Why would going to grad school in Germany cost less than half of what it would cost to go to grad school at my current college (in my home state)? Why is the American university system like this

#of course there's TONS of money associated with starting school in Germany #documents certifications language tests flight down payment etc #but the German government says you need like 12k in a bank account to survive for a year #so you need 12k euros to get a student visa #compare that to (from my own university's website) 40k USD for a single year of grad school #I think #woaging into the void
