PALM BAY —  In a tension-filled city council meeting in Palm Bay on Thursday night, a three-member majority voted to publicly censure Mayor William Capote for the way he handled a dispute with City Manager Gregg Lynk in which the mayor had called for Lynk's resignation.
Two members of the council approved last-minute motions by Councilman Tres Holton to censure Capote and also to have a letter penned by the mayor calling for Lynk's resignation removed from Lynk's personnel file. Holton, along with council members Brian Anderson and Harry Sanitago, said the censure was the best way to end the controversy.

Councilman Jeff Bailey disagreed, saying the best way to end the issue was to simply not take things further.
"I'm sorry," Bailey said. "This is a joke,"  later adding "just rescind the original motion and put it behind us."
The events at Palm Bay's council meeting is the latest drama to take place in Brevard County's largest municipality. Mainly, questions have been raised about misuse and reporting of federal and state funds for various city programs.
Four council members also approved a recommendation that City Attorney Andrew Lannon spearhead an investigation of former Growth Management Director Stuart Buchanan related to the city's use of federal and state grant programs.
Lannon did not attend Thursday night's meeting but council members submitted a video accusing Buchanan of "misfeasance, malfeasance, nonfeasance, gross neglect and fraudulent or intentional misrepresentation" in performing his duties as growth management director.
Holton said a formal motion for an investigation wasn't necessary. If there are any suspicions of wrongdoing or illegal activities involving a city employee or public official, it should always be turned over to law enforcement, he said.
"I'm a little bit concerned about a witch hunt," Holton said, the lone vote against Lannon's recommendation.
Buchanan said earlier he would have no comment on Lannon's proposal. As the meeting was soon underway, members of the public expressed their frustration with events and allegations being made about activities in Palm Bay City Hall. "I'm not hearing truths," said Maria De Christofano, adding, "What is all this corruption?" Randy Wickens, a longtime Palm Bay resident, said,  "Every week our city is dragged farther and farther through the mud, all the while some of you sit up smugly giving each other raises." LinkedIn is a professional social media tool that aims at a goal of professionalism in business; and "law enforcement" is a business. For many years law enforcement has been catered to as a type of reclusive club of brothers and sisters. And this allowing of law enforcement to take on this persona of pubescent intolerance is unacceptable. I personally have two Senators, Bill Nelson and Marco Rubio, and the United States Department of Justice urging the Federal Bureau-Investigation (FBI) to investigate the criminal actions of both agencies Palm Bay Police and Brevard Sheriff Department in regards to the criminal Home Invasion and Arm-Robbery on November 08, 2016 of my warranty deed home of 48 years, which I own. And the initial response is don't question the actions of the "secret club." I called the FBI today for an update, as I am the victim, and got four different FBI intake telephone operations. Two from the (federal) FBI Miami Office, one operator told me to call 911 and report the crime. The second operator told me to contact an attorney. So, I asked the second, why should I call an attorney? Do you think they can relay my message any better than I have? The silliness of these operators is (1.) the F in FBI stands for "federal" so calling 911 will connect you to a local law enforcement agency in the "state". In scenario number (2.) attorneys are paid representative. The acceptance of ignorance in the field of law enforcement is unacceptable. From the FBI, DC Headquarters, another telephone operator told me to call the "state police." I asked her what state police was she referring me to? She said to contact your state trooper. Now, this is funny she was referring me to the FLORIDA HIGHWAY PATROL, but as professionals and adults should we tolerate this behavior from federal-paid employee? Consequently, the third told me to contact Florida Department of Law Enforcement FDLE, which I did. And the fourth, finally, took my telephone message and said it will be forward to Assistant Special Agent in Charge of the FBI’s Tampa Field Office overseeing the city of Orlando and surrounding area. On November 08, 2016, the Palm Bay Police under the direction of Steve Shytle pictured above rammed and shattered my front door and broke inside without a warrant and no affidavit of probable cause (meaning not criminal in nature), and stole all of mine and my sister's private property such as ID, credit cards, PayPal, cash, money, jewelry, computer, printer, 3 sterling silver horse show saddles,antiques, and collectibles, and our pets-Zukie and Twilight, and our cats, like Aladdin. Lastly, I did contact Florida Department of Law Enforcement, FDLE and spoke with Ryan Bliss, he said he would log-in and up-date the Home Invasion. Ryan Bliss suggest that "I file a Public Records Request to the Palm Bay Police and Brevard Sheriff Department, demanding where my stolen private property is." This I shall do. As LinkedIn is a "Professional" social media tool, I publish on this site as a Professional and as a CEO and Founder of a growing desire to create a non-profit organization called "Your Home is not Single Family Residence." I as a professional business woman of a minority organization do find it unacceptable that law enforcement act anything less than Professional as well.

I am so glad you asked this question, because it gives me the opportunity to expand on the November 08, Home Invasion.  In "reality and fact" it cannot be an eviction; however this is exactly what the Palm Bay Police wants you to believe.  The word “eviction” is the concept of kicking people out of rentals for rent amounts overdue.  Rent not paid to the landlord for more than a few months.
My father purchased our home from General Development Corporation in 1968, my father had a 30 year mortgage, and he satisfied the mortgage in year 2000, awarding him full-title to our home, owing to no one and willed to me.  So the question is Palm Bay Police how was the Home Invasion an eviction?
Palm Bay Police under the direction of Steve Shytle said: Robert Lemke was the new owner of my home of 48 years.  How is that possible?  
I do not know Robert Lemke, and I am not a renter.  I don’t pay rent.  I am the homeowner.  
I never received any bills, never signed a rental or lease agreement, I never received any correspondence from Robert Lemke. No one has taken me to court for rent money.  No one has taken me to court opposing my home as their own.
I’ve physically lived in my home since 1968, which is a fact.  I had the keys to my home and front door since 1968.  I have—1142 Bianca Drive, NE, Palm Bay, Florida 32905 as my permanent Florida residence for 48 years.  My home address is on my driver’s license which was renewed in 2008, and originally issued in 1977 with the same address. Moreover, I just had my ID renewed, and my address is still—1142 Bianca Drive, NE, Palm Bay, Florida 32905 as my permanent Florida residence.  So the State of Florida recognizes me as the resident owner of my home.  So how is that possible?
My United States Postal Service mail is being delivered to 1142 Bianca Drive, NE, Palm Bay, Florida, 32905, so the United States Federal Government recognizes me as the owner of my home of 48 years, hence the FBI involvement.

Florida Statues are the limitations on state government and governing agencies (which the City of Palm Bay is).  The Palm Bay Police are not the correct entity to evict; it is the function of the Brevard County Sheriff.  On the November 08, 2016 Home Invasion I never seen or spoke with a Brevard County Sheriff Deputy or Process Servicer.  It was a scheme.
In conclusion, it is not Florida Law to smash, shatter, break, vandalize, crack, destroy, and steal citizens’ home and property as the Palm Bay Police were witnessed doing. The force that was used to smash my antique red-oak furniture was violent, sadistic, vicious, malicious, and physically powerful, so it was done with anger, rage, furry, and it was personal.

STEVE SHYTLE of the Palm Bay Police did criminal HOME INVASION by ramming Sandra Kane Karwel's front door to her warranty deed home of 48 years.  Then Shytle stole everything of value from inside her home, and filled-up realtor Robert Lemke’s car with Sandra’s private property. These retaliations against the Karwel family can be traced back to an event in 2007, when Sandra Kane Karwel did discover the City of Palm Bay's involvement in a Insurance Fraud scheme that defrauded Sandra's 82 year old mother Evelyn Jane Karwel out of nearly $72,000.00 dollars.
