1. What, specifically, was the catalyst for their physical attraction (if applicable) to the other character? In other words, what in particular had them like “Oh, they’re...hot...”
for luther this was pretty much immediate. he first meets cam when he's drowning in the ocean a thousand miles from home, feeling lost and abandoned and all alone in the world. then huge, powerful, yet gentle hands wrap around him, his vision is going black but he has an impression of this massive form propelling him through the water, and these big blue eyes, old and wise with a hint of amusement in them, staring down at him, and he's like okay cool i'll swoon now no problem. basically: Big and Strong and Nice. that's everything luther wants.
cam thinks all humans are baseline cute. they're like merfolk but teeny, and they have those funny little legs, and they always stare with the silliest expressions on their faces when they see him. luther is Extra Cute. slim and delicate with nicely rounded features, that silly springy hair, and it's so easy to make him blush. plus he fits in cam's hand like *chef kiss*
3. By contrast, what was the moment that first made their ~heart~ Soft for the other person? Not necessarily a conscious realization of “I love this person,” but a moment that had them like “Oh...I adore them...”
luther's initial impression of cam is that he's this very powerful and dignified being. the first time cam shows that he's actually a very powerful and immature being, luther's like "aww.... he's actually baby...." like, cam's lying on the beach basking in the sun and on impulse luther starts to stroke his cheek, and then cam starts this rumbling noise that luther thinks is growling, so he pulls back and panics a little, but then cam cracks an eye open and lets out a horribly pathetic whine, so luther realizes it was purring and oh my god the giant merman purrs he's so cuuuuute
for cam it's how determined luther is to seek him out. luther isn't the strongest swimmer and he's not very physically strong, but he throws himself overboard again and again so he can be rescued by cam, and every time he tries to hold a conversation with him despite mostly getting stonewalled. that strength of will and determination is desperately endearing to cam, and he'd hidden many a secret smile from luther while rescuing him over and over again.
8. What do they think about romantic love? Do they have baggage surrounding it? Do they idealize it? Is it an object of longing and wanting, or were they really not thinking about it until they started falling for the other character? What are their expectations like?
luther very much idolizes and longs for romantic love. he got all of his ideas about it from romance novels and the like, so he spent a lot of time staring out the window and Sighing, waiting for his prince charming to sweep him off his feet. his parents approved and lined up suitor after suitor, but the problem was that clearly none of them viewed him as a man. he rejected each one in turn, which drove his folks crazy because they couldn't figure out what the problem was. cam isn't nearly as chivalrous as luther would like, but he does sweep luther off his feet with daily regularity, so that's alright.
romantic love is a little more difficult for cam. he keeps falling in love with humans which always ends in tragedy for him, since they have much shorter lifespans. it's why he refused to talk to luther at first, when he'd lost a partner a few decades back he instated a No More Human Relationships rule. that didn't last very long once he'd met luther. he's accepted now that he can't stop himself from loving, tis better to have loved and lost etc etc, but it's still hard for him.
