I thought the doctor doesn't believe in ghosts
He doesn't! That snippet of poetry is less about "the Doctor genuinely believes ghosts are real in a literal sense" and more about "the use of the word 'ghost' communicates the thematic connotations and motifs the author wants to explore and make relevant in this context, and the Doctor appreciates the use and affect of those themes & motifs".
"What is most scary is not whether we can see the ghost, but, rather, the moment the ghost sees us."
Not whether he faces the people whose deaths he's responsible for but when they face him. The Doctor doesn't watch people die. He turns the screen off, he turns around, he looks away. Ghosts in when he looks away. (Ghosts in when he leaves them behind.)
