Honestly, I wanted them both in the movie, but unfortunately we only have one of them and I don't know which one (because they both play an important role in the game Sonic Adventure 2).

But in my head I think they could both appear together and have a sisterly relationship, like Rouge went to work for G.U.N and Amy went with her, but they ended up separated and they ended up on opposite sides, just like in the game.
