The caretaker prime minister asked people not to panic following the declaration. In a national address Charlot Salwai said the declaration was necessary to allow government to mobilise resources and funding for their coronavirus response. He said it was also to enforce restrictions by health authorities and the national disaster management office, which he says were currently being ignored by many. "I want to encourage you the people of Vanuatu, do not panic. And I want to encourage you all to get the right information that comes for the health authority or from the NDMO. "That will help us know what steps we should take to protect us from this virus Covid-19," Mr Salwai said. He said there would be further restrictions on travel, clamping down on the spreading of false information and making sure people are social distancing, hand washing and other good health practices. There are no confirmed cases of Covid-19 in Vanuatu, but the island of Aneityum in the country's south was in lockdown after a tourist from a cruise ship which visited the island, tested positive for the coronavirus. Blood samples from a number of locals on the island have been sent to New Caledonia for testing. Napuat represents Vanuatu in Extraordinary Pacific Leaders Summit The Extraordinary Historic Pacific Leaders Summit meeting took place in Fiji on Thursday, February 20. The Caretaker Minister of Internal Affairs, Andrew Napuat represented the Vanuatu government in the one-day meeting. The Extraordinary Pacific Leaders Summit Meeting in Nadi Fiji between the President of the State of Israel, Reuven Rivlin and the other Pacific Island Country Leaders. For the Israeli Delegation and some Fiji Government Ministers, this is the first time ever for an Israeli President to meet with the leaders of the Pacific in the Pacific Region and this is why the meeting is historic. When addressing the leaders on behalf of the caretaker Prime Minister, Charlot Salwai, caretaker minister Napuat reaffirmed the fact that the Republic of Vanuatu also shares growing bonds of friendship and solidarity with the State of Israel, dating back to 16th December 1993 when formal diplomatic relations was established between our two countries. “Like other Pacific Island Leaders, a number of Vanuatu Leaders, including Prime Minister Salwai have made official visits to Israel, mainly to seek creative ideas and avenues for developing our relations to our mutual benefits into the 21st century,” he stated. Japan's government will pump millions into aid projects in Vanuatu ahead of the country's forthcoming election as part of a $100 million bid to shore up influence in the Pacific nations. The funding supports the goal, set out in a regional meeting convened by Japan in 2018, to “achieve resilient and sustainable development” in the Pacific Islands including health, by “enhancing co-operation” to raise the quality of medical services “and the welfare of the people in the Pacific". Japan will send $8 million to Vanuatu later this year to purchase a mobile clinic to improve medical care in the island nation's rural and remote areas, the Japanese government has confirmed. Tokyo’s funding for medical care and sanitation follows US$64 million ($94 million) from 2011 to 2017 in aid from Tokyo for the Port Vila Lapetasi International Wharf Development Project, and $US23 million for school upgrades and renovation, according to data compiled by Lowy Institute. Japan has spent more than $100 million in aid on Vanuatu alone over the past decade. “The magnitude of Japan’s aid in Vanuatu allows it to remain a significant player in the country,” said Lowy Institute Research Fellow Alexandre Dayant. Vanuatu is also one of eight Pacific Island nations where Japan has opened an embassy in recent years. Nevertheless, China’s flow of funding is large and is expected to grow. China's aid to Vanuatu ($US100 million) has leap-frogged Australia’s ($US54 million), with Japan in the third-spot at $US30 million on 2017 numbers, the latest available, from Lowy. Only eight years ago, China’s aid to Vanuatu stood at $US1.5 million. The dramatic leap reflects how China has given priority to the region, as part of its Belt and Road Initiative, a plan to reorient global trade and influence towards Beijing. The Age and Sydney Morning Herald reported in 2018 that China was seeking to establish a military base in Vanuatu.
