Some of the 550 black troops of the 394th Quartermaster Battalion are shown in drill order, late July 1941, during the construction of the Oakland Army Base. 
Below, in August of the same year, the troops are seen moving into the newly completed barracks from pup tents. Most of the base was built between 1941 and 1942.
