Hear me out- Ghosts have wings. They have wings, which are affected by their cores, and can make them disappear from sight if they want or need to. You got that? Good. 
Ecto-contaminated people? Don’t have wings. Liminals and Halfas, who have developed cores? Do have wings, and they can’t hide said wings, because unlike ghosts? Their bodies are physical living flesh. 
Now Gotham? Ecto-contaminated, there’s no doubt about it. The amount of portals that have been opened there and death pits and death cults… yeah it’d be surprising if it wasn’t. But again, no one really notices, because at most? Most just get a bit of eyeshine. 
The Bats however? Oh man are they freaking out when they wake up with aches in their back and feathers starting to poke through their skin. Curse? Nope! Welcome to Liminality, enjoy the second puberty of wings, emotion-sharing, fangs, claws, and whatever else you might develop- also enjoy the whole eating fear thing. (Wait, the what-)

Batman/Danny Phantom musings
Because I've really got to start posting these things here instead of just sticking them in Ao3 where no one sees them, here are some random thoughts I never going to get around to making a fic.
So I've fallen down the rabbit hole of Batman/Danny Phantom fics.
So when Superboy Prime punched the universe (or whatever version of events you going with) Jason woke up in his coffin and at that very moment he was both dead and alive. At that point he was a halfa.  
But while Gotham might have more ambient ectoplasm then places like, say, Metropolis or Star City, it's got nothing compared to Amity Park. And it's definitely nothing like having a portal to the ghost zone bast you in the face or open up directly on top of you.
So when Jason woke up he had the start of a ghost core but had no energy to switch to ghost form.  
For anyone else, waking up buried six feet underground in a coffin would probably mean going from half ghost to full ghost pretty quick but as Robin he had enough skill to crawl out of the grave.  
But from that, along with the injuries from when he died [and being hit by a car] he wasn't in the best of shape. A full ghost this damaged would probably be retreat back into their core to heal but since he was alive, and couldn't change into ghost form, he did the living equivalent, which is a coma.  
So he got patched up in a hospital as a John Doe, which helped the worst of his injuries, and there is some ambient ectoplasm in Gotham so he was getting better. Slowly. Of course that just meant he went from a regular coma to a walking one, because unfortunately his body woke up faster than his mind did.
So he escaped the hospital and started wandering around Gotham as basically a zombie. Which would have been fine, since he was slowly getting better, except for the fact that he was found by the league of assassins.  
Now the last thing an organization that kills people would want is any risk of their victims coming back for revenge. So their all their home bases and everywhere around the Lazarus pit is warded against ghosts. Any ectoplasm in the area is funneled directly to the pit so there's no ambient energy around.
So Jason's stops getting better. He was stuck.  
Now I'd like the fanon that the Lazarus pit is ectoplasm but I’d like to propose it’s not just ectoplasm. Thin spots between the infinite realms and the living world are rare but not as rare as thin spots that open up directly over Ley lines. It's the balance between the living and the dead that heals up the dying or just straight kills people. Possibly making the rage zombies what happens when the body is healed be that whatever part would have made a ghost was yeeted into the Ghost Zone so all that was left was corrupted ectoplasm.    
So Jason gets chucked into the Lazarus pit. Now normal people (if the survive) just go mad for a time. And no one has tried to put a ghost into the pit so who knows what’d happen (probably nothing good).
But Jason, though he doesn’t know it, is a human/ghost hybrid. So things go a bit wrong.  
Good news is it does heal his body and gives him enough ectoplasm to boost his ghost core. Unfortunately, either because of the anti ghost measures in place or because of the pit itself, his core was immediately under attack.
So he kind of get’s split in half. Not like what Danny did with the Fenton Ghost Catcher, and certainly not that cleanly. Instead his ghost half get kind of suppressed down inside him. And since he never even knew he had a ghosts half he doesn’t know there’s anything to fix.  
For normal people pit madness fades but when you're also dealing with half of yourself torn and stuffed into a ball where you can't access it, it probably lingers a bit. Also, since it’s not a clean split who knows what ghostly instincts a popping up that he has no clue how to deal with (or what human ones got stuffed into his core that he doesn’t relies are missing).  
And I don't actually know what happens next.
Does he stumble upon pure ectoplasm and finally get enough energy for his core to burst out of the seal. Does a ghost (or a ghost weapon) blast him and start causing cracks in the seal so his ghostly self starts peeking through. Maybe there's a friendly magic user who tries and cleanse him of the Lazarus pit effects and, pop, suddenly he's a ghost (and the magic user might be terrified that they might have accidentally killed him)  
Heck maybe all of these things happen.
I don't know I'm just gonna leave it here.
