The decision to have the people at Orange Town held captive as the crowd in the circus tent, made to be a part of the spectacle by the very pirates who destroyed their home, forced to laugh through their terror and despair, was actually a stroke of genius. Because it so perfectly captures the core tenet of One Piece, which is that robbing someone of their essential freedoms, such as the freedom to laugh when they want, is the worst crime anybody can commit.
