India: Tragic college bus accident kills 23 children and 3 adults — Society’s Child — Sott.net

PARMA HEIGHTS, Ohio – A Parma Heights woman was arrested and charged with child endangering   and causing a disturbance after authorities discovered her children living in a “state of complete filth.”

On Friday, authorities responded to the 6000 block of Big Creek Parkway after a neighbor reported a woman  with her children resulting in a disturbance.

When authorities arrived at the apartment building, they found Samaria Kyle highly intoxicated and slurring her voice.

Kyle admitted to police she had four alcoholic beverages before correcting herself to say “several alcoholic beverages,” according to a police report.  

The neighbor told authorities he saw Kyle laying outside his apartment door together with what appeared to be a urine stain.

1 officer has been greeted with a 7-year-old boy who had been walking towards a opened flat door with the keys inside the lock.   Officers also  observed that a girl strapped in a car seat.

An officer found food, newspapers, bags, dishes and garbage scattered through the home. An officer saw that the sleeve of a youngster’s shirt burning over the ground and found a burning odor.

The officer used a fire extinguisher to put out the fire.

The children appeared to be filthy and famished, according to the report.

Kyle told officers that the flat was a mess because she was being evicted on Dec. 29 and had to pack as a result of it.

A officer maintained her 7-month-old  due to Kyle continued to sway back and forth because she was being interviewed for her whereabouts, according to the police report.

While being interviewed by authorities, without even realizing it, she dropped on the couch sat on her kid’s leg.   Kyle blew a BAC of .254, according to the report.  

Kyle was previously arrested in June for OVI.

They were taken by the children’s grandparents after Kyle was put under arrest and transported to jail.

ALBUQUERQUE, NM–New Mexico Voices for Children has released a children’s agenda of policy recommendations that they hope candidates for state- and – national-level offices will adopt. The agenda, “Children in the Crossroads: A Children’s Agenda for Creating KIDS COUNT with Candidates,” contains 30 coverage recommendations spanning three classes: economic well-being, education, and wellness. The team hopes that the agenda will spur candidates to will make plans.

“Despite kids being the biggest priority for every New Mexico parent, policies to increase their well-being are rarely said in candidate discussion,” explained James Jimenez, executive manager of NM Voices. “That is particularly unconscionable when we’ve ranked 49th the nation in child well-being provided that we’ve got.”

Some of the policy recommendations are aimed particularly at working families with kids. These include: making a state-level child tax credit; significantly increasing state funding for early childhood care and learning plans, K-12 and college; and expanding health centers.

Some of the policy recommendations would assist New Mexicans not or whether they are parents. These include: rebuilding the behavioral health program of the state ; and increasing the minimum wage interest rates in 36 percent for all loans.

Montana panel reviews deaths of 14 children known by the Child and Family Services Division of state

HELENA — Fourteen kid deaths of youths whose cases were known by The Child and Family Services Division were reported to the state’s Office of the Child and Family Ombudsman to overdue 2017 by 2016, Department of Justice officials said.

The Children’s Justice Bureau’s Child Fatality Review Team noted five were deemed homicides, four were ruled accidental, two were due to medical complications and contained drug use by the mother, which may have led to this child’s wellbeing, one had been a suicide and the cause remained unknown for two of the deaths that are still under investigation.

Attorney General Tim Fox stated he was not pleased with the report.

“The review team’s findings are dreadful and just unacceptable,” he explained in a news release. “I’m committed to working with Governor Bullock and (Department of Public Health and Human Services) DPHHS to provide each of Montanans the opportunity to live a healthy life. The country can and must do better.”

DPHHS recently announced it was expanding a home visiting program to provide education and other services to young families and expectant mothers.

DPHHS Director Sheila Hogan said the department will carefully review the report also looks forward to discussing the recommendations.

“We are currently engaged in full-throttle work to improve the system and results for families, including the initial Years Initiative, our critical event review procedure, the Abuse and Neglect Inspection Commission, and targeted community collaborations for moms and infants affected by drug use,” she explained via email.

The deaths was in care in the time of departure must have become the subject of a report of neglect or abuse, the subject of an investigation or received services under a voluntary protective services agreement in the department, ” the report stated.

Of the four deaths, three included the sleeping with the mother and drug use by the mother. Four of the deaths occurred. Four happened in Region III, which includes Billings. One each was noted in regions I and IV, which include Butte and Miles City and two all were reported in both regions V and VI, which includes Missoula and Kalispell.

This is the second report in as many years by the state Child Fatality Review Team as needed by a 2015 state law in which DPHHS must inform the Department of Justice of the departure of any kid who’d previously been documented to the Child and Family Services Division.

House Bill 303 requires DPHHS to create a plan to reduce neglect and child abuse at Montana over a five-year interval. State law requires that the plan to be set up by Aug. 15, 2018.

Fourteen deaths were reported annually as well.

Recommendations by the review team include increasing referrals for moms reported as needing treatment while pregnant or within a year of their kid’s birth, requiring drug testing information in scenarios where drug use is an allegation and prioritizing testing for kids under 5 unable to become forensically interviewed.

It also calls for the nation to crease programs to take care of and encourage mothers and their kids and to improve referrals for moms needing help or within the initial year of their child’s birth.

Of the deaths, 10 happened to children 1 year old and younger, so two were for child ages 1-3 and two were to kids 4-17, ” the report stated.

In these cases six had a criminal history and criminal charges.

And in one case, the alleged perpetrator was a “paramour” to the mother, ” the report stated.

Of the victims, eight were girls, nine were white, four were American Indian and was black. Ten of the cases involved siblings, according to the report and at four of these cases the siblings were removed from the house after the death.

Twelve cases and half had reports from Family Services Division and the Child and a division history with the parent, respectively as a youngster, ” the report stated.

Matt Furlong of this Montana Child Protection Alliance, a Great Falls-based kid advocacy group, said DPHHS and that the nation had made small progress.

“Here we are a year after after all sorts of claims made, and we are no better off, we are in precisely the identical situation,” he explained.

Bilingual Kids Would Each Child Speak Less English?

I recall before my kids were born which we proposed how it would be. Bringing them up bilingually, that is.

We agreed on the 1 parent-one language strategy. We determined as outside the door they heard German, that English could be the main influence within the house. However although I tried to bring up my kids bilingually, I occasionally wonder exactly what went wrong.

All my kids appears to talk less English.

My Story

I’m an English speaker from Australia, living in Austria with my husband that speaks chiefly German with the kids.

When my first daughter was born, I could not speak German and the language I heard me talk was English. Had been German with her dad and quite clear about just speaking English with me, when she began speaking, from early. When she was in kindergarten when we came home although she couldn’t sing the tune to me on the day of mother as it had been , she filmed it in English and interpreted it. For this day, she’s quite particular about just speaking English with me.

I’d learned to talk a bit of German, when my daughter was born three years later. She noticed me speak German when I mixed with the other mothers at kindergarten, in the grocery store, along with my mother-in-law. When playing with her sister, they’d change between German and English based on what the matter was. For my child, her existence was chilled in German than the original. Though she talked to me mostly she was not so worried because she knew I knew, when she talked in German.

My daughter was born. By this time, I was competent in speaking German. The women have and she noticed me and they speaking German. She heard (and proceeds to listen) me talk German if the women do their assignments. I did not have enough time such as I did with all the others to spend some time with her singing songs in English.

Our third child hears more German at home than the kids although I try to stick to the 1 parent-one language version and just talk from English. She switches or sings songs in German her language as opposed to searching for the phrase in English.

Language Input

Excels in language dominance are dependent on each kid’s exposure to languages, which is different for each child.    It all depends on the languages that the parents are speaking, their siblings, their friends and anyone else they talk with, based on Professor Gathercole, a Professor of Linguistics at Florida International University and Professor of Psychology at Bangor University, Wales

Instead of viewing the differences because something negative, this is a natural result of how kids (and adults) learn languages.   Does this mean your child is not regarded as multilingual? NO!

As Professor Gathercole says, “Language is heard in context, and also a kid may hear each language in different contexts. For instance, a child might hear 1 language used from the kitchen, another language on a sports area, but in the exact same time might hear both at a grocery store and in school.”

It could be that our child knows something better. 1 language might be more important at this phase, but this might change as they grow older as well if they must use 1 language greater than another.

Nevertheless, it is very important to bear in mind they have two or more languages, even which is greater than a monolingual individual has.

So have I failed?

Instead of seeing the differences in my kids ‘ language use as having failed, what I’ve done is provide a foundation of bilingualism for all three of my kids. When she wants to she understands and can talk though my youngest chooses not to talk in English.

We talk is our unique mix. It also works for everybody, although it might not be exactly as we intended. That’s definitely the most essential.
