I never played Heroes but afaik you did, so I'm curious what you think of this unpopular opinion: Cream's character and personality suffer a lot under the fact they're traits also possessed by Amy (being optimistic and cheerful, The Heart, determined to help others etc.), and thus she makes Amy look bad in comparison because in the 2000s Amy's personality shifted more towards her negative traits: pushiness and rudeness, the whole marriage thing she had with both Heroes and Rush around Sonic, incredibly hot-tempered in Sonic X and so on.
(This is just me personally, but without Amy's personality traits, I truly cannot think of any defining characteristic for Cream except the fact she is polite and more sensitive because of her age. I liked her best in Rush because I am most accustomed to her there... which is also the game that had Amy literally catch on fire because there was a potential female rival for Sonic's love. Yeahhhhh.)

You make a good point that she was the most relevant in the 2000s, when Amy was... not in a good place lmao
But when I think of Cream, I don't really think of Amy 2.0, nor I believe Amy was purposefully flanderized to make her stand out. Cream is not the supportive heart of the group in the same way Amy is, in fact she needs Amy's comfort in Heroes when she gets worried about Chocola. Aside from her politeness, Cream is softer and more naive, more of a pacifist, and she lacks Amy's energy: she's basically meant to be her Tails. Although of course this doesn't mean she isn't one of the hardest asskickers of the series :P
