The Chinese people value loyalty, especially loyalty to your country/lord, and loyalty to your family, as you can probably see Lu Bu valued NONE (hes still cool tho), he killed his first father (i forgot his name) and also killed Dong Zhuo. For the loyalty to your country/lord part, it’s extremely obvious, the guy’s hobby is literally betraying his lords, and he’s a total imbecile too.

For the western people, I’m actually not sure tbh, I guess it’s because he has big himbo energy + he is a fucking unit and has never lost a duel + Koei making him the star poster child, or I guess the simps (looking at you, @ray-elgatodormido )
