How could a Village Manager with a master’s degree and membership to the ICMA, International City Manager’s Association, not realize that this was completely inappropriate. I believe he does know, but just doesn’t care. What disturbs me more is that the elected officials that he answers to... who decide his employment status... The Trustees of Wheeling, along with Village President, Pat Horcher, all endorse this sort of discriminatory administration of Village business. It is wrong. It must stop but it won't stop until you write to your elected officials and tell them that you are unhappy. Even better, sign up with Elaine Simpson to make a Public Comment.
