Applicants shall apply for the scholarship through dispatching authorities, institutions or the Chinese diplomatic missions. 2. CHINA/UNESCO – the Great Wall Fellowship Program It is a full scholarship program set up by MOE for candidates recommended by the United Nations Educational, Scientific and Cultural Organization (UNESCO). It is only available to applicants who come to study as general scholars and senior scholars. Applicants shall apply to the National Commissions for UNESCO in their home countries. 3. Study in Asia Scholarship Program It is a full scholarship program established by MOE aiming to stimulate the mobility of Asian students and scholars within Asia. It aims to strengthen mutual understanding among the people in Asian countries, develop education cooperation and exchanges, and promote Asian education quality. It is only available to applicants who come to study as general scholars and senior scholars. Applicants shall apply to the Chinese diplomatic missions in their home countries. 4. China/AUN Scholarship Program It is a full scholarship provided to ASEAN member countries by MOE, with the purpose of encouraging students, teachers and scholars from ASEAN member countries to study in China, and enhancing mutual understanding and friendship. Chinese Government Scholarship Program for EU It is a full scholarship program set up by MOE for high school graduates or university students from EU to learn Chinese for one year in China. China/Pacific Islands Forum (PIF) Scholarship Program It is a full scholarship provided for some pacific island countries by MOE, with the purpose of encouraging students from these countries to study in China. Chinese Government Special Scholarship Program-University Postgraduate Program It is a full scholarship program set up by MOE aiming to support Chinese universities to recruit postgraduate students. Applicants shall directly contact the Chinese HEIs under this program for application. 9. Chinese Government Special Scholarship Program-Degree Oriented Program in Provinces and Autonomous Regions It is a full scholarship program set up by MOE aiming to support Chinese universities designated by local education departments in specific provinces or autonomous regions to recruit international students who come for postgraduate studies. Applicants shall directly contact the regional education departments or Chinese HEIs under this program for application. 10. Chinese Government Special Scholarship Program-Cooperative Program with Provinces and Autonomous Regions It is a full scholarship program set up by MOE aiming to support Chinese universities designated by local education departments in specific provinces or autonomous regions to recruit international students who come for postgraduate studies. Application Mode – Applicants shall meet the basic qualifications prescribed in the Application Procedures. College Preparatory Program According to the regulations of MOE, applicants coming for their undergraduate studies under the Chinese Government Scholarship Program are required to attend the college preparatory courses in the universities appointed by CSC for one to two years, which include the fundamentals of Chinese language, mathematics, physics and chemistry. In a series of reforms, capital markets regulator Sebi is planning to expand its Offer For Sale framework to more companies, relax its norms for clubbing of investment limits by established foreign investors and tighten insider trading rules.
The regulator is also planning to relax its disclosure norms for housing finance companies and systemically important NBFCs regarding pledged shares of listed firms and also provide for cancellation of an Offer For Sale (OFS) in case of limited interest from non-retail shareholders on the first day itself, officials said.
These proposals, along with several others, are likely to be discussed by Sebi's board at its meeting this week.
Officials said the Securities and Exchange Board of India (Sebi) is also considering changes in its regulatory framework for debenture trustees. Besides, it plans to allow custodial services in the commodity derivatives market to enable institutional participation.
Another proposal involves enabling mutual funds to undertake 'side pocketing' of debt and money market instruments in case of a credit event while ensuring fair treatment to all unitholders.
'Side pocketing' is a mechanism to separate distressed, illiquid and hard-to-value assets from other more liquid assets in a portfolio. It prevents the distressed assets from damaging the returns generated from more liquid and better-performing assets.
As per one proposal to amend the insider trading norms, entities belonging to promoter group will need to make initial and continuous disclosure about their shareholdings and the subsequent share transactions exceeding Rs 10 lakh.
Currently, such disclosure requirements are mandatory for promoters, key management personnel and directors of a company, but there is no obligation on entities belonging to promoter groups.
Officials said that Sebi is also of the view that an earlier proposed exercise for determining a uniform bond valuation methodology to be followed by all regulated entities across the financial sector may not be pursued.
Such an exercise was suggested by a Working Group on Development of Corporate Bond market in India, chaired by H R Khan.
However, Sebi will prescribe high-level principles to be followed uniformly across all mutual funds for strengthening the existing system of valuation of corporate bonds for mutual funds. Regarding the pricing agencies, Sebi plans to evolve a supervisory and regulatory framework.
In another key proposal, Sebi plans to relax the norms for clubbing of investment limits for FPIs.
Currently, the foreign portfolio investors are treated as part of the same investor group and the investment limits of all such entities are clubbed for deriving the investment limit as applicable to a single FPI, in case of the same set of ultimate beneficial owners investing through multiple entities.
Under the proposed norm, multiple entities having common ownership, directly or indirectly, of more than 50 per cent would be treated as part of the same investor group and their investment limits would be clubbed.
Besides, the clubbing of investment limit would not be applicable in case of entities having common control, if the FPIs are appropriately regulated public retail funds. Similar exemptions would be available to FPIs that are public retail funds majority owned by well-regulated public retail funds or those having well-regulated investment managers.
Public retail funds typically include insurance companies, pension funds and mutual funds or unit trusts that are open for retail subscriptions.
Regarding the changes in the OFS framework, officials said the proposed changes have been formulated as per suggestions from the Department of Investment and Public Asset Management (DIPAM) and other stakeholders.
The OFS norms will be eased to allow this mechanism for all companies with market cap of Rs 1,000 crore and above, as against a current limit of top 200 companies.
Also, if the seller fails to get sufficient demand from non-retail investors at or above the floor price on the first day of offer, then the seller may choose to cancel the officer post bidding in full (both retail and non-retail) on the first day itself and not proceed with the offer to retail investors on the second day.
Among other proposals, Sebi is looking at changes in norms requiring the filing of a fresh offer document in case of an OFS where there is a change in the number of shares offered for sale or the estimated issue size by more than 50 per cent.
Besides, norms would be eased for allocation in the net offer in fixed price issues in the SME segment.
Also, housing finance companies and systemically important NBFCs may be exempted from disclosure of increase or decrease in shareholding due to encumbrance or release of the encumbrance of shares. A similar exemption already available to scheduled commercial banks and public financial institutions.

ACLU-NH Drops "Voter Information" Lawsuit After State Agrees To Mutual Resolution
NH Secretary of State Agrees to Resolve NH Voter Information Case
The Plaintiffs in this case are pleased that the Secretary of State will obey the law by only transmitting pictures of the publicly available marked checklists maintained by the town and already available both from towns and from the State Archives.  The original statements from the Secretary of State manifested an intent to release voter information in a searchable digital file, which the Commission stated would be made available publicly. Today’s resolution means that no digital searchable information will be released and the Secretary, who is himself a member of the Commission, has stated that the material submitted will not be made public.
Today the Secretary of State has elected to produce to the Commission, the distinct voter checklist-marked copies that are used by individual municipalities on Election Day and that are distributed to the State Archives after each election pursuant to RSA 659:102.  Critically, this information — unlike the current statewide checklist at issue in this litigation — is not aggregated on a statewide basis (but rather on a town-by-town basis) and is not text searchable.  This information — which only contains whether the voter’s name, domicile address, mailing address, party affiliation, and whether that voter voted — will be disseminated in the same manner in which they are made available today to anyone in the public the public requesting this information from the individual towns or from the Secretary of State.
In his ultimate response to the demands of the Plaintiffs and the ACLU, The Secretary of State wisely chose to limit his  transmission of voter information to that allowed by State law, conforming to limitations that exist to protect the privacy of the voters.
“I am pleased that the Secretary of State has agreed to not disclose the statewide public checklist.  The Secretary of State had no statutory authority to release digital information on  the statewide public voter data base to anyone other than a political party, political committee, or candidate for New Hampshire office,” stated Senator Bette Lasky (D-NH), a plaintiff in the case.
“The legislature carefully designed strict restrictions on the sharing of the statewide voter checklist—and limited to political entities—for good reason: to protect voter privacy by helping avoid the mass dissemination of statewide vote information in a form that represented a threat to the privacy of the voters,” stated Representative Neal Kurk (R-NH), another plaintiff in the lawsuit.
Representative Kurk was involved in the crafting of the relevant statutes under RSA 654:31, which limit the prospect of mass dissemination of this statewide voter checklist in order to ensure that it is only used for political purposes, and not for commercial gain. (RSA 654:31(VI) explicitly prohibits voter information from being used for commercial purposes.)
RSA 654:31(II)-(III) only allows requesters to: (i) view the current statewide public digital database on the statewide centralized voter registration database at the state records and archives center during normal business hours where requesters are prohibited from printing, duplicating, transmitting, or altering the data and (ii) obtain hard copies of the current public checklist from local municipalities on a town-by-town/ward-by-ward basis at a fee of at least $25 per municipality or ward.
“We are happy that the Secretary of State is not entitled to grant the Commission special, unwritten exemptions that circumvent New Hampshire law,” stated Gilles Bissonnette, Legal Director of the ACLU of NH. “He must apply the law to the Commission no differently than he would apply the law to a regular member of the public seeking this information.”
The Plaintiffs in this case are pleased that the Secretary of State will be obeying the law by only transmitting pictures of the publicly available marked checklists maintained by the town and already available both from towns and from the State Archives. The parties also believe that the laws relating to the disclosure of voter information need to be tightened so voters are even further protected in the future and pledge to work in a nonpartisan manner to bring about such changes.
After the case was dropped by the ACLU, Senator Laskey and Representative Kirk, Ray Buckley from the NH Democratic Party released the following:
“The state has agreed to limit the scope of information they are releasing to President Trump’s sham election integrity commission. While this is progress in protecting the personal information of Granite Staters, New Hampshire’s voter data in the hands of a leak-happy White House is a risky proposition, especially since the administration has already released unredacted complaints they’ve received about the commission from concerned citizens. This info was requested –and some will be handed over — under the false pretense of President Trump’s constant lies about massive voter fraud to soothe his own insecurities.
These are the same lies propagated by Governor Sununu, who claimed that Massachusetts voters were bused into New Hampshire to cast Democratic votes against him and Trump. As we learned yesterday, on WMUR’s CloseUp, Governor Sununu is still a strong supporter of President Trump despite his offensive statements about the state. Granite Staters need to remain wary of frivolous requests by this administration to pry into our personal information without giving any specific reason. The governor seems more than willing to blindly hand over info without studying up on the law and that speaks to his instinct of defending Trump over protecting New Hampshire.”
