all of their pantheons contain at least one nonbinary/intersex individual, and they are highly religious, it makes no sense for them not to have a cultural concept of being nonbinary.

where are the genderfluid priest(esses) of boethiah? where are the intersex disciples of vivec? the androgyne mephela acolytes?

these are concepts that exist explicitly in canon within religious and mythological texts and its honestly a plot hole not to have it represented via cultural gender perceptions in game
