Terrorism suspect on the run after escaping London prison
By CNN, 9:33am Sep 7, 2023
A manhunt has been launched for a British soldier awaiting trial on terror charges after he escaped from a London prison while dressed as a chef, officials say.
Daniel Abed Khalife, 21, went missing from Wandsworth prison, in the southwest of the British capital, shortly before 8am on Wednesday. He has been awaiting trial for terror offences and alleged breaches of the Official Secrets Act.
Khalife is a serving member of the British army. He is accused of planting fake bombs at a military base, according to the PA Media news agency.

The audacious and rare escape prompted a sprawling manhunt that delayed flights and led to heightened checks at British ports.
Khalife was dressed in a "chef's uniform, so red and white trousers, white T-shirt and brown shoes," Metropolitan Police Counter Terrorism Commander Dominic Murphy told journalists outside Scotland Yard in London on Wednesday.
It is believed he escaped by strapping himself to the underside of a food delivery van, the BBC reports.
When asked about the reports, Murphy said it was a question the prison service had to answer.
Police are appealing for the British public to help the search.
He is of slim build, has short brown hair and is 1.9 metres tall, officers said.
Murphy said London is the focus of the investigation currently, but that "we also have notifications out to very force in the country."

"We are working really closely with border colleagues to try and understand any risk that might be posed by him leaving the country so at the moment you could describe this as a nationwide manhunt involving every force in the country that has information that might be of use to use," Murphy added.
Asked whether he expects the man to flee the country, Murphy said: "It's difficult to say at this moment in time. We are open minded to wherever he might go, and I think that's why the appeal to the public is so important because actually he's currently at large in the UK and whilst we are focusing on London he is connected to other parts of the UK, including the north-west of the country, so we need to work with everybody to try and find him."
The police announced the charges against Khalife in January. At the time, they alleged he "elicited or attempted to elicit information of a kind likely to by useful to a person committing or preparing an act of terrorism" in August 21.
Another charge alleged he placed an item "with the intention of inducing in another a belief that the said article was likely to explode or ignite and thereby cause personal injury or damage to property."

One minute everyone is up in arms about a prisoner escaping. The next everyone is taking the piss because in 3 days he only travelled from Wandsworth to Chiswick ( the Gails tour of South London).
We are not a serious country.

LONDON (AP) — A former British soldier awaiting trial on terror charges who appears to have escaped from a London prison by strapping himself to the underside of a food delivery truck remained at large Thursday as police stepped up security checks across the United Kingdom amid concerns he may try to flee the country.
Opposition parties linked the escape to years of financial austerity, while Britain's Conservative government said an independent investigation will take place “in due course” into how Daniel Abed Khalife managed to slip out of the medium-security Wandsworth Prison, which opened in 1851 during the reign of Queen Victoria.
His escape has prompted extra security checks at major transport hubs, particularly in and around the Port of Dover, the main boat crossing from England to France.
Britain's justice secretary told lawmakers that “no stone must be left unturned in getting to the bottom of what happened” as he confirmed an “independent investigation into this incident.” Alex Chalk also said “urgent” reviews into prison categorization would be carried out as questions remained over how Khalife wasn't being held at a maximum-security facility such as Belmarsh Prison in east London.
Khalife, 21, is accused of planting fake bombs at a military base and of violating Britain’s Official Secrets Act by gathering information “that could be useful to an enemy.” He was discharged from the British army after his arrest earlier this year and had denied the allegations. His trial is set for November.
Chalk said Khalife, who had been working in a kitchen at the prison, escaped at around 7:30 a.m. on Wednesday morning, when a vehicle that had made a delivery left.
Shortly afterward, he said, contingency plans for an unaccounted prisoner were activated and police were informed. The vehicle, he added, was subsequently stopped and searched by police after the alert was raised.
“Strapping was found underneath the vehicle which appeared to indicate that Daniel Khalife may have held onto the underside of it in order to escape,” Chalk said.
More than 150 investigators and police staff are on the case, according to Metropolitan Police Commander Dominic Murphy, who is the lead investigator.
“We have issued a nationwide alert that has resulted in increased security at our ports and borders, however currently there have not been any confirmed sightings," he said.
Opposition politicians have sought to pin the blame on the Conservative government, which has been in power since 2010. Many U.K. prisons, including Wandsworth, are over capacity and short of staff. The escape could hardly have come at a worse time for a government that is already scrambling to get all schools to reopen for the new academic year amid concerns over crumbling concrete.
“It simply beggars belief that a man being held on suspected terror charges was able to escape a prison by clinging to the bottom of a food delivery van,” said Shabana Mahmood, the justice spokesperson for the main opposition Labour Party. “How is such an escape even possible?”
Charlie Taylor, who scrutinizes detention facilities in England in his role as the chief inspector of prisons, said staff shortages are “the source of many problems” at Wandsworth.
Taylor said it “should be standard practice” for vehicles entering and leaving the prison to be checked and a prisoner has to earn a “certain level of trust” in order to be allowed to work in a kitchen.
“But the issue that we are particularly concerned about is there are too many prisoners in Wandsworth for the amount of staff who are there," he said. "And that ultimately is the source of many of the problems in the jail.”
In an annual review, published in July, Wandsworth Prison was deemed to be a “serious concern." The prison, which is in the middle of a residential area, holds around 1,600 defendants appearing at London courts and offenders due to be released in five wings.

This au is brought to you by my current obsession with the new Matilda movie:
Miranda never really knew why or how she was able to move things with her mind
it had started when she was a kid, happening mostly when she became particularly overwhelmed by emotions and noise and light and everything else
(when she finally realises she’s autistic, she also realises that these overwhelming times were actually sensory overloads and autistic meltdowns)
(…this still does not explain the telekinesis)
her parents were completely freaked out by it, convinced that Miranda was possessed or something
the near-constant exorcisms soon began to annoy her, so she taught herself to control her physics-defying power
eventually it got to the point where she’d spent so long with it that it had just become normal to her
when she first became a cop, she was using her power all the time to disarm criminals, stop suspects escaping, pick up and inspect pieces of evidence without having to wear gloves, and other useful things like that
but this eventually meant that none of her superiors in the force actually wanted her to work in their various police stations
because although she got results (and plenty of them), her unorthodox methods meant that doing the paperwork afterwards was an absolute nightmare
(“Detective Blake diffused the situation by magically levitating the knife out of the suspect’s hand from twenty feet away” never went down well with the higher-ups)
so Miranda slowly stopped using her telekinesis at work, relying on it only when she felt it was absolutely 100% necessary
she hates that this means she’s not quite as good at her job now, but she knows it was either that or risk getting kicked off the force altogether
sometimes the power still shows itself when she’s consumed by particularly strong emotions and just can’t control it
(Wandsworth was an example of this: Miranda hadn’t so much tipped her food into her detective inspector’s lap as levitated it off the table and then made it fling itself directly at his crotch with alarming speed)
but other than these rare instances, she keeps her telekinesis hidden from everyone — even after the move to Mallorca, and becoming closer to Max
in fact, the closer she gets to Max, the more effort she puts into hiding her powers
because letting them show in the past has always led to her being moved to a different force, and she can’t bear the thought of losing her compañero
but then, a year and eight months after she moved out there, she slips up
she gets a call from what’s undoubtedly the estate agent who keeps badgering her about the apartment she wants to look at
but Max answers it before she can get to it
and he’s acting all smug about it
and Inés is watching
and Max is organising a meeting with the estate agent
and no
no no no
this was something she wanted control over
she didn’t want Max to get involved
and now Inés knows too
and—
and then suddenly the phone is snatched away from Max’s ear as if by an invisible hand
Max and Inés both stare in disbelief as the phone floats over to Miranda, who plucks it out of the air as if this is totally normal
she glares at Max
Max stares back at her
it’s only then that Miranda realises what she’s just done
her subsequent explanations are a jumbled mess as she rushes to get them out before her seemingly inevitable move to another force is announced
Inés quickly brings both detectives into her office, keen to get the clearly anxious Miranda away from the stares of the other officers
and Miranda’s promising it won’t happen again, trying desperately to get Inés to let her stay
Max and Inés are both confused beyond belief about this, because neither of them can really see why she’d want to stop herself using this power
they both start asking her a seemingly endless stream of questions about it — when it had first happened, how she does it, what it feels like, and any number of other things like that
Miranda gives a few short answers to these questions, getting more and more uncomfortable with each one because they’re just reminders of how weird she is
eventually she puts her foot down and tells them that she has to go to this meeting with the estate agent that Max has just set up
Max insists on going with her
when he brings up the levitating phone on the way there, Miranda just shuts him down immediately
she doesn’t want to talk about this anymore
she just wants to be normal, for god’s sake
but after a couple weeks of Max badgering her about it (and a few wines while sitting with him out on her new balcony), Miranda finally relents
she cautiously levitates the wine bottle, getting it to pour him a top-up
Max makes it very clear that he thinks it’s absolutely the coolest thing ever
and after that, slowly but surely, Miranda starts to use her telekinesis around other people again
she begins by alternately impressing and annoying Max with it when they’re on their own
long stakeouts are now livened up by flying sunglasses, and Miranda frequently amuses herself by floating Carmela’s pastries just beyond Max’s reach
then, as she becomes more confident, she starts using it when there’s other people there too
the other cops soon get used to walking into the office and finding things floating in midair
(one of them had made a comment in the beginning about how weird it was. The subsequent talking-to Inés had given them had ensured this did not happen again)
many months later, when Miranda finally feels able to use her power for actual work things again, Inés discovers the joys of trying not to sound completely insane when she writes up things for Max and Miranda’s cases
but unlike all of Miranda’s previous bosses she perseveres with it anyway, taking the time to come up with normal explanations for all of her detective’s telekinetic interventions
it’s a headache, but Inés wouldn’t have it any other way

[ad_1] One of the most surprising details to emerge after a recent prison escape in Britain wasn't that a terrorism suspect managed to sneak out of London's Wandsworth prison by clinging to the bottom of a delivery truck.  Or even that Daniel Abed Khalife, the former British soldier facing terrorism charges, was only being held in a category B security prison. It was that on the day of his escape 80 members of the prison staff — nearly 40 per cent of its workforce — were absent. And according to government figures, the prison operating with staff absence levels of between 36 and 48 per cent was more or less normal. The news prompted a scathing editorial from the Times newspaper: "Living conditions are often inhumane and unsanitary, levels of rehabilitation unsatisfactory, and prison officers are both inexperienced and overstretched following years of cuts," wrote the editorial board.  The exposed failings of the prison join a growing mound of public infrastructure problems feeding a deep sense of gloom spreading across the United Kingdom, England in particular.A vehicle enters Wandsworth prison. Prisoner Daniel Abed Khalife, a former soldier facing terrorism charges, escaped from the London prison earlier this month. (Anna Gordon/Reuters)Prison issues microcosm of larger problems Two years before the Sept. 6 prison escape, a prisons watchdog report described Wandsworth as "crumbling, overcrowded," and infested with vermin. "There is a belief that things are just broken and will stay broken," said Robert Ford, a political science professor at the University of Manchester. "There is a loss of faith in government [and] a belief that these problems can't be solved."  The Wandsworth example, he says, is a microcosm of the broader challenges facing Britain."Why did something like that prison break happen? Because of low staffing levels. Why do low staffing levels happen? Because pay isn't high enough. Better pay is available in the private sector."  Britain has been wracked by a series of public sector strikes over the past year, from teachers to rail drivers to health-care workers.  "It's like a house with dry rot or Swiss cheese," said Ford. "It's just hopping from one crisis to the next."  WATCH | Crumbling schools another example of a not-so-Great Britain: Broken Britain: How crumbling schools came to symbolize so much moreThe U.K. government has ordered more than 100 schools to close because of crumbling concrete, and more public buildings could be at risk. As CBC’s Margaret Evans explains, the debacle has come to be the metaphor of the moment, symbolizing a Great Britain that’s not feeling so great.Crumbling concrete in schoolsAt the end of August, just a few days before the start of the school year, the Conservative government led by Prime Minister Rishi Sunak ordered more than 100 schools to close buildings it said were at risk of collapse. Weak and aging concrete with a shelf-life of about 30 years was the culprit. But the government had been made aware of the problem as early as 2018 after the collapse of a school roof in Kent. For children prevented from attending classes in their actual schools — government numbers show 174 are now deemed to be at risk — it was a grim reminder of the remote learning that defined the COVID years.  Other public buildings, including hospitals and theatres, could also be at risk, as they were built with the same type of concrete.  And a senior official in the department of education has accused Sunak of refusing to rebuild more schools when he was head of the treasury in 2021.  The opposition Labour Party is driving home the failings every chance it gets, clearly hoping the crisis might signal an end to their long years in the political wilderness.  "Thirteen years into a Conservative government and the public realm is literally crumbling around the next generation," Labour MP and education spokesperson Bridget Phillipson said during a parliamentary debate earlier this month. Labour Party Leader Keir Starmer and shadow education secretary Bridget Phillipson look around an unaffected, but similar style classroom, at Park View School, where other areas are affected by the concrete crisis on Sept. 6, in London, England. A type of lightweight but less durable type of concrete was often used to build public structures in the latter half of the 20th century, and the government has said they are at significant risk of crumbling. (Leon Neal/Getty Images)Polls suggest dissatisfaction ahead of electionIn a September poll published by the Ipsos Political Monitor, eight out of 10 Britons said they were dissatisfied by the way the government is running the country.  The poll also put the Labour Party a full 20 points ahead of the Conservatives in terms of voting intentions in an election that must be held before January 2025: 44 per cent said they planned to vote Labour, while 24 per cent favoured the Conservatives. Ford says there's a whole "wedding cake" of reasons for Britain's current state of discontent.  "Many years of austerity, cutbacks to public services, meaning a serious under investment in infrastructure, which has now produced the crisis in the schools in terms of concrete that should have been replaced many years ago, serious underinvestment in staff in the public sector, which is resulting in staff shortages in schools and in hospitals and major strikes," he said.  Dual doctor strikesIn England on Wednesday, consultants, senior doctors and junior doctors (those still undertaking clinical training), held a joint strike for the first time in the history of the National Health Service (NHS). Dr. Rebecca Lissmann, a junior doctor working in obstetrics, was out on the picket line in front of the University College Hospital in London. Junior doctors, consultants and supporters gather outside University College Hospital as a joint British Medical Association strike over pay takes place on Sept. 20, in London. (Leon Neal/Getty Images)"I think it's important to say that I love the National Health Service," said Lissmann. "That's what we're here for. To defend a health service that's free at the point of use for everybody." But she also says pressures on the NHS are both unsustainable and dangerous for patients. "There's immense pressure to kind of do work outside your typical job because we don't have enough people, and you know, that's what you fear, because as a doctor you want to provide care that you're proud of. And if you don't have the staffing to do that, that's not a good feeling."  LISTEN | U.K. health-care crisis could provide lessons for Canada: White Coat Black Art26:31UK healthcare crisis lessons for CanadaLike Canada’s publicly funded healthcare system, the UK’s National Health Service is in crisis. Overcrowded ERs are groaning with patients, there aren’t enough hospital beds and people are paying for some elective surgeries at private facilities. Nurses, ambulance workers and junior doctors are striking. Dr. Brian Goldman takes a guided tour of a hospital in Reading, England to hear their lessons for Canada.Hamish Bains, a medical registrar also on the picket lines, said he fears the NHS is "kind of structurally not sound." Like many striking health-care workers, both doctors believe the government is making a political choice about the future of the NHS, pointing out that the strike has already cost millions of dollars that could have gone toward pay increase demands. Over the summer, more than seven million people were on NHS treatment waiting lists for England, waiting lists Sunak has pledged to bring down.  He's blamed the strikes for putting that pledge in danger. Prime Minister Rishi Sunak, left, and Health and Social Care Secretary Steve Barclay host a roundtable meeting on winter preparedness at Downing Street on Sept. 13. (Aaron Chown/WPA Pool/Getty Images)More challenges ahead There are other nagging issues that speak to the sense of things falling apart in the United Kingdom.  Water companies have been accused of spilling sewage into rivers and the sea, and it's alleged the government has turned a blind eye.  And commuters say the rail system doesn't seem to work, even where there isn't a strike on.No wonder headline writers in the U.K. find themselves converging on various versions of "Broken Britain" on any given day. The winter of discontent seems to have moved up a season.  It leaves all eyes on a coming election, which some expect to be called for next fall.  Ford, the political scientist, says the challenge facing any new government in Britain will be in getting the message across that fixing all that's broken is going to take time and money.  "It's going to really come down to whether or not hope beats despair in a sense," he said, speaking of those who will vote in the next election.  "They have to have faith in the ability of government to deliver those outcomes. And you know,  that faith may have to sustain them for a while before things actually start to tangibly improve." [ad_2]
