You're thinking about this all wrong. Dresses and panties are the reward the game gives you for choosing the canonical/correct ending. Trevor's crossdressing is an intentional gift for properly completing the game.

I’m sure r* intended things like Trevor wearing dresses and lingerie to be taken as something funny but what they don’t realize is that they’ve just given us a man who canonically wears dresses and lingerie and they can’t take it back
