It seems good to me (within the bounds of the capitalist market obviously), not attempting to preserve artisan status by denying the use entirely, but to force the new technological tool to be utilized for the benefit of workers rather than to drive down their wages. Doesn't prohibit use of writers' work in LLM data sets, but that's just IP/copyright protectionist mindset, yeah?

You hit the nail on the head. From what I can tell from the news: it's good. We can basically be certain that movie and television studios would be solely using AI to further exploit writers and pump out derivative drivel, after all, they were doing that before AI came along! It seems from the terms that they wrestled the tool from the hands of capital, back into the hands of artists by means of organized labor. Which I think is exactly what we should be doing!
