We know that the Magitek Research Facility incident is what's left of old material for Celes before she was elevated to prominent character status. So now in the game, it seems to come out of left field. What do you headcanon Kefka's basis for openly accusing Celes of being a spy being? (ie: is it fake, is it based off of an actual event, or something he knows of her past?).

I take it as kefka and his penchant for chaos and as a way of destabilising the team. I never really thought it came off left field because I do think it makes sense to plant the seed of doubt. kefka has a vested interest in destabilising a team that has come so far and in making them not trust celes. celes knows too much about the empire, even if she's not rushing to share it because her former loyalties are hard to shake off and kefka would rather they don't trust her, he'd rather that when/if she started spouting empire secrets everyone is a bit unsure and wondering if it's a trap cause it'll waste time for the returners and kefka needs as much borrowed time as he needs when he's so close to achieving his goals. also, having them trust celes would make it easier for them to put the pieces together and figure out what kefka himself wants, that is different from what the empire wants.
I also do think it adds to celes' character because her behaviour, her reluctance to let go of her former titles and allegiances is what makes kefka be able to plant the doubt. mind you though that if she was actually a spy it would be more useful to not accuse her of anything and just let her stay with the returners until they can kill the entire operation but kefka lives for the drama.
