The Admech actually figured out how to make femmarines millennia ago. However, making Astartes documentation gender-neutral turned into a centuries-long struggle with the Administratum. It was just simpler to refer to all Astartes as brothers with he/him pronouns.

Advantages:

Pro-femmarines get women in the Astartes.

Anti-femmarines get their beloved he/him pronouns.
