Getting more information/a general idea on why "obscure" characters like Panchito, Jose, and Clarice are so popular is really interesting! One answer I've received is that in Japan they never stopped showing the old cartoons and movies over there where in America this stopped during the late 90s to early 2000s. I feel like this is true in my country as I didn't see the Three Caballeros film until I was a teenager and I saw it because I wanted to meaning I actively went looking for it. My first introduction of the Three Caballeros was when I was around 3-5 years old through House of Mouse (and is one of my earliest memories.) After that, the memory sort of lived on but I never pursued or saw any more of the Three Caballeros.
Now that I think about it, the only old Disney movies I watched was the classic Disney princesses and Peter Pan and the Fox and the Hound, some found on VHS tapes left behind by older relatives. I didn't grow up watching the old Mickey Mouse shorts and if I did, it was because House of Mouse would air some clips or make references to them. I would usually see old Mickey and his friends on merchandise or through Re-Micks (remember those?) videos that aired during the early 2010s. (I do remember seeing some old shorts on Disney Channel such as one where there's a sea lion in Mickey's house but they weren't regularly aired. I also remember seeing the Cookie Carnival but I'm assuming I saw it on the Disney Princess Christmas DVD or something.) Of course I knew of Oswald the Lucky Rabbit and the Skeleton Dance but that was because I was a nerd and played Epic Mickey. Everyone knows of Steamboat Willie but only because they played Mickey whistling before the start of movies and not because they played the short on TV.
The only old cartoons I grew up with where Tom and Jerry and the Looney Tunes because Cartoon Network would regularly air them. I remember during elementary school on early days, I would rush home in excitement because of how much I loved seeing Bugs Bunny prank his enemies or Pepe le Pew make a fool of himself. I did like Tom and Jerry but I would sometimes find myself cheering on Tom instead of Jerry and would get upset that Jerry was being mischievous for no good reason. I can't remember if I grew up with the old Scooby Doo cartoons from the 70s. I do remember growing up with the iconic 90s Scooby Doo movies and Scooby Doo and the Ghoul School from the 80s so I guess that does count. I can say with confidence that I have more fond memories and affection towards these cartoons. Heck, whenever I want to watch a clip from these shows on YouTube I find that they sometimes have more views than original Mickey Mouse shorts!
The woman who answered my question also said she found it ironic that Disney has been trying to recapture their glory days either by producing remakes of original classics or by erasing/ignoring "obscure" characters that made their glory days so glorious. She also claims that Disney is basically that "How do you do, fellow kids?" meme when it comes to trying to get their the attention of their target audience.
So the reason why hoards of American (I think to some extent Europeans/the French as well since the start of Disneyland Paris was met with backlash and I guess isn't as mega popular as US/Japan Disneyland) children aren't demanding to meet Clarice the Chipmunk is because they were never introduced to her in the first place. If Disneyland or Disney stores in the US attempted to release Clarice merch *maybe* it would do well but I doubt her merch would be selling out like hot cakes like a pair of rose gold Minnie ears or Mickey shaped pretzels. In regards to Clarice, Disney has attempted to rebrand Clarice for the new Chip and Dale. Obviously I'm biased, but her design is unappealing to me. She looks like a Backstreet Boy or Alvin and the Chipmunks parody now!
For the Three Caballeros, as us dorky dorks are in the know, there was an attempt to bring them back by giving us a new show! That was first and temporary exclusive in the Philippines? That eventually made it onto Disney+ to little to no advertising? And was sometime pushed to Disney XD when no one has cable, much less Disney XD, anymore?
