The animation begins with the shape of the Iran's map drowned in blood and people are angry and protesting. There are scenes that depict women's hair cutting by scissor. A woman, Mahsa Amini, bleeding from her ears and head lying on the hospital bed. There is a flash back to the scene where she was arrested by the police. There are flames of anger and fisted hands. Women are fighting for their freedom.  Finally, a flag comes out of the anger storm that is in the shape of the woman hair.

The story of Luca happens in a small Italian town named Portorosso. People in Portorosso believe that sea monsters live under the water and threaten their lives. On the other hand, sea monsters like Luca and his family are afraid of humans too. Luca, a young sea monster wants to experience the land life and when he meets Alberto, who is also a sea monster but mostly lives on the land, gets to the human's world. They decide to visit the Portorosso town but hide the fact that they are not humans, as they look like humans when they are dry. And the great adventure is waiting for them.
