I've thought a lot about Yara's devil fruit abilities that I may or may not make a meta post on at some point but the short answer to your question is yes, the blow would indeed land, provided the opponent's haki is able to overpower Yara's. (For reference on how/why that works, see Luffy's fight against the Boa sisters on Amazon Lily). Someone like Blackbeard, an extremely strong opponent, would definitely be able to land a blow (though Blackbeard himself wouldn't technically need haki to do it since he has the Yami Yami no Mi), but if Yara's armament haki is stronger, then she would be able to counter. Hence why Mihawk gets on her case about needing to train her haki and not rely on her devil fruit powers to get through a fight, because she WILL encounter opponents who can easily negate the Tōka Tōka no Mi, through haki or the use of seastone, and there goes her entire method of defense if she isn't careful 😭
