Another theory
Jyugo could be saved by two different men, One by Hiiro another by the mystery man. hiiros abilities allow him to suppress memories not create any that abilities is given to Mashiro.
that maybe why elf looked surprised he was talking about a different man. There was no way for him to remember Hiiro since he was placed in Jyugo when he was six.

Theory on the mystery man
The chapters might of gave me clarification of who the mystery man who saved jyugo is, at first I had a theory that the mystery man would be hiiro since Hiiro is a Offender and a benefactor since hes someone who use to take care of Jyugo when he was young. I thought it was Hiiro because it would make sense from what I said earlier about him but when I look back on it there were some details in the story that disprove this theory. The biggest hint of this disprove is what elf said to jyugo, Elf is known for running his mouth saying too much what needed to be said. When I learned more about jyugos past Elf words in the chapter are starting to make sense. I thought it was hiiro at first but there are a couple theory that can disprove it most noticeably is Elfs reaction to him,

Elf looked surprised that Jyugo forgot about the mystery man which meant that elf was think how could Jyugo forget someone that he is always with? Another part is that Elf didn’t say offender in the Japanese version if he did it would be more like this “咎人” instead of this “罪人”.  Elf uses “sinner” in the kanji not offender, which meant that the mystery man is not an offender. Also Elf used benefactor (恩人) the definition of it in kanji is that someone who is kind and helpful someone who gives gifts and help. Hiiro is the one in charge of Jyugo when he was little wouldn’t he count as a benefactor the answer is no, a benefactor is someone who provided jyugo and give him help to what he needed. Hiiro didn’t take care of Jyugos emotional needs since he didn’t know how. Elf said that he was memorable to the point that he saved Jyugo but Elf couldn’t forget the man who set their specimen free but jyugo did. Memory plays a huge part when Elf brought him up the mystery man plays a huge role in Jyugos memory.
Another biggest detail of the mystery man is that its in his appearance, Hiiro had a lanky silhouette but the mystery man appearance was bulky he seemed to carry a rough appearance mainly because he was banged up but with the right lighting I can make out his silhouette.

As a bonus he calls Jyugo by Jyugo not by his specimen number this is a big deal since he seemed like someone who sees jyugo for who he is. Hiiro only referred to him as number 15 in the flashbacks could it actuality be him i don’t think so.

When you read about Jyugo’s past there is a alot of interesting facts reguarding Jyugo in Elf and Jyugo conversation
There were a lot of interesting facts in that conversation especially on Jyugo.Elf calling him an interesting existence and the next words “expression never changs” foreshadowed Jyugo’s real identity as the Offender of emptiness. Jyugo subconsciously locked away his memories that might be why he was scared of elf presence because his extincts tell him that hes a threat.
Elf pointing out how forgetful Jyugo is another thing that drawn to mind is Jyugos memory this is the biggest indicator that this is Jyugos memories being suppressed. I thought Mashiro had something to do with his memory since his powers give him the ability to manipulate memory but no that was Hiiro, the shakles suppress his memories so thats why Jyugo is so forgetful. Hiiro locked him here to prevent Jyugo from recovering his memories of his past.
Elf called Jyugo specimen number 15, another detail about his past jyugo is called 15 by other when he was young since he is the 15th baby born from Touko. Jyugo hated being referred to it that way since its dehumanizing. Searcher and Report were words Jyugo is familiar with he grew up in a lab Elf angry reaction to Jyugo insulting the man with the scar on his neck is understandable, Jyugo was insulting his grandfather the one who gave him life. Elf changed Nanbaka by hinting at Jyugo past and introduce the much darker concepts of the manga from the very start Jyugos real identity was hinted right here we just didn’t notice.

What if Hiiro is the mystery man that saved Jyugo?
Hiiro was put in charge of Jyugo by Mashiro which is why Elf called the mystery man a benefactor he might of meant it literally that Hiiro is Jyugo Benefactor someone who took care of him.
elf called him a sinner and spoke badly about him might of been him referring to how hiiro is the clone to the man with the scar on his neck someone who neck scar sees as a pawn, he said he got in the way of their work by releasing a specimen, Hiiro putting shackles on Jyugo at the end of chapter 421 might be proof of that. 
once more it what hiiro said to jyugo, “I’m happy as long as you are alive”, Those are the same words that the mystery man spoke to jyugo which makes Hiiro fitting all the criteria and recent chapters it seems likely that this is true.

The spoilers of the recent chapter is completely mind blowing.
There are some mind blowing spoilers about jyugo! ones that will shakes the very core of your beliefs.
Jyugo as a child he never spoke a word, and his body is very fragile that his arms fell off without warning.
he can’t keep his bodys shape because he doesn’t recognize it as his body if he realizes something is wrong with his body he heals. as a child he doesn’t understand life since he doesn’t die, he doesn’t think hes a living thing  because He couldn’t die.
Hiiro doesn’t think Jyugo is empty. 
Woah…if you think the man with the scar on his neck can’t be any more despicable you would be wrong.one of the mind blowing reveals touko is mashiro mutsukis daughter which makes him jyugos grandfather. the reason why jyugo is called 15th is because he is the 15 attempt living baby born.
his real objective of doing this is to create a being closer to god he doesn’t even care about his family he used them as tool for his goals her remains are kept in a container so she could gives birth to his grandson all this time so he can keep doing his experiments. 
Mashiro killed his own daughter and used his own grandson, Mashiro restoring his daughters remains so she could give birth to the son of 610 and saying its a form a love that is so sick! 
Hiiro is right Mashiro restoring his daughter just so she can give birth its the same as how he treated the clones that as consumable goods he basically used his daughter and her son as an object for his experiments that isn’t even love.
he is the sickest most despicable man alive

In the Nanbaka its revealed that Qi is afraid of Dogs, in the past before Qi was arrested dogs would bark and follow qi around this experience traumatizes Qi so much that the sight of dogs causes him to faint.

Nanbaka theory's
I think I know why Hiiro chose the surname Kisaragi, it not only was to be the opposite of Mashiro’s surname Mutsuki but also about Touko.
Kisaragi is the old Japanese name for the month February its known as the month of love because of Valentines day. Remember? touko remembers her date of birth not her surname so my guess is that her date of birth is somewhere in February. Makes sense since Touko is someone who is full of love, she loved Hiiro and Rokudo in her past lifetime.
Hiiro still thinks about Touko he still loved Touko even after her death.

Nanbaka Spoilers about Rokudo
Heres something in kanji that caught my eye a (咎人) or an offender is a human with special ability.
 Mashiro was researching people with abilities, he was originally a human until he encountered one (咎人) named rokudo which is why he has special abilities. This explains why Mashiro and team elf is looking for Rokudo hes one of the people with special abilities.
Rokudo has the power to make the person he touches in a (咎人) however its only those who have the qualities of a  (咎人) to be awaken by rokudo. so Rokudo awakens peoples inner abilities by just a touch depending on the qualities they posses. the reason why rokudo seems to have memory loss when he is first introduced its because mashiro mutsuki has something to do with it since his ability allows him to control memory.
So the reason why Rokudo is called the eternal fugitive is because hes a hundred years old and an offender (咎人).

Important spoilers about Jyugo!
The new chapter had more tidbits more importantly on Touko and Jyugo.
Oh, so that's why Rokudo is called the eternal fugitive it because hes 100 years old. He one of those people with special abilities.
Touko doesn’t remember anything, she doesn’t remember where she lived, her family and why she died.  She can only remember her name, date of birth, her favorite color. she got a brief recollection from Rokudo from the photo but she still doesn’t remember. But later it is revealed that Touko loved Rokudo and lived with him during her lifetime. She loved Rokudo and is pregnant with his child last lifetime.
Another part about Mashiros powers over memory he doesn’t just restore memory he also restores physical memories in the body. when memory is restored and so is the body its being restored the same way.
The reason why touko showed pregnancy symptoms was because she was pregnant in her past life time. Touko’s pregnancy with Jyugo is when she was alive and now it transferred to her along with her memories.
Wow If you think that Mashiro can’t get any more despicable you would be wrong, The main purpose why he brought back Touko was so he can get the child of rokudo from her, he didn’t care about her about her at all. He used Jyugos mother to give birth to a child
Hiiro definitely likes her, He even wonders if she had a lover thats really cute. 
You can see how much of an effect Touko had on Hiiro one of the examples being is When he asked who the lover of Touko is to Mashiro. and is shocked to learn that rokudo was the man that touko loved during her lifetime.
whats sad is that he believed that the reason why Touko said she loved Hiiro was because of her memory not restored.
Hiiro is shocked to learn that she is brought back to give birth and He worried what would happen to Touko after she gave birth so much so that he ran to her side. Hiiro is disgusted by Masshiro for the real purpose of bringing back touko to have that child.
I think Touko loved Hiiro not in the way she loved Rokudo, evidence is that when she moved to the isolation ward for her pregnancy she was sad and lonely to leave Hiiro.
I knew it Touko is Jyugos mother, she is exactly what I imagined her to be a beautiful red head.

Another thing that is downplayed in the anime is that Kiji a teacher. kiji has a habit to give out lectures to people its not surprising since hes an educator,

he was Sin's teacher before he became a warden.  Despite his massive ego and higly over glamorous appearance he acts like a school teacher its not surprising since his building is centered around education. Building 3 theme is Education its said its the building that scores the highest on exams.This aspect of his character is displayed is how he gave a lesson to cell 13 on the layout to Nanba Prison.

Nanbaka Highlights: Trois is a mechanic
Another thing abut Trois that downplayed in the anime about Trois is that Trois is a mechanic. He used to work as a mechanic before he got arrested.
Trois is skilled and fascinated with machinery he loves building and dismantling machines. This is how he escaped prison after prison by the various firearms hes built.  He builds a machine gun with his bear hands from just the stolen parts from Kazari and the underground prison facility seen in the underground prison.
He was even allowed to assist around kazari’s laboratory due to his skills as a technician.
