High School Students Urge For More Distance Learning
Spokane Public Schools is an urban public school district located in Spokane County, Washington and serves the entire city of Spokane. The district consists of management and oversight of seven middle schools, six high schools, and 34 primary schools. A total enrollment of nearly 3 million people makes Spokane the third largest school district in the state of Washington.
The Spokane School Board established the in-person learning concept to provide a very unique educational experience to its students. The in-person learning philosophy includes using real people in the learning process -not e-books or laptops-in order to teach. This philosophy is integral to the growth and development of the Spokane schools. In addition, the system utilizes a grading rubric to determine students' progress.
The Spokane School District operates five high schools: Spokane Junior/ Senior High School, Spokane Middle School, Spokane High School, and Spokane Technical/ Academic High School. The Spokane Middle School and Spokane Technical/ Academic High School are the oldest schools in the district, but have been transformed over the past twenty years. These schools have the most modern technology and facilities available to them. There are also many options for distance education available through the Internet.
There are two elementary schools in the Spokane area: The Spokane Schools and the Spokane City Schools. The Spokane City Schools are located on the south side of Spokane, while the Spokane Schools are located on the north side of Spokane. In terms of the physical makeup of the elementary school system, each school has approximately the same number of students in each grade. The main difference between the Spokane City Schools and the Spokane Schools is the number of students in each grade is smaller. The average class size in kindergarten is four, while it is six in high school. Additionally, in kindergarten, the average class size is one.
The Spokane school districts have a history of being underfunded. In 1992, the state of Washington imposed a law limiting the amount that schools could charge tuition. Over the following ten years, this law was repeatedly amended. As a result, most schools in Spokane County have cut their budgets, even though state funding has not been reduced. Consequently, many of the affluent parents in Spokane County are choosing private schools rather than public ones.
The biggest increase in the number of out-of-state pupils going to college in Spokane County is the higher occurrence of adult college students. In the fall of 2020, according to the U.S. Bureau of Labor Statistics, there was an outbreak of student travel from other states, with the largest increase coming from Iowa and North Dakota. Spokesman for Spokane Schools John Wright indicated that this rise in out-of-state college students was being driven by an increase in the cost of living across the country, particularly in urban areas like Spokane. He said that the Spokane school board believes that investing in online distance learning programs would be a good investment for the Spokane area.
In response to the Spokane school board's concerns, the county Office of Education has taken a series of actions. Spokesman Rich Parks says that the Spokane school districts will be "looking at all funding options", and that they are currently "reviewing and analyzing" the in-person curriculum offered in both conventional classrooms and those offering distance learning and online courses. According to Parks, these consultations are currently underway and anticipated to continue over the next several months. As part of this review, the Spokane schools will be examining the cost efficiency of their present systems, as well as the costs associated with new in-person classes and online classes. These cost efficiency analyses are expected to take several months, according to Parks.
A separate study conducted by the American Association of University Professors found that in-person programs cost about forty percent more than distance learning programs. This study also revealed that there is a significant educational gap between in-person and distance learning, especially where reading is concerned. The AAUP, in conjunction with several other faculty members, is working on an initiative aimed at narrowing the gap between in-person and distance learning. The efforts have been successful, in some cases.
