The competency is only for what he trained, though. Min-maxed his social skill toolbox. He's giving "fish out of water that's just barely adaptable and charming enough to hide it." That's a Shisui from Naruto character archetype. This guy is either fucked up, or abt to be. Delightfully sociable weirdo. Chaotic gremlin hiding under a shell of "no don't worry guys I've got this" that his charisma maintains just long enough for consequences to hit both him, and often teammates. He's an "aww a little guy" who is a bit fucked up, actually, but the issue is probably that he's just not as vibrantly so when you put him next to the main cast.
