This is pretty much how it works, at least in legends. More midichlorians also usually means more "main character powers" or in universe plot armor. The Force likes to single out people and put them on important paths, for both good or evil, and sometimes gives them assistance in the form of "luck".

Han (in a new hope) famously doesn't believe in The Force, just dumb luck, despite being one of The Force's special little guys.

my personal theory is that force-sensitivity is kind of a spectrum. some people are more or less force-sensitive, and there's a certain cut-off point at which you are considered truly force-sensitive, but there's variation on both sides of that point. anakin and yoda are up on the highest possible end. obi-wan sits squarely in the middle of the true force-sensitivity range. cody is force-null but so close to the cut-off that he's almost borderline force sensitive. it just manifests as really, really good instincts/intuition. satine kryze is one of the most force-null people in the galaxy and obi-wan thinks it's hilarious.

going from the reddit star wars fandom to the tumblr star wars fandom is giving me insane whiplash. the upside is that people aren’t bitching about every single imperfect detail in the entire franchise, but the downside is that i’ve seen more fanart of obi wan and commander cody tenderly knowing each other than i have ever wanted to in my life in the last three hours and it has probably fundamentally altered the way i interact with the entire franchise
