 infections with 1,438 cases and 12 deaths reported on Friday, taking the count to 28,694 and fatalities to 232. Of the fresh positive cases, Chennai alone accounted for 1,116 with the state capital's aggregate touching a whopping 19,826. Continuing with the trend of a new high everyday, Tamil Nadu on the sixth straight day Friday reported 1,000 plus cases and the newly infected include six people from Qatar, five from Dubai and one from Sri Lanka, a health department bulletin said.
In Gujarat, 510 new coronavirus patients were detected since previous evening, the highest increase in a single day, while 35 patients died, the state health department said.
Gujarat is the fourth worst-affected state in the country as per health ministry figures.
The total number of positive cases in the state has gone up to 19,119, while death toll due to coronavirus rose to 1,190, it said.
Nurses at Delhi's AIIMS threaten one-day walk out
Meanwhile, according to AP, nurses at a Delhi's All India Institute of Medical Sciences (AIIMS) threatened Friday to stage a one-day walkout next week if working conditions don't improve.
The nurses at AIIMS,  a leader in treatment of COVID-19 cases, have been protesting since Monday over long shifts and the need to use congested cubicles to change in and out of personal protective equipment, a possible health risk.
More than 350 medical workers at AIIMS and 150 family members have been infected by the virus since March, the hospital's medical superintendent Dr DK Sharma told AP. He said about 60 percent have recovered.
“If day after day our health care workers are infected... we are going to face a big issue,” said Fameer CK, general secretary of the union that represents 5,000 nurses at AIIMS.
The union issued the threat to stay home from work next Wednesday after talks with the hospital administration on Thursday ended without agreement, he said.
Hospital authorities refused to comment on the protest.

The number of confirmed cases in Assam on Saturday rose to 2,324 after 81 more tested positive. State health minister Himanta Biswa Sarma said that 38 more patients were also discharged following their recovery. Over 58 lakh migrant labourers have reached their native states so far, said Vinod Kumar Yadav, Chairman Railway Board on Saturday. As many as 4,286 Shramik special trains have plied to help the migrant workers return to their home states, said the Indian Railways official. "The demand for these trains has decreased from 250 to about 137 per day. We operated 56 trains in the last two days, he further added. The Punjab government on Saturday issued guidelines on reopening of of places of worship, hotels, restaurants and other hospitality services from 8 June. It said restrictions will be on 'dine-in' restaurants till further orders but permitted home delivery of food and take-aways till 8 pm. In a bid to tackle the rising coronavirus cases in West Bengal, the state government has included eight more hospitals from various districts to its list of 69 dedicated COVID-19 care centres. The state has also augmented the number of hospital beds and escalated levels of another 14 hospitals across various districts. Delhi Chief Minister Arvind Kejriwal addressed the widespread complaints and issue of black-marketing of beds in hospitals earmarked for COVID-19 patients. Odisha on Saturday reported its highest single-day spike in COVID-19 cases after 173 more people tested positive for the disease, taking the total in the state to 2,781, a health department official said. Of the 173 cases, 150 were in quarantine centres, where people returning from different states are staying. Twenty-three others were detected with the infection during contact-tracing exercises, he said. The Tamil Nadu government sets the price limit for COVID-19 treatment in private hospitals at Rs 15,000 per day in Intensive care unit (ICU), PTI reported. In the general ward, the charges have been limited Rs 7,500 per day. In the past 24 hours, two Maharashtra Police personnel have succumbed to the novel coronavirus, said the police force on Saturday. The fourth phase of the coronavirus-triggered lockdown, which began on 18 May, saw 85,974 COVID-19 cases till 8 am on Sunday, according to health ministry data. The lockdown 1, which was first clamped on 25 March and spanned for 21 days, had registered 10,877 cases, while the second phase of the curbs that began on 15 April and stretched for 19 days till 3 May, saw 31,094 cases. The third phase of the lockdown that was in effect for 14 days ending on 17 May, recorded 53,636 cases till 8 am of 18 May. Last Friday, the number of COVID-19 cases stood at 1,65,799, while a week before that on 22 May, there were 1,18,447 cases. Therefore, the spike in the last one week has been of 60,971 cases, while the increase in the number of infections in the week before that was 47,352. At present, India is the world's seventh-worst hit nation in terms of overall case count, after the US, Brazil, Russia, the UK, Spain and Italy. Experts say re-imposition of lockdown may be necessary "Whenever lockdown is opened in phases, there will be a spurt in cases. A lockdown basically is used to prepare for the pandemic and halt the spread," said Dr Vikas Maurya, director and head of the Department of Pulmonology and Sleep Disorders at Fortis Hospital, Shalimar Bagh. "Increase in cases will be there when unlocking is done in phases, but what is important is to be mindful that the situation should not spiral out of control, as if it does, then lockdown will have to be re-imposed," Maurya told PTI. Noted lung surgeon Dr Arvind Kumar said that it was important to ensure that people continue to have a "self-imposed" lockdown and follow the "four golden principles" — don't go out unless necessary, always wear a mask, keep distance and keep washing hands. "Right now the situation does not warrant a re-imposition of the lockdown, but if the situation spirals out of control, then we would have to go back to a lockdown," he told PTI. Kumar, who works at the Sir Ganga Ram Hospital in Delhi, also asserted that it was too early to allow religious places and malls to open as there are not enough checks to ensure that people will not flout norms. Despite this, the Union Health Ministry on Thursday issued standard operating procedures to be followed by religious places, shopping malls, restaurants, hotels and offices to contain the spread of COVID-19 as India gears up to reopen the economy. On 8 May, Kerala had declared that it had flattened the coronavirus curve after reporting a solitary case and just 16 people under treatment. Likewise, Uttar Pradesh recorded its biggest single-day jump of 496 COVID-19 cases, taking the state's tally to 9,733, while 12 more people succumbed to the disease, a senior official said. With the fresh deaths, the toll in the state has risen to 257, said principal secretary, health, Amit Mohan Prasad. There are 3,828 active cases in the state, while 5,648 people have recovered and been discharged from hospitals, he said. Maharashtra reported 2,436 new coronavirus patients on Friday, taking the tally of cases in the state to 80,229, a health department statement said. The state reported 139 COVID-19 deaths on Friday , taking the toll to 2,849. Out of 139 deaths, 93 were reported from Mumbai Metropolitan Region (MMR) including 54 from Mumbai city. Mumbai accounts for 46,080 coronavirus cases and 1,519 deaths. The larger MMR has recorded 60,604 cases and 1,903 deaths. Nurses at Delhi's AIIMS threaten one-day walk out Meanwhile, according to AP, nurses at a Delhi's All India Institute of Medical Sciences (AIIMS) threatened Friday to stage a one-day walkout next week if working conditions don't improve. The nurses at AIIMS,  a leader in treatment of COVID-19 cases, have been protesting since Monday over long shifts and the need to use congested cubicles to change in and out of personal protective equipment, a possible health risk. More than 350 medical workers at AIIMS and 150 family members have been infected by the virus since March, the hospital's medical superintendent Dr DK Sharma told AP. He said about 60 percent have recovered. “If day after day our health care workers are infected... we are going to face a big issue,” said Fameer CK, general secretary of the union that represents 5,000 nurses at AIIMS. The union issued the threat to stay home from work next Wednesday after talks with the hospital administration on Thursday ended without agreement, he said. Intra-state buses, train services to resume in Odisha from Monday
  The Odisha government Sunday announced resumption of intrastate movement of passenger buses, trains and other vehicles from Monday, a senior official said. Special Relief Commissioner (SRC) PK Jena told reporters that intrastate movement of two wheelers, private vehicles, official vehicles, taxis including app-based cab aggregators will be allowed to operate from Monday. Similarly, intrastate movement of trains has been given a go-ahead by following the Standard Operating Procedures (SOPs) of the Ministry of Home Affairs (MHA) and the Railways. Inter-state movement of passenger vehicles and buses can resume with mutual consent of the states involved, the SRC said.
  The state government also revised mandatory quarantine norms and reduced the period of isolation to 14 days from 28 days for people returning to Odisha from other parts of the country. The restrictions have been eased except in containment zones, he said.

Nitish Kumar announces Rs 4 Lakh ex-gratia to kin of 13 who succumbed to COVID-19
Bihar Chief Minister Nitish Kumar Sunday announced an ex-gratia payment of Rs 4 lakh each to the families of those who died due to COVID-19, as the state reported two fresh coronavirus fatalities, taking the total number to 13. With state reporting 117 fresh positive cases, the total number of COVID-19 cases increased to 2,511 of which Patna alone constitutes 200 cases. Expressing grief over the death of 13 people due to coronavirus in the state, Kumar announced that money has been released from the Chief Minister's Relief Fund for payment of Rs 4 lakh ex gratia to each of the families, an official release said.
  Earlier in the day, a 60-year-old man from Siwan died at Nalanda Medical College and Hospital (NMCH), Patna, from coronavirus while another 48-year-old COVID-19 positive patient from Saran died on Saturday, but the health department informed about the death on Sunday.

The report of her mother's sample was awaited, the bulletin said. Meanwhile, twenty-three people tested positive for COVID-19 in the city on Sunday, taking the total number of cases in Chandigarh to 256, it said. A six-year-old girl and a 12-year-old boy were among the 23 fresh cases and most of them are residents of Bapu Dham colony, the worst affected area in the union territory, according to the bulletin.

Assam minister Himanta Biswa Sarma shared guidelines issued by the state government as domestic air travel is scheduled to resume from Monday. According to the SOP, thermal scanning booths will be set up; asymptomatic passengers will have to undergo combined institutional and home quarantine of 14 days and symptomatic passengers will be taken to the nearest screening camp. The state govt will offer paid bus services from Guwahati airport four times a day.

Mumbai Police warns of strict action against those circulating incorrect of discriminatory information on social media, messaging apps
The Mumbai Police issued orders under Section 144 of the CrPC prohibiting persons from disseminating "incorrect" or factually distorted information through messaging platforms and social media sites like WhatsApp, Twitter and TikTok. The order also prohibits the spread of inflammatory statements which are discriminatory against a particular community and any information which could cause panic or confusion among the public.
According to the order, action can also be taken under Section 188 of the IPC against those contravening the directives. The order also says that admins of WhatsApp groups will be personally responsible for reporting such content to the police. The order signed by Dy Commissioner (Operations) Pranaya Ashok comes into effect from 12.15 am on 25 May and continues to operate till 8 June.

COVID-19 count rises to 1,184 in Haryana
Haryana reported 53 COVID-19 cases, 14 of them from Faridabad district in the National Capital Region, on Sunday, pushing the state's count to 1,184. Gurgaon and Sonipat, the two other districts which are also among the worst-affected ones and fall in the NCR reported nine and five fresh cases, respectively, according to the state health department's daily bulletin.
Karnal, Hisar, Rewari and Jhajjar reported eight, seven, five, and two new cases, respectively, while Panipat, Rohtak and Kaithal reported one case each. Haryana has so far reported 16 coronavirus-related deaths. A total of 765 people have recovered from the infection, leaving 403 active COVID-19 cases in the state. Haryana has a recovery rate of 64.61 percent, fatality rate of 1.35 percent while 3,827 tests are being conducted per million population.

  An ambulance driver of a civic-run hospital in Vashi in Navi Mumbai died of the novel coronavirus infection on Sunday, an official said. Delhi govt directs pvt hospitals with more than 50 beds to reserve 20% capacity for coronavirus patients
The Delhi government has directed private hospitals/nursing homes with 50 beds or more to reserve 20 percent of total capacity for COVID-19 patients, reports PTI. Ten private hospitals have been declared as COVID-19 dedicated hospitals for admitting confirmed/ suspected cases of coronavirus on payment basis. "It has been found that in the recent past the majority of beds earmarked for COVID-19 patients in the dedicated private hospitals are occupied at any given time. Therefore, there is a need to increase the number of beds dedicated for COVID-19 patients in the private hospitals in the city," an order issued by the government said on Sunday. To increase the bed capacity for COVID-19 patients, all 117 nursing homes/private hospitals having bed strength of 50 beds or more are directed to reserve/ earmark at least 20 per cent of their total bed strength for COVID-19 patients, it added.

According to the guidelines issued by the Delhi government, asymptomatic passengers. won't have to undergo home or institutional quarantine, reports News18. Big city-returnees form bulk of new COVID-19 cases in Hingoli
People who have traveled from major cities like Mumbai and Delhi form the bulk of new COVID-19 cases in Maharashtra's Hingoli district, some 220 kilometres from here, an official said on Sunday. Hingoli has 151 coronavirus positive cases currently, though the number of active ones is 62 as 89 people have been discharged after recovery.
  "Of the 13 new cases found last night in Sengaon, ten came from Mumbai and three from Delhi. Of the 31 patients in isolation centres in Limbala, 22 came back from Mumbai, four from Aurangabad, and one each from Raigad and Karnataka's Bidar," the official said.

Air travellers to be home quarantined for 14 days in UP
   As domestic flights resume on Monday, Uttar Pradesh government said air travellers to the state will be in home quarantine for 14 days unless they are staying for less than a week or if they clear the coronavirus test earlier. Principal Secretary Medical and Health Amit Mohan Prasad said passengers will have to follow the laid-down home quarantine protocol. They can get themselves tested for the virus on the sixth day from their arrival and end their quarantine if the results come out negative, he said on Sunday. If the passengers do not have adequate facilities at home, they will be kept at a quarantine centre. Outsiders on visits of less than a week to the state need not go into quarantine if they furnish details of their return journey, he said. But they will not be allowed to enter containment zones. All passengers coming to UP will have to register themselves on http://reg.upcovid.in and furnish details of themselves and family members travelling with them.

Himachal Pradesh to keep those returning from red zones under institutional quarantine
  As India is set to resume its domestic passengers flights from Monday after a gap of two months, the Himachal Pradesh government has decided to put people coming from red zones under institutional quarantine. It is mandatory to quarantine people coming from red zones and those with influenza-like illness symptoms, hence the same rule will apply on air passengers, Kangra Deputy Commissioner Rakesh Prajapati said. Paid quarantine facilities are also available in Himachal Pradesh Tourism Development Corporation (HPTDC) hotels in Kangra district, he added. The deputy commissioner said air passengers will be tested for coronavirus.
  A district official said only Himachal Pradesh residents having valid address proof should book flights coming to Dharamshala's Gaggal airport from Monday.  Tourists will not be allowed to enter the district, he said, adding that they will be immediately put in a quarantine facility and sent back on their own expenses.

On her way to her home state Uttar Pradesh from Karnataka on a Shramik special train, a nine-month pregnant woman suddenly developed labour pains and gave birth to a baby girl, aided by women travelling with her. Her husband, Sandeep, a construction worker, told PTI that they boarded the train on Friday. His wife went into labour on Saturday evening, following which the other women formed a protective shield around her and aided in the birth. The couple were on their way to their native village Balrampur in Uttar Pradesh.

Bihar reports 12th COVID-19 death
   A 48-year-old man has died of COVID-19 in Bihar, taking the coronavirus death toll in the state to 12, the state health department said on Sunday. The number of COVID-19 cases in the state increased to 2,477 with 87 people testing positive, it said. The deceased belonged to Marhaura in Saran district and was admitted to Patna Medical College and Hospital (PMCH) on 22 May with fever and cough. He died on Saturday afternoon, PMCH Superintendent Bimal Kumar Karak told PTI. Though the deceased's sample was collected the day he was admitted but his test report confirmed that he was COVID-19 positive on Saturday after his death, Karak said. Asked whether the patient had a travel or contact history, Karak said that he had come to Saran from Tamil Nadu during lockdown period.
  So far, the contagion has claimed 12 lives that includes two deaths each from Patna, Vaishali and Khagaria while one death each has been reported from Rohtas, Munger, East Champaran, Sitamarhi, Begusarai and Saran. Of the total 2,477 COVID-19 cases in the state, 12 people have died, 677 have recovered and 1,789 cases are active, the health department bulletin said.

Coronavirus Outbreak updates:  A senior officer posted at the Rail Bhawan in Central Delhi has tested positive for coronavirus, the fourth case at the railway headquarters.
 Madhya Pradesh on Sunday reported 294 new COVID-19 cases, including 75 from the worst-hit Indore, and nine deaths, taking the total case count to 6,665 and fatalities to 290, health officials said.
Civil aviation minister Hardeep Singh Puri late on Sunday night said that domestic flight operations would resume across the country from Monday, with the exception of West Bengal and Andhra Pradesh.

COVID-19 cases in Karnataka​ breached the 2,000 mark on Sunday with the detection of 97 cases, most of them returnees to the state from Maharashtra, the health department said.
Hyundai Motor India Ltd (HMIL) on Sunday said its three employees at the Chennai-based manufacturing plant have tested positive for COVID-19. The second-largest carmaker in the country had resumed operations at Irungattukottai-based plant (near Chennai) on 8 May.
With flight operations set to resume from Monday, Maharashtra Chief Minister Uddhav Thackeray on Sunday spoke to civil aviation minister Hardeep Singh Puri and requested him to give some more time for preparations. He said, 'We can't say that lockdown will be over by 31 May. We will have to see how we will go forward.'
Ministry of Health and Family Welfare issued revised guidelines for international arrivals, which mandate a 14-day quarantine, including a seven-day institutional quarantine at their own cost, for all those reaching India.
With 508 new cases, the total number of COVID-19 positive cases in Delhi is now 13,418 (till midnight of 23rd May), total death toll 261, said Delhi health minister Satyendra Jain.  The number of containment zones in Delhi now stands at 87, with the addition of house numbers 600-800 Hari Nagar, Rani Bagh, and two houses at street number 8, Shastri Park.
Odisha is the latest state to make home quarantine mandatory for incoming passengers, reports ANI. In rural areas of the state, the quarantine period will be split between seven days in an institution and seven days at home.
587 police personnel have been found COVID-19 positive in the last 24 hours taking the total number of affected cops to 1,758, out of which 18 have died due to the virus and 673 have recovered, according to Maharashtra Police, reports ANI.
Eleven people who travelled to Goa in the Delhi-Thiruvananthapuram Rajdhani Express train on Saturday, have tested positive for coronavirus, taking the total number of such cases in the state to 66, officials said on Sunday.
Assam on Sunday claimed to have conducted more COVID-19 tests than Kerala, which was once the highest affected state. This claim came from Assam health minister Himanta Biswa Sharma who released a series of tweets giving details about the tests, said that in comparison to Kerala’s 52771 tests, Assam has conducted 55,862 tests so far.
As India is set to resume its domestic civil aviation operations from 25 May, the Delhi airport will be handling around 380 flights on Monday, a senior official told PTI.
Maharashtra Home Minister Anil Deshmukh has said it is "extremely ill-advised" to reopen airports in red zone amid the coronavirus pandemic. The minister's comments follow Union Civil Aviation Minister Hardeep Singh Puri's announcement that all domestic flights are set to resume in India from 25 May as part of its gradual reboot of air travel services amid the pandemic.
With 47,190 confirmed cases of COVID-19 so far, Maharashtra remains the worst-affected state in the country, followed by Tamil Nadu (15,512) and Gujarat (13,664).
The total confirmed COVID-19 cases in India have risen to 1,31,868, according to the latest update from the Union Health Ministry. The toll in the country is now at 3,867. The reported active COVID-19 cases in India now stand at 73,560, as many as 54,441 COVID-19 patients have been cured and discharged so far.

Assam Health Minister Himanta Biswa Sarma on Saturday asked people not to return to the state unless 'absolutely necessary' as 87 more people tested positive for coronavirus, the highest single-day jump, taking the total tally to 346.
The toll due to COVID-19 rose to 3,720 and the number of cases climbed to 1,25,101 in India on Saturday as India registered an increase of 137 deaths and 6,654 new cases in a 24-hour span till 8 am, according to the health ministry.
The number of active COVID-19 cases stood at 69,597 and 51,783 people have recovered and one patient has migrated, the ministry said.
Amidst this, differences emerged among states and the aviation ministry over whether or not to quarantine fliers once domestic air travel resumes on 25 May.
Maharashtra, however, remained non-committal on domestic flights while urging the aviation ministry to allow special and concessional flights to leave from the state.
Meanwhile the Centre asked 11 municipal areas which account for 70 percent of India's cases to step up monitoring efforts in old cities, urban slums and other high-density population pockets like camps and clusters for migrant workers.

These 11 municipal areas are from Maharashtra, Tamil Nadu, Gujarat, Delhi, Madhya Pradesh, West Bengal, Rajasthan and account for 70 per cent of active case load, the Union health ministry said.
Meanwhile, India continues to be the 11th most-affected country right now, but its tally is fast approaching that of Iran, which is the tenth most affected in the world at present with nearly 1.33 lakh cases, PTI said.
COVID-19 cases from states
On Saturday, Sikkim reported its first COVID-19 case as a 25-year-old student who recently returned from Delhi tested positive for the virus, a senior official said. The first case was detected in India on 30 January, but Sikkim had managed to stay free of it so far.
While Maharashtra has been the worst-hit state, Gujarat, Delhi, Madhya Pradesh and Rajasthan are among other badly-affected places.
Maharashtra recorded 2,608 new coronavirus cases and 60 deaths on Saturday, taking its total count of cases to 47,190 and the death toll to 1,577. At least 18 police personnel, including an officer, have died of COVID-19 in the state so far.
In Tamil Nadu, 759 new cases were reported and the death toll rose to 103 after five more people, including a 75-year-old woman, lost their lives. The new cases included those having arrived from other countries as also those having travelled from other parts of the country.
On the other hand, a 26-year-old man tested positive in Manipur, nearly 10 days after returning to the state in a special train from Chennai. He was among 1,140 people who returned to the state by a migrant special train on May 13. Of the 25 active cases in Manipur, 16 are Chennai returnees, officials said.
Kerala also recorded a rise in its numbers with 62 more people testing positive, including 49 returnees from abroad and from other states. More than 91,000 are under observation in the state, which had reported India's first COVID-19 case but had managed to flatten its curve till the movement of migrants from other states and from abroad resumed.
In Himachal Pradesh, 10 more people tested positive, of which nine had returned from Mumbai and one from Punjab.
Experts have cautioned that movement of migrants and people coming from abroad could spread the infection further during their travel and also after their arrival as not all of them are put into institutional quarantine due to absence of any symptom.
Karnataka recorded its biggest single-day spike on Saturday with over 200 new cases of COVID-19, taking its tally to 1,959. Officials said that 187 of 216 new cases are returnees from neighboring Maharashtra, while others include those having returned from Gujarat, Delhi, Tamil Nadu, Andhra Pradesh and Rajasthan.
In the national capital, 591 fresh cases were recorded to take its tally to 12,910. Delhi's death toll has also increased to 231.
China cases drops to zero, fresh cases emerge in Germany 
Meanwhile, new coronavirus cases dropped to zero in China for the first time on Saturday, but hospitals were overwhelmed across Latin America both in Brazil and Mexico which were lax about lockdowns as well as in Peru, Chile and Ecuador which were lauded for firm restrictions and early confinement.
Turkey imposed its toughest lockdown measures yet starting Saturday for the end of Ramadan, and Yemen's Houthi rebels urged believers to use masks and stay inside as authorities around the Muslim world try to contain infections at a time usually marked by days of multi-generational feasting and collective prayer.
Elsewhere, many governments continued easing restrictions as they face historic recessions brought on by the global battle against the virus. In the US, some regions were opening more quickly than others, despite pressure from President Donald Trump to move faster.
Infections emerged in Germany, which has drawn praise for its handling of the virus, after seven people appear to have been infected with the coronavirus at a restaurant in the northwest of the country.
The US, however, remained the hardest hit country globally, with more than 96,000 deaths among 16 lakh confirmed cases, followed by Russia and Brazil, a tally maintained by John Hopkins University showed.
On Saturday, worldwide deaths reached 3,38,000 while infections have crossed more than 52 lakh.
To quarantine or not: debate continues
Though domestic commercial passenger flights are set to resume from Monday (25 May) after nearly two months of suspension due to COVID-19-induced lockdown, the differences over whether or not to quarantine fliers continued on Saturday. While Punjab, Chhattisgarh, Goa and Jammu and Kashmir said that 14-day quarantine will be mandatory, Karnataka said that seven-day institutional quarantine will be must for passengers from high-risk states and others will have to undergo 14-day home quarantine.
Maharashtra government official on Saturday said the state had not yet amended its May 19 lockdown order which allowed only certain kinds of flights.
As per the 19 May order of the state government extending the coronavirus-induced lockdown to 31 May, all domestic and international air travel, except for domestic medical services, domestic air ambulance and for security purposes as permitted by Ministry of Home Affairs (MHA), will continue to remain prohibited across the state.
Meanwhile, civil aviation minister Hardeep Singh Puri whil saying that India will try to restart a good percentage of international passenger flights before August, said on Saturday that those using the Aarogya Setu app won't have to undergo quarantine if their status is green.
"If you have Aarogya Setu app, and if you have got yourself tested for COVID-19 and have been found negative, and if you do not show any symptoms, then I think there is no need for quarantine," he said.
The aviation minister had earlier rubbished the demand for mandatory quarantine asking states no to 'create fuss' over a domestic travel.
Puri, however, stressed that the app, is not mandatory for air passengers and they can instead give a self-declaration form.
"We have said it is an advisory, it is preferable... If you do not have the Aarogya Setu app, you can give a self-declaration form," he stated.
"If someone has Aarogya Setu app, it is like a passport. If you have green status, why should anybody want any quarantine," Puri said.
The Aarogya Setu app has been panned by cybersecurity experts over privacy concerns and its makers refusing to share the source code.
In an exclusive interview with Firstpost, French ethical hacker Elliot Alderson said that the Indian government must convince people of the app’s efficacy rather than force them to use it. Alderson had parked off a fierce debate on security issues related to the app earlier this month.
“To potentially be useful, a contact-tracing app needs to be downloaded and used by a lot of people. To ensure adoption of the app on a large scale among the population, you need to gain their trust. Publishing the source code is one way to get this trust,” he told Firstpost.

Meanwhile, Congress has demanded a judicial probe into the use of 'uncertified' Dhaman-1 ventilators on COVID-19 patients in Gujarat, alleging that the mortality rate was highest at the hospital these machines were installed.
Congress spokesperson Pawan Khera alleged that the Vijay Rupani government projected a mechanised AMBU (Artificial Manual Breathing Unit) bag as ventilator, "playing with the lives of patients".
"Why was Dhaman-1 approved and installed when it had been tested on just one patient? Why was Dhaman-1 approved and installed without a licence by DCGI (Drug Controller General of India)," Khera asked.
"We also want to know if the PM-Cares Fund was used to buy 5,000 pieces of Dhaman-1 through HLL Lifecare. All these answers can only be found through an independent judicial inquiry," Khera said.
On Saturday, Chairman Railway Board VK Yadav on Saturday said that the Railways has drawn up a schedule to operate 2,600 more trains over the next 10 days to ferry 36 lakh more migrant workers home.
The 'shramikspecial' trains are being operated primarily on the requests of the states, which want to send migrant workers to their home states.
According to data with the Railways, Uttar Pradesh (1,246) has received the highest number of shramik special trains, followed by Bihar (804) and Jharkhand (124) and Madhya Pradesh (112).

The order also prohibits the spread of inflammatory statements which are discriminatory against a particular community and any information which could cause panic or confusion among the public. The chief minister said 996 samples were tested for COVID-19 in Tripura on Saturday. "Among them, 16 persons found COVID19 positive. All of them have returned from Maharashtra. They have been admitted to hospital," Deb tweeted on Saturday. "If doubling rate in India before lockdown was between 3.4 days, today the doubling rate is more than 13-days," ANI quotes him as saying. 16:59 (IST) Coronavirus Outbreak in Bihar Latest Update Bihar reports 12th COVID-19 death    A 48-year-old man has died of COVID-19 in Bihar, taking the coronavirus death toll in the state to 12, the state health department said on Sunday. The number of COVID-19 cases in the state increased to 2,477 with 87 people testing positive, it said. The deceased belonged to Marhaura in Saran district and was admitted to Patna Medical College and Hospital (PMCH) on 22 May with fever and cough. He died on Saturday afternoon, PMCH Superintendent Bimal Kumar Karak told PTI. Though the deceased's sample was collected the day he was admitted but his test report confirmed that he was COVID-19 positive on Saturday after his death, Karak said. Asked whether the patient had a travel or contact history, Karak said that he had come to Saran from Tamil Nadu during lockdown period.   So far, the contagion has claimed 12 lives that includes two deaths each from Patna, Vaishali and Khagaria while one death each has been reported from Rohtas, Munger, East Champaran, Sitamarhi, Begusarai and Saran. Coronavirus Outbreak updates:  A senior officer posted at the Rail Bhawan in Central Delhi has tested positive for coronavirus, the fourth case at the railway headquarters.  Madhya Pradesh on Sunday reported 294 new COVID-19 cases, including 75 from the worst-hit Indore, and nine deaths, taking the total case count to 6,665 and fatalities to 290, health officials said. Civil aviation minister Hardeep Singh Puri late on Sunday night said that domestic flight operations would resume across the country from Monday, with the exception of West Bengal and Andhra Pradesh. As many as 1,725 persons tested positive for COVID-19 in Mumbai today; taking the total number of cases to 30,359. The death count rose to 988 after 39 more died due to the viral infection, reports ANI, quoting the Mumbai civic body. Gujarat on Sunday reported 394 new COVID-19 cases and 29 deaths, taking the overall case count to 14,063 and the fatalities to 858, PTI quotes a health department official as saying. The West Bengal government said  that domestic flight operations will not be resuming in the state from Monday, as the state machinery is still involved in restoration work following the havoc wreaked by super cyclone Amphan. The Kolkata Airport will resume domestic flight services from May 28, it said. Confirmed cases in Maharashtra surged to 50,231 after 3,041 new cases were reported on Sunday, reports PTI. The state also reported 58 deaths, pushing the toll to 1,635, reports ANI quoting the state health department. The Maharashtra government has agreed to allow 25 take-offs and 25 landings per day for domestic flights from Mumbai. This number will be increased gradually. State govt will issue details and guidelines in this regard soon, ANI quotes state minister Nawab Malik as saying. Tamil Nadu recorded 765 new cases today, taking the total cases in the state to 16,277. With eight new deaths, the death count mounted to 111.  53 positive cases were reported in Kerala on Sunday, taking the number of active cases to 322, reports ANI. COVID-19 cases in Karnataka​ breached the 2,000 mark on Sunday with the detection of 97 cases, most of them returnees to the state from Maharashtra, the health department said. Hyundai Motor India Ltd (HMIL) on Sunday said its three employees at the Chennai-based manufacturing plant have tested positive for COVID-19. The second-largest carmaker in the country had resumed operations at Irungattukottai-based plant (near Chennai) on 8 May. With flight operations set to resume from Monday, Maharashtra Chief Minister Uddhav Thackeray on Sunday spoke to civil aviation minister Hardeep Singh Puri and requested him to give some more time for preparations. He said, 'We can't say that lockdown will be over by 31 May. We will have to see how we will go forward.' Ministry of Health and Family Welfare issued revised guidelines for international arrivals, which mandate a 14-day quarantine, including a seven-day institutional quarantine at their own cost, for all those reaching India. With 508 new cases, the total number of COVID-19 positive cases in Delhi is now 13,418 (till midnight of 23rd May), total death toll 261, said Delhi health minister Satyendra Jain.  The number of containment zones in Delhi now stands at 87, with the addition of house numbers 600-800 Hari Nagar, Rani Bagh, and two houses at street number 8, Shastri Park. Odisha is the latest state to make home quarantine mandatory for incoming passengers, reports ANI. In rural areas of the state, the quarantine period will be split between seven days in an institution and seven days at home. 587 police personnel have been found COVID-19 positive in the last 24 hours taking the total number of affected cops to 1,758, out of which 18 have died due to the virus and 673 have recovered, according to Maharashtra Police, reports ANI. Eleven people who travelled to Goa in the Delhi-Thiruvananthapuram Rajdhani Express train on Saturday, have tested positive for coronavirus, taking the total number of such cases in the state to 66, officials said on Sunday. Assam on Sunday claimed to have conducted more COVID-19 tests than Kerala, which was once the highest affected state. This claim came from Assam health minister Himanta Biswa Sharma who released a series of tweets giving details about the tests, said that in comparison to Kerala’s 52771 tests, Assam has conducted 55,862 tests so far. As India is set to resume its domestic civil aviation operations from 25 May, the Delhi airport will be handling around 380 flights on Monday, a senior official told PTI. Maharashtra Home Minister Anil Deshmukh has said it is "extremely ill-advised" to reopen airports in red zone amid the coronavirus pandemic. The minister's comments follow Union Civil Aviation Minister Hardeep Singh Puri's announcement that all domestic flights are set to resume in India from 25 May as part of its gradual reboot of air travel services amid the pandemic. With 47,190 confirmed cases of COVID-19 so far, Maharashtra remains the worst-affected state in the country, followed by Tamil Nadu (15,512) and Gujarat (13,664). The total confirmed COVID-19 cases in India have risen to 1,31,868, according to the latest update from the Union Health Ministry. The toll in the country is now at 3,867. The reported active COVID-19 cases in India now stand at 73,560, as many as 54,441 COVID-19 patients have been cured and discharged so far. Dr Jitendra Nath Pande (78), the former head of the medicine department at AIIMS and a stalwart in the field of pulmonology, died due to coronavirus at his residence in Siddhartha Enclave on Saturday, reports The Indian Express. Assam Health Minister Himanta Biswa Sarma on Saturday asked people not to return to the state unless 'absolutely necessary' as 87 more people tested positive for coronavirus, the highest single-day jump, taking the total tally to 346. The toll due to COVID-19 rose to 3,720 and the number of cases climbed to 1,25,101 in India on Saturday as India registered an increase of 137 deaths and 6,654 new cases in a 24-hour span till 8 am, according to the health ministry. The number of active COVID-19 cases stood at 69,597 and 51,783 people have recovered and one patient has migrated, the ministry said. Amidst this, differences emerged among states and the aviation ministry over whether or not to quarantine fliers once domestic air travel resumes on 25 May. Maharashtra, however, remained non-committal on domestic flights while urging the aviation ministry to allow special and concessional flights to leave from the state. Meanwhile the Centre asked 11 municipal areas which account for 70 percent of India's cases to step up monitoring efforts in old cities, urban slums and other high-density population pockets like camps and clusters for migrant workers. Meanwhile, India continues to be the 11th most-affected country right now, but its tally is fast approaching that of Iran, which is the tenth most affected in the world at present with nearly 1.33 lakh cases, PTI said. COVID-19 cases from states On Saturday, Sikkim reported its first COVID-19 case as a 25-year-old student who recently returned from Delhi tested positive for the virus, a senior official said. The first case was detected in India on 30 January, but Sikkim had managed to stay free of it so far. While Maharashtra has been the worst-hit state, Gujarat, Delhi, Madhya Pradesh and Rajasthan are among other badly-affected places. Maharashtra recorded 2,608 new coronavirus cases and 60 deaths on Saturday, taking its total count of cases to 47,190 and the death toll to 1,577. At least 18 police personnel, including an officer, have died of COVID-19 in the state so far. In Tamil Nadu, 759 new cases were reported and the death toll rose to 103 after five more people, including a 75-year-old woman, lost their lives. The new cases included those having arrived from other countries as also those having travelled from other parts of the country. On the other hand, a 26-year-old man tested positive in Manipur, nearly 10 days after returning to the state in a special train from Chennai. He was among 1,140 people who returned to the state by a migrant special train on May 13. Of the 25 active cases in Manipur, 16 are Chennai returnees, officials said. Kerala also recorded a rise in its numbers with 62 more people testing positive, including 49 returnees from abroad and from other states. More than 91,000 are under observation in the state, which had reported India's first COVID-19 case but had managed to flatten its curve till the movement of migrants from other states and from abroad resumed. In Himachal Pradesh, 10 more people tested positive, of which nine had returned from Mumbai and one from Punjab. Experts have cautioned that movement of migrants and people coming from abroad could spread the infection further during their travel and also after their arrival as not all of them are put into institutional quarantine due to absence of any symptom. Karnataka recorded its biggest single-day spike on Saturday with over 200 new cases of COVID-19, taking its tally to 1,959. Officials said that 187 of 216 new cases are returnees from neighboring Maharashtra, while others include those having returned from Gujarat, Delhi, Tamil Nadu, Andhra Pradesh and Rajasthan. In the national capital, 591 fresh cases were recorded to take its tally to 12,910. Delhi's death toll has also increased to 231. China cases drops to zero, fresh cases emerge in Germany  Meanwhile, new coronavirus cases dropped to zero in China for the first time on Saturday, but hospitals were overwhelmed across Latin America both in Brazil and Mexico which were lax about lockdowns as well as in Peru, Chile and Ecuador which were lauded for firm restrictions and early confinement. Turkey imposed its toughest lockdown measures yet starting Saturday for the end of Ramadan, and Yemen's Houthi rebels urged believers to use masks and stay inside as authorities around the Muslim world try to contain infections at a time usually marked by days of multi-generational feasting and collective prayer. Elsewhere, many governments continued easing restrictions as they face historic recessions brought on by the global battle against the virus. In the US, some regions were opening more quickly than others, despite pressure from President Donald Trump to move faster. Infections emerged in Germany, which has drawn praise for its handling of the virus, after seven people appear to have been infected with the coronavirus at a restaurant in the northwest of the country. The US, however, remained the hardest hit country globally, with more than 96,000 deaths among 16 lakh confirmed cases, followed by Russia and Brazil, a tally maintained by John Hopkins University showed. On Saturday, worldwide deaths reached 3,38,000 while infections have crossed more than 52 lakh. To quarantine or not: debate continues Though domestic commercial passenger flights are set to resume from Monday (25 May) after nearly two months of suspension due to COVID-19-induced lockdown, the differences over whether or not to quarantine fliers continued on Saturday. While Punjab, Chhattisgarh, Goa and Jammu and Kashmir said that 14-day quarantine will be mandatory, Karnataka said that seven-day institutional quarantine will be must for passengers from high-risk states and others will have to undergo 14-day home quarantine. Maharashtra government official on Saturday said the state had not yet amended its May 19 lockdown order which allowed only certain kinds of flights. As per the 19 May order of the state government extending the coronavirus-induced lockdown to 31 May, all domestic and international air travel, except for domestic medical services, domestic air ambulance and for security purposes as permitted by Ministry of Home Affairs (MHA), will continue to remain prohibited across the state. Meanwhile, civil aviation minister Hardeep Singh Puri whil saying that India will try to restart a good percentage of international passenger flights before August, said on Saturday that those using the Aarogya Setu app won't have to undergo quarantine if their status is green. "If you have Aarogya Setu app, and if you have got yourself tested for COVID-19 and have been found negative, and if you do not show any symptoms, then I think there is no need for quarantine," he said. The aviation minister had earlier rubbished the demand for mandatory quarantine asking states no to 'create fuss' over a domestic travel. Puri, however, stressed that the app, is not mandatory for air passengers and they can instead give a self-declaration form. "We have said it is an advisory, it is preferable... If you do not have the Aarogya Setu app, you can give a self-declaration form," he stated. "If someone has Aarogya Setu app, it is like a passport. If you have green status, why should anybody want any quarantine," Puri said. The Aarogya Setu app has been panned by cybersecurity experts over privacy concerns and its makers refusing to share the source code. In an exclusive interview with Firstpost, French ethical hacker Elliot Alderson said that the Indian government must convince people of the app’s efficacy rather than force them to use it. Alderson had parked off a fierce debate on security issues related to the app earlier this month. “To potentially be useful, a contact-tracing app needs to be downloaded and used by a lot of people. To ensure adoption of the app on a large scale among the population, you need to gain their trust. Publishing the source code is one way to get this trust,” he told Firstpost. Congress demands probe on AMBU bag projected as ventilator in Gujarat Meanwhile, Congress has demanded a judicial probe into the use of 'uncertified' Dhaman-1 ventilators on COVID-19 patients in Gujarat, alleging that the mortality rate was highest at the hospital these machines were installed. Congress spokesperson Pawan Khera alleged that the Vijay Rupani government projected a mechanised AMBU (Artificial Manual Breathing Unit) bag as ventilator, "playing with the lives of patients". "Why was Dhaman-1 approved and installed when it had been tested on just one patient? Why was Dhaman-1 approved and installed without a licence by DCGI (Drug Controller General of India)," Khera asked. "We also want to know if the PM-Cares Fund was used to buy 5,000 pieces of Dhaman-1 through HLL Lifecare. All these answers can only be found through an independent judicial inquiry," Khera said. On Saturday, Chairman Railway Board VK Yadav on Saturday said that the Railways has drawn up a schedule to operate 2,600 more trains over the next 10 days to ferry 36 lakh more migrant workers home. The 'shramikspecial' trains are being operated primarily on the requests of the states, which want to send migrant workers to their home states. According to data with the Railways, Uttar Pradesh (1,246) has received the highest number of shramik special trains, followed by Bihar (804) and Jharkhand (124) and Madhya Pradesh (112).
