DAVAO CITY – Indigenous peoples (IP) groups lambasted Bayan Muna Rep. Eufemia Cullamat and individuals whom they said are “pretending to be human rights defenders that had contributed in a system of exploitation.”
The Mindanao Indigenous Peoples Council of Elders and Leaders (MIPCEL) and the Mindanao Indigenous Peoples Youth Organization (MIPYO) criticized Bayan Muna Rep. Eufemia Cullamat for allowing her daughter to be victimized by the communist terrorist group New People’s Army’s (NPA).
“We condemn the adults pretending to be human rights defenders that had contributed in this system of exploitation like Representative Eufemia Culiamat, whose daughter fell victim to this systematic recruitment and still believes that it is the right of the children to enter the path of violence,” Datu Lipatuan Joel Unad, MIPCEL chairperson and Albin James Binayao, MIPYO chair, said in a statement on Feb. 12.
Jevilyn Campos Cullamat alias “Ka Reb”, 22, a member of the Sandatahan Yunit Pampropaganda (SYP) of Guerrilla Front (GF) 19 was killed in an encounter in the hinterlands of Barangay San Isidro, Marihatag, Surigao del Sur in November last year.
“She is a failure as a mother and as a leader. She, for a long time, had exchanged tradition with revolution. The tribe’s elders and leaders are promoters of peace; that’s the essence of why the community chooses leaders,” they said.
In time for the International Day of Condemnation on the use of Child Warriors in Armed Conflict, the IP groups expressed concern about the exploitation of IP children which eventually led them to become child warriors of the NPA.
“We are talking here of our children, brothers, and sisters. We are talking here of Awing Apoga, Asenad Bago, Manuel Salangani and more youth from Talaingod, of Magdalena Gano of San Miguel, Surigao del Sur and of Jocelyn Danwata of Arakan, North Cotabato. We are talking here of the stories of IP pupils brought to the University of the Philippines (UP) in Manila like Michael and Lance,” the statement added.
It also added that at the young age of 10 and 12, they had been recruited to the NPA, bore arms against government forces, got wounded and scarred, saw relatives being killed by their own comrades, and witnessed the horror of wars.
“We also condemn the strongest possible the terroristic and cowardly act of the CPP-NPA-NDF, they who cannot bring their fight to their own home and territories and used our ancestral domains as their battlegrounds. Bringing the curse of death and destruction into our communities and our lives. Cursed that suffered our future, our children,” the statement said.
MIPCEL and MIPYO also sought for the help of the government and international institutions to inform the world of the communist terrorists’ exploitation of IP children in order to bring justice to their children and people.
“(This is) so they will not be victimized into a deception that will make them unconscious supporters of these terrorist organizations,” the statement read.
The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, and New Zealand. (PNA)

DAVAO CITY – A former New People’s Army (NPA) infiltrated village in Davao del Norte town has benefited from a solar lighting project extended by the government and a partner stakeholder. Officials of the Army’s 1003rd Infantry Brigade (1003rd IBde), indigenous community leaders, local government officials, and representatives from Jamie V. Ongpin Foundation Inc. witnessed the ceremonial lighting of the newly-installed solar lights Monday evening in Sitio Nasilaban, Barangay Palma Gil, Talaingod, Davao del Norte. Dubbed as "Suga sa Katawhan," the 400 solar streetlight project will be distributed to 32 sub-communities of the barangay and is expected to illuminate the streets along the Panpan Road. In an interview, Brig. Gen. Consolito Yecla, 1003rd IBde commander, said they will finish the installation of the 400 solar lights in a month. “It will give you hope despite the adversities that come in your way,” Yecla said, adding that the project may not solve all the village’s problems, “but will somehow give residents hope for a better future, especially for their children.” “They will now have a light for their modular classes. We hope it will inspire you to work and hope to inspire others [sector] to give more for the Indigenous People (IP),” he added. Yecla underscored the fact that the former NPA-influenced area is now free from the vestiges of insurgency. A total of 206 IPs in Talaingod town who were members of various NPA fronts had earlier surrendered and declared "pagsalikway" or rejection of the Communist Party of the Philippines (CPP)-NPA. The surrenderers included eight members of the NPA Sub-Regional Guerrilla Unit (SRGU)/Sub-Regional Committee (SRC) 5; Bakwits -- five; Milisyang Bayan (MB) -- six; Komiteng Rebolusyonaryo sa Munisipal (KRM) -- four; Komiteng Rebolusyonaryo sa Baryo (KRB) -- 168; Salugpungan teachers and students -- 15. The group also signed the oath of allegiance to the government and burned the replica of the NPA flag, signifying that they are abandoning the dismantled communist organization in the province. “It [insurgency] has ended. We hope we will unite and encourage other members of the NPA to surrender,” Yecla said. As a response, Lutenant Tausan Apoga alias Macky, former commanding officer of Sub-Regional Guerrilla Unit (SRGU), urged the IPs to support the project of the government. “I joined the NPA believing that the government is not working for the people. But look now, they are doing everything to help us through various projects in our communities,” he said. Macky admitted that when he knew that various projects were done in Talaingod town, he voluntarily surrendered and urged the IPs to support the government in its peace efforts. Meanwhile, kagawad (village councilor) Intot Juan of Barangay Nasilaban thanked the military and the foundation for the donated solar lights. “We see the real light now. Thank you for the support you have given to our barangays,” he said. The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and inseparable part” of the CPP-NPA that was created in April 1973. DAVAO CITY – A tribal leader on Wednesday said the indigenous peoples (IP) culture did not teach them to revolt against the government.
Datu George Mandahay, of Sitio Kahusayan in Calinan, Davao City, appealed to his fellow IP housed at the United Church of Christ in the Philippines (UCCP) Haran Mission Center to go home to their respective communities.
“Please leave that place [Haran], our culture did not teach us to be anti-government. Our culture does not teach us to beg for alms or money from anybody,” Mandahay said in the vernacular.
The ancestral domain of the IPs, he said, are intact contrary to what Haran officials said that it was utilized by the military and illegal loggers.
He added that the innocence of the IPs was robbed by the Haran officials who brainwashed and manipulated on the ideologies of the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF).
“Most of those who were recruited are living in remote areas. They are those innocent, poor who are easily deceived by those who manage the Haran,” he said.
Meanwhile, Datu Joel Unad, chairperson of the Mindanao Indigenous Peoples Council of Elders (MIPCEL), said he will continue to persuade the family and relatives of the IPs inside the facility.
“I hope the Haran management will allow the families and relatives to come inside and talk to their loved ones,” he said.
He added that the attempted rescue in January led by Datu Guibang Apoga showed that the latter really cares for his people and wanted them to be liberated from the lies and deceit.
On January 25, a tension ensued at the Haran Mission Center when Apoga along with family members and relatives of those inside the center, came to pull out the IPs and persuade them to go back to their tribal villages.   
He said during the rescue operation, somebody inside the facility told the IPs not to listen to Apoga because he is an enemy and his loyalty is with the government.
“If you will try to look at the situation, it is not our culture to persuade fellow IPs not to listen to a leader like Datu Guibang. It only proves that there is a doctrine implanted in them that is beyond the bounds of our laws,” he said.
Condemnation
The Mindanao Indigenous People’s Youth Organizations (MIPYO) and MIPCEL slammed the CPP-NPA- NDF and its allied groups for the forced evacuation of the IPs from Davao del Norte, Davao Oriental, North Cotabato and Bukidnon to the UCCP Haran compound.    
In a statement on February 6, both groups condemned the continued deception and detention of their brothers and sisters in Haran; slavery and of indigenous peoples’ youths in Haran; the manipulation and exploitation of IP groups and communities for anti-state and anti-establishment ends; and indoctrination of IP youths to terrorism through hate speech and exploitation.
“We condemned CPP-NPA-NDF and allied/support groups’ for the use of schools and education and development programs for the recruitment of IP children as warriors and combatants; and fundraising from well-meaning, civic and religious organizations for criminal ends,” the statement read.
They said President Rodrigo Duterte is not deaf on their pleas and has ordered the local officials to attend to their needs.
“However, our brothers and sisters remain in Haran and not allowed to go home, their movement controlled by the CPP-NPA-NDF; deprived of basic necessities such as food and water,” the statement further read.
The CPP-NPA is listed as a terrorist organization by the United States, European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines.
They added that those who were able to leave are now hiding for fear of being executed, as they told stories of inhumane living conditions, abuse, manipulation and indoctrination inside the facility.
“We seek your help in stopping this deception and detention. We appeal to you to join our call to let our brothers and sisters go home,” it added.
Mining issue
Most of the left-leaning groups have used the mining issue, among other reasons, in defending UCCP-Haran’s keeping of hundreds of Indigenous People since 2014.
During the recent rescue operation, Pasaka Confederation of Lumad Organization in Southern Mindanao Secretary-General Jong Monzon said the IPs opted to stay in Haran to protect the Pantaron Mountain Range from mining companies supposedly operating in Talaingod, among other grounds.
The Mines and Geosciences Bureau in Davao region (MGB 11) has made it clear that there is no approved mining application in the province of Davao del Norte to date.
Lawyer Alberto Lascano, MGB 11 regional director, denied the claim of Pasaka Confederation of Lumad Organization in Southern Mindanao and Bayan that there are mining companies operating in the tribal municipality of Talaingod.
In his status report of mining applications in Davao del Norte, Lascano briefed Governor Edwin Jubahib that “there is no approved mining applications” in the towns of Talaingod and Kapalong, and elsewhere in Davao del Norte.
He said there are 17 mining companies that applied for mining exploration and mineral production in the two municipalities.
Of these applications, 12 were denied while the other five were returned for various reasons.
He denied the false information in a Facebook post of the Bagong Alyansang Makabayan (Bayan) Southern Mindanao, which alleged that Philippine Meng Di Mining and Development Corporation has acquired a mining exploration permit in Talaingod.
The company’s application, he added, was in fact “returned to the applicant”, as it is entirely within the Tourism Development Area (TDA) and Critical Watershed (CW) No-Go Zone.
He also clarified that the application of Phil. Meng Di Mining only covers the municipality of Kapalong, and not Talaingod, contrary to Bayan claims.
Jubahib said the issue is a classic example of how the leftist organizations are deceiving the public in pursuing their agenda.
“They are good at using deception and manipulating the minds of our people in furthering their leftist agenda and in exploiting the plight of the Indigenous People for their benefit,” he added. (PNA)

      DAVAO  DEL  NORTE, Jan 28 (PIA)--- Members of indigenous peoples (IPs) in the Municipality of Talaingod  will soon be owning housing  units as the National Housing Authority (NHA) has allotted more funds for housing projects in this Ata-Manobo municipality.
NHA General Manager Marcelino Escalada Jr.  yesterday said that NHA will pour another P100 million in 2020 for housing projects in Talaingod, on top of the P60 million that NHA had allocated in 2019.
Based on the NHA Information Board mounted in Sitio Nasilaban,  NHA is set to construct 100 housing units in each of  the sitios in  Nasilaban and Galong, Brgy Palma Gil; and in Sitio Mesolong, Brgy Sto. Nino using the 2019 fund allocation.
The same NHA infoboard indicates that NHA will be building 100 housing units in each of the sitios in Central Baugan in Brgy Palma Gil; Cuyas and Basak in Brgy Sto. Nino; and Lomondong and Balite in Brgy Dagohoy.
Aside from housing units, Escalada also assured commitment of NHA to build an IP Dormitory  in Talaingod so IPs, especially students, would have free place to stay while schooling or while transacting official businesses with  the local government.
Escalada attended the ground-breaking ceremony of housing sites on Monday (Jan 27) in Sitio, Nasilaban.  The event was also attended by Datu Guibang Apoga, the tribal chieftain of Sitio Nasilaban; Department of National Defense Undersecretary Reynaldo Mapagu, chairperson of  the Balik-Loob  Program; Davao del Norte 1st District Congressman Pantaleon Alvarez, Provincial Governor Edwin I. Jubahib; Municipal Mayor Jonnie Libayao of Talaingod; Major General Jose C. Faustino Jr, commander Eastern Mindanao Command; Major Gen Reuben Basiao, commander of 10th Inf. “Agila” Division.   Provincial Board Members and Municipal Councilors were also present.
During the same event,  Mapagu viewed the housing ground-breaking rites  as “symbolic” of the government’s thrust, under the administration of President Rodrigo Duterte, to bring social services, programs and projects to far-flung communities.
“Lahat ng serbisyo ay makakarating sa dulo na komunidad,” he said addressing Ata-Manobo community leaders and members during the program held after the housing ground-breaking rites.
Other than housing units, Governor Jubahib said more projects are coming for the benefit of  the Ata-Manobo communities in  Talaingod such as livestock and poultry, agriculture projects,  more access roads leading to far-flung communities.
Jubahib recently had clinched the commitment of Northern Davao Electric Cooperative (NORDECO) to install  1,000 electric connections to households in Talaingod. He  said he had already installed generator sets to some IP communities in this municipality.
He, however, challenged the Ata-Manobos of Talaingod to fully support the government especially President Rodrigo Duterte and to turn their backs against rebellion saying “they would have no reason at all to go against the government which is visibly delivering services right at their communities”.
Nasilaban Tribal Chieftain Guibang took note of the quick delivery projects and services promised by the government.
Speaking in vernacular, Guibang was heard saying  thrice “automatic tabang gobyerno (automatic government help)” combined with Ata-Manobo lines in his message.
Based on interpretation, Guibang was giving thanks to the government which he had noted in the past were fond of giving broken promises.
He was glad that the government now is showing “automatic” action of its commitment to build schools, roads and houses in his community.
Guibang had once spearheaded the underground rebellion movement with the New People’s Army for almost 30 years until last year when he decided to return to mainstream society.   (PIA XI Jeanevive Duron Abangan)

DAVAO CITY -- Regional Peace and Order Council (RPOC 11) chairperson Nelson Dayanghirang lauded the efforts of Davao del Norte Edwin Jubahib and the tribal leaders in their attempt to liberate the indigenous peoples (IP) housed in United Church of Christ in the Philippines (UCCP) Haran Mission Center, on Saturday.
"As the Chairperson of RPOC 11,  I stand with Governor Jubahib and the IPs of Davao del Norte to immediately stop the continuing human rights abuse perpetrated by the leaders and supporters of UCCP Haran," said Dayanghirang, who is Davao Oriental governor.
In a statement Sunday, Dayanghirang expressed his support to Jubahib and the Davao City government for exercising good governance and ensuring the proper exercise of law and order for the protection and best interest of the marginalized IPs.
"The Council is also one with our IP brothers and sisters whose only wish is to go home after years of being held captive and exploited by the Haran administrators," he added.
Dayanghirang said RPOC 11 supported the urgent call of the local chief executives to exercise their mandate of ensuring the welfare of the people within their territories and that everyone is safe and free from human rights abuses and violations.

Jubahib and other officials went to the said Haran center on Saturday to convince the IPs to return to their respective communities after a group of tribal leaders and other IPs led by Datu Guibang Apoga trooped to the UCCP’s Haran center to rescue their IP brothers and sisters.
Davao City Acting Mayor Sebastian Duterte and Governor Jubahib had a dialogue with the UCCP officials as well as tribal leaders housed in Haran center. Duterte proposed to have a second round of talks for both camps to further discuss the fate of the IPs.
The rescue attempt yielded five IPs deciding to go back to their communities.
On Jan. 15, the RPOC-11 approved a resolution seeking the immediate closure of the said facility.
Jubahib, who moved for Haran's closure, said the IPs inside the facility are being exploited by communist groups for "various terroristic activities."
Dayanghirang accused the center of violating the Indigenous People’s Rights Act and committing child abuse and serious illegal detention offenses while engaging in human trafficking.
He believes that the IPs inside the center are being manipulated and exploited and that closing the facility would mean freedom for tribal members allegedly being locked inside it. (PNA)

DAVAO CITY – An official of the Police Regional Office in the Davao region (PRO-11) denied that those who attempted to rescue indigenous people (IP) from the Haran compound of the United Church of Christ in the Philippines (UCCP) here are members of the Alamara paramilitary group.
"It is not true, they are tribal leaders who just want their fellow IP brothers and sisters to go back to their communities," said Brig. Gen. Filmore Escobal, PRO-11 Director said during a Saturday standoff when tribal leaders from Kapalong and Talaingod, Davao del Norte led by Datu Guibang Apoga attempted to rescue IPs housed at Haran Mission Center.
The Haran Mission Center, he said, is a fake evacuation center and not accredited by the Department of Social Welfare and Development (DSWD) and the school operating inside is not also accredited by the Department of Education (DepEd).
"They detained the IPs and there is an ongoing crime that we need to give an action. They have been deceiving the people," he added.
Escobal also asked the UCCP officials to cooperate and allow the IPs to return to their homes.
"We are helping those IPs gain freedom. I am asking Bishop Hamuel Tequis to cooperate and if he prevented these IPs to come out we will also arrest him," he added.
Tension ensued after Datu Apoga along with family members and relatives of those who are inside the center wanted to pull out the IPs and persuade them to go back to their respective tribal villages.
Davao del Norte Governor Edwin Jubahib said Apoga along with other tribal leaders went to his office asking for assistance and transportation.
"I immediately responded to their request since it is for the betterment of their tribe. I provided transportation and food for their rescue," Jubahib said.
Upon the arrival of the group at the Haran center at around 9 a.m. Saturday, tension broke out after some group tried to break and rescue the IPs inside prompting the Davao City Police Office (DCPO) to intervene and deploy personnel to avoid further commotion.
Police Col. Kirby John Kraft, Director of the Davao City Police Office (DCPO), ordered a lockdown barring entry and exit from the Haran center including journalists.
“We avoid commotion that's why we have to lock it down, " Kraft said.
DSWD assurance
Meanwhile, the DSWD and City Social Services and Development Office (CSSDO) have deployed social workers to help convince the IPs inside the center to return to their communities.
DSWD-11 Director Grace Subong, in an interview Saturday, said the agency is always ready to accommodate the IPs should they decide to leave the Haran center.
LGU intervention
Davao City Acting Mayor Sebastian Duterte arrived at the facility at around 4 p.m. and held a dialogue with UCCP Southeast Mindanao Jurisdictional Area (UCCP SEMJA) head, Bishop Hamuel Tequis.
"Despite the little tension, no one was hurt. It turned out peacefully," he said, adding that he suggested having a second round of talks for both camps to further discuss the fate of the IPs.
Davao del Norte Gov. Jubahib, along with Escobal, later arrived to talk with Tequis, who told the former that the center is a “sanctuary of peace” and they will continue to serve the IPs as mandated by their Church’s teaching.
Jubahib, in his meeting with Tquis and other IPs housed at the center, presented the various program developments being implemented by the provincial government that benefits the IPs, particularly in Talaingod and Kapalong.
The monthly seed distribution, for instance, Jubahib said, will be their source of livelihood.
 Apart from that, the provincial government through the National Housing Authority (NHA) will build 300 houses in Talaingod and 100 houses in Kapalong exclusively for the IPs.
He added that various access roads were also opened and scholarship grants were given to the IPs.
"This will eventually change their living conditions if they will go back to their communities," he said.
Responding to Datu Tungig Mansomuy-at ‘s statement that they will only go back to their communities as soon as the military is pulled from the areas and allow the Salugpongan schools to operate again, Jubahib said the military provides peace and protection in their areas while the DepEd-run schools were already established near the dismantled Salugpongan schools.
"The government put up these schools to provide good education to your children so there is no reason to establish the Salugpongan schools," he said.
Five rescued
The dialogue yielded five IPs deciding to go back to their communities.
Among them are: Hasmin Boolan 25; Angel Amansor 22; Amyan Andel 25; Mayha Andel 18; and one minor alias Jenelyn, all from Barangay Dagohoy, Talaingod, Davao del Norte.
They said their decision was due to their situation inside the facility citing lack of water and food.
"It is hard living inside the evacuation center," Andel said.
Each received PHP10,000 from the Davao del Norte provincial government. They were provided transportation to Talaingod.
Jubahib committed to providing scholarship to the young IPs.
Haran's "Bakwit school" presently houses some 125 families or about 400 IPs from Talaingod and Kapalong in Davao del Norte, Davao de Oro and Arakan town, North Cotabato. (PNA)

MANILA -- The Department of Education (DepEd) on Sunday assured the public that its actions on Salugpongan Ta’ Tanu Igkanogon Community Learning Center, Inc. (Salugpungan) issue aim to ensure the protection of the children and upholding their right to quality education at all times. 
 In a statement, the DepEd stressed it is mandated to regulate the establishment and recognition of private schools in the basic education level, which proceed from both the Constitution and relevant statutes. 
 "The operation of schools in basic education requires the prior authorization by DepEd, which for private schools is expressed by way of permit or recognition. As stated by the Supreme Court, this is 'pursuant to the State policy that educational programs and/or operations shall be of good quality and therefore shall at least satisfy minimum standards with respect to curricula, teaching staff, physical plant and facilities, and of administrative or management viability,” the statement read.
 With such authorization subject to continuing regulation, the DepEd could suspend or revoke any permit or recognition if a school falls short of the minimum requirements or any of the conditions for continuing recognition is violated by the institution.
 These requirements include curriculum standards, teaching methods, records management, grading system, teacher qualifications, and school site and facilities. 
 For private schools serving indigenous peoples (IP) learners where the site is within ancestral domain, the proof of ownership or possession must include an agreement between the learning institution and the IP community on the use of the property situated within the ancestral domain.
 Moreover, the curriculum standards must follow those set by DepEd -- the K to 12 curriculum while "certain flexibilities are afforded for IP schools to integrate indigenous learning, such flexibility does not extend to instruction of matters that are in contravention of law".
 "Certainly, allowing a school in basic education, catering mainly to minors, to be used for recruitment in armed insurgency violates the curriculum standards of the DepEd," the statement added.
 On September 20, 2019, Assistant Regional Director and OIC of DepEd Region 11 Evelyn Fetalvero approved the recommendation of the fact-finding committee for the closure of the private schools operated by the Salugpungan. 
 The Commission on Human Rights, through a statement by Commissioner Gwendolyn Pimentel-Gana on October 7, 2019, expressed “concern over the continued closure of Lumad schools in the Davao Region”.
 "Protection of children from all forms of abuse and violence should not come at the expense of their other rights, such as the right to education,” Pimentel-Gana said. 
 On October 9, 2019, the Save our Schools Network (SOS) said “such move is tantamount to disenfranchisement of thousands of Lumad children to their right to education” and that Salugpungan was not given due process.
 The SOS is a network of organizations that includes Salinlahi Alliance for Children’s Concerns, Children’s Rehabilitation Center, Gabriela, Gabriela Women’s Party, ACT Teachers Party-list, ACT, Karapatan, Rural Missionaries of the Philippines, Student Christian Movement of the Philippines, Ibon International, Ibon, Association for the Rights of Children in Southeast Asia, and Salugpongan International. 
 Due process observed
 Earlier, the DepEd received a report from National Security Adviser Germogenes Esperon Jr., seeking the closure of the Salugpungan schools because “some students were already taught to dismantle and assemble firearms” and that “some students were not allowed to go home and they were controlled by the administrator and teachers of Salugpungan”.
 Pursuant to Administrative Code of 1987, Education Secretary Leonor Briones directed the Office of the Regional Director to suspend the Salugpungan schools, pending investigation and recommendation on the matter by the regional director.
 "The DepEd emphasizes that the suspension directed by the Secretary is not in the nature of a penalty. It was a precautionary measure for the protection of the students pending the investigation and resolution of the matter by the regional Ooffice," the statement read.
 Children's right to education, protected
 The DepEd stressed that "it has taken all possible steps to ensure that the right of the children to education is protected throughout the process". 
 It added that Briones "made sure the regional office shall make the proper arrangements with the Divisions and schools within the areas served by the Salugpungan schools, to assist and admit all students that may be displaced as a result of the suspension, even with the unavailability or insufficiency of the required transfer credentials, and to reconstruct the records in the course of their enrollment in DepEd schools".
 Citing that its regional office has accounted for 1,000 out of the 1,142 learners recorded in the area via the DepEd’s Learners Information System For School Year 2018-2019, the DepEd stressed that no learner was deprived of education because of the closure of the Salugpungan schools.
 To intensify its delivery of services, the DepEd reported that it has opened additional new schools, converted existing elementary schools into integrated schools, and mobilized local inter-agency coordination and convergence of efforts in most of the areas where Salugpungan schools were situated.
 "Secretary Briones herself visited Talaingod in August this year to personally see the situation of learners and teachers, hear from them, and ensure that their education needs are addressed. Datu Gibang Apoga, chieftain of the Ata-Manobo, thanked Secretary Briones for visiting. According to him, it has always been his dream that all children in Talaingod will have access to quality basic education," the DepEd said.
 IP education
 According to DepEd, the National Indigenous Peoples Education (IPEd) Program is the government's response to the right of indigenous peoples (IP) communities to basic education that is sensitive to their context, respects their identities, and promotes the value of their indigenous knowledge, competencies, and other aspects of their cultural heritage.
 "The public should not lose sight of the broader context that DepEd actually serves a much bigger area for IP education than the Salugpungan areas that have received greater media attention," the DepEd said. 
 Through the IPEd Program, DepEd supports education initiatives undertaken through formal, non-formal and informal modalities. 
 Initiatives under the IPEd program cover the establishment of dialogue mechanisms with IP communities, curriculum contextualization, mother tongue-based Multilingual Education, and teacher hiring and capacity development of DepEd personnel.
 As of school year 2018-2019, there is a total of 2,593,555 IP learners in the entire public school system, about 170,000 of them are enrolled in 1,897 public schools nationwide.
 To strengthen the enabling condition for culture-based education, the DepEd has emphasized the importance of managing the IPEd Program through a long-term partnership with IP communities at all governance levels. 
 "The department will continue to consult, engage, and partner with IP elders and communities to further strengthen the program and ensure that the education system is truly inclusive, the learning environment is safe and conducive, and the right of every Filipino learner to quality basic education is upheld, promoted and safeguarded," the DepEd said.
